EXECUTIVE SUMMARY
Recommendation to accept a traffic signal study report on the intersection of Lake
Trafford Road (CR 890) and North 19th Street in Immokalee and approve the
programming of an intersection improvement and traffic signal installation at this
intersection. (Project Nos. 60172 and 60016)
OBJECTIVE: To report the findings of a traffic signal study report that a traffic control signal
at the intersection of Lake Trafford Road (CR 890) and North 19th Street is warranted.
CONSIDERATIONS: During the Board of County Commissioner's (Board) meeting of June
26, 2012, a public petition request from Ms. Lesvia Martinez regarding a traffic signal and
crosswalks at the intersection of Lake Trafford Road and North 19th Street in Immokalee was
presented by Ms. Andrea Luis. The petition requested that a traffic signal and crosswalks be
installed at the intersection. The Board approved a motion directing staff to prepare a traffic
signal warrant study and bring the matter back to the Board for consideration.
A traffic signal study report was completed July 19, 2012, in accordance with guidelines
promulgated by the Florida Department of Transportation and the Manual on Uniform Traffic
Control Devices (MUTCD). The investigation of the need for a traffic control signal includes an
analysis of various factors related to the operation and safety at the intersection and the
determination if specific warrants identified within the MUTCD are met. The investigation at
that time found that warrants were not met to justify the installation of a traffic control signal.
Additional 24-hour traffic volume counts were taken during season on February 13, 2013, for
approaches to the intersection of Lake Trafford Road and North 19th Street. The new counts
found that the warrant requirements are met to install a traffic control signal.
If accepted, this project would also include intersection improvements to widen the approaches
and align North 19th Street at the intersection of Lake Trafford Road. The estimated cost of the
project as conceived is $1,500,000. Pending available funding, this item would come back to the
Board for approval prior to construction.
FISCAL IMPACT: None at this time. Should the project be approved, it would be
incorporated into the Fund 313 - Transportation Gas Tax capital projects.
GROWTH MANAGEMENT IMPACT: There is no growth impact associated with this item.
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County
Attorney's Office, is legally sufficient for Board action and only requires a majority vote for
approval—SRT.
RECOMMENDATION: That the Board accept the recommendations of the Traffic Signal
Study Report of the intersection of Lake Trafford Road (CR 890) and North 19th Street dated
March 4, 2013, and direct the County Manager or his designee to program improvements and
traffic signal installation at this intersection in the proposed FY 2014 budget.

DESIGN CHARACTERISTICS
Lake Trafford. Road (CR 890) is a two-lane facility providing an important east-west
transportation corridor connecting N 15th Street (SR-29) in Immokalee on the east to Lake
Trafford on the west. Lake Trafford Road at the study intersection has a posted speed limit of
35 mph. Traffic signals are in operation along Lake Trafford Road at the N 15t Street (SR-
29) intersection to the east and at the Carson Road intersection to the west. A pedestrian
marked crosswalk is provided across Lake Trafford Road on the west approach and across N
19th St on the north approach. Sidewalks exist on the north side of Lake Trafford. Road.
There are no bicycle lanes along Lake Trafford Road. There are no left turning lanes on Lake
Trafford Road or on N 19th Street. The centerline of N 19tn Street is offset by approximately
20 feet at the intersection with Lake Trafford Road.
TRAFFIC SIGNAL WARRANTS,ACCESS MANAGEMENT
The installation of traffic signals in Collier County is regulated by the requirements identified
in the Collier County Access Management Policy and the Manual on Uniform Traffic Control
Devices (MUTCD). The 1v1UTCD, prepared by the Federal Highway Administration, has
been designated by Chapter 14 of the Florida Administrative Code to govern placement and
design of traffic signals, signs and pavement markings on public and private streets/highways
within the State of Florida.
The County Access Management Policy was adopted by the Board of County Commissioners
through Resolution No. 01-247. The Policy defines the minimum spacing for traffic signals
in order to enhance safety, maintain highway capacity and maximize operating conditions.
Lake Trafford Road has not been assigned an Access Class within the Access Management
Policy and therefore is not a limited or controlled access facility. Under the Access

