EXECUTIVE SUMMARY
Recommendation to direct staff to bring back proposed locations within Collier County to
develop a facility to be used for radio - controlled airplanes, boats and cars.
OBJECTIVE: To establish a location where citizens, disabled and otherwise, young and old,
can come together and recreate with radio - controlled airplanes, boats and cars.
CONSIDERATIONS: As stated in the September 2011 Collier County Parks and Recreation
10 -year Master Plan, the stated mission of Collier County's Parks and Recreation Department is
"To promote health and wellness, alternative leisure activities, community involvement through
recreation, sports, awareness of the environment, and providing special events that bring the
Collier County community together in a fun atmosphere." Among so many things, Collier
County provides its residents with wonderful beaches, boat parks, fitness centers, tennis courts,
athletic fields of all kinds, swimming pools, hiking trails, kayak launches, playgrounds and even
a skate park. Many of these facilities are geared for those who are young or otherwise blessed
with good health and fitness. An area set aside for people to come together with radio - controlled
airplanes, boats and cars would give an activity which is suitable not only for those in good
fitness and health, but also for those who may not be as fortunate. Such a facility would
certainly fall within our mission of providing an "alternative leisure activity" for these residents.
The Master Plan also states as follows:
"Continue to Evaluate Need for Remote Control Park
At the September 27, 2011, Collier County BCC meeting, Commissioner Fiala expressed a
desire for the Collier County Parks and Recreation Department to continue to evaluate the need
for an area where citizens and visitors can recreate with remote control planes, boats and cars.
As such, it is recommended that Collier County continue to evaluate this need in its
consideration of future parks and recreation capital projects."
It is time for staff to provide the Board with recommended action. Proposed locations could be
in existing parks, adjacent to large preserves, or within any area owned by the County. Surely, in
a county as large as Collier County, we can find some area that is suitable.
FISCAL IMPACT: To be provided by staff as part of their report to the Board.
LEGAL CONSIDERATIONS: This item was reviewed by the County Attorney, raises no
legal issues at this time, and requires majority vote for Board approval. —JAK
RECOMMENDATION: That the Board of County Commissioners directs staff to bring back
proposed locations within Collier County to develop a facility to be used for radio - controlled
airplanes, boats and cars. A preliminary report should be brought back no later than the meeting
of June 25th, which would allow the Board the opportunity to give further direction that can be
worked on during the Board's summer recess.

5. Boat Launch and Boat Trailer Parking
Boat ramp lanes are not adequate for the peak periods of weekends and holidays for the
number of boat users in Collier County. Even with the additional new lane at Bayview Park, the
County is operating with a two -lane deficit in 2011. This deficit will grow by one lane in 2013 to
2015 timeframe and increase to five additional ramp lanes in 2020.
Boat trailer parking presently is inadequate, and even with programmed parking increases, the
County has a significant parking space deficit based on current ramp capacity. This deficit is a
county wide average and does not account for peak usage or chronic shortages at popular ramp
locations such as Bayview, Caxambas, or Cocohatchee.
The County should continue to assertively pursue expanding the existing boat parks, parking,
and facilities where appropriate. Additionally, strategic acquisition of desirable boat launch sites
should continue.