Management Policy the minimum signal spacing for Lake Trafford Road is 0.25 miles (1,320
feet). The signal N 15th Street is approximately 1,950 feet east of the study intersection and
the signal at Carson Road is approximately 3,365 feet to the west. Therefore, placement of a
traffic signal at the Lake Trafford Road / N 19th Street would meet the minimum spacing
requirements and would be allowed.
TRAFFIC SIGNAL WARRANT,VEHICULAR VOLUME
The minimum vehicular volume is intended for application at locations where a large volume
of intersecting traffic is the principal reason to consider installing a traffic control signal.
Traffic volume data including both major-street and minor-street left turn traffic is typically
considered. To meet the warrants, minimum traffic volumes for both the major-street and the
minor-street must be met. The MUTCD states that the "right-turn traffic should not be
included in the minor-street volume if the movement enters the major-street with minimal
conflict. " However right-turn movements were included in the traffic volumes for this
evaluation of the minor-street (N 19th St) because the approach has only a single lane. If the
movement on a single lane approach is predominately through or left-turn, the right-turn
traffic experiences delay because they often are behind a through or left-turning vehicle
waiting for a gap in traffic.
A 24-hour traffic volume count was performed on February 13, 2013 for approaches to the
intersection of Lake Trafford Road and N 19th Street. The data collected includes traffic
approaching both major and minor streets at the intersection. The information with the
highest hourly traffic volumes has been abstracted in Figure 3 and Figure 4 below.
On July 12, 2012 a vehicular speed study was completed on Lake Trafford Road to determine
the prevailing (85th percentile) speed. The speed study found that the 85th percentile speed
along Lake Trafford Road was 38.2 mph with the 10 mph pace of 28.7—38.7 mph.
Warrant 1,Eight-hour Vehicular Volume, MUTCD
Condition A of Warrant 1 identifies the minimum vehicular volumes at a location where the
volume of intersecting traffic is the principal reason to consider a traffic control signal.
Condition B of Warrant 1 is intended for application at locations where the traffic volume on
the major street is so heavy that traffic on the minor approach suffers excessive delay or
conflict in entering the major street. The minimum volume of traffic under Warrant 1,
Condition A is 500 vehicles per hour on the major street (total of both approaches) for any
eight hours per day and 150 vehicles per hour for one direction only on the minor street.
While traffic volumes on the major street(Lake Trafford Road) exceeded the minimum traffic
volume for 14 hours during the day,there were no hours during the day that met the minimum
traffic volume on the minor street(N 19th St).
Under Warrant 1, Condition B the minimum volumes for the major street approach is 750
vehicles per hour on the major street for any eight hours per day and 75 vehicles per hour for '
one direction only on the minor street. Eight hours during the day met the minimum traffic
volumes on the major street(Lake Trafford Road) and also the minor street(N 19th Street).

Traffic volumes at the intersection do meet the minimum volumes required under Warrant 1,
Condition B, for eight-hour vehicular volumes and therefore the warrant requirements are
met.

TRAFFIC SIGNAL WARRANT,CRASH EXPERIENCE
The MUTCD provides for the consideration of a traffic signal when the severity and
frequency of crashes are the principal reasons to consider installing the traffic signal. Warrant
7 of the MUTCD identifies consideration of a traffic control signal when there are five or
more reported crashes, of the types susceptible to correction by a traffic control signal,having
occurred within a 12-month period. Crashes that are typically susceptible to correction
include right angle crashes, left-turn crashes, and pedestrian crashes occurring within the
intersection.
Over the past four years (2008 —2012) there was one correctable crash at the intersection of
Lake Trafford Road and N 19th Street. Therefore, traffic signal Warrant 7, Crash Experience
is not met.
CONCLUSION&RECOMMENDATION
Based on the collected traffic volume data and crash history review, it is determined that the
subject intersection met MUTCD Warrant 1, Condition B requirements for traffic
signal installation. Therefore, it is recommended that the referenced intersection should be
considered for a traffic control signal.
