EXECUTIVE SUMMARY
Recommendation to approve a work order in excess of the Board's $200,000 spending threshold
and authorize the expenditure of $48,520 for McGee & Associates to prepare 100% landscape
design plans for the Immokalee Road/I -75 Interchange.
OBJECTIVE: To receive Board approval of a work order in excess of the $200,000 spending
threshold and authorize the expenditure of $48,520 on landscape design plans that will be submitted to
the Florida Department of Transportation (FDOT) as a requirement for the award of a Joint
Participation Agreement (JPA) grant that will fund the landscape beautification of the Immokalee
Interchange.
CONSIDERATIONS: The Immokalee Interchange has been designated as a Collier County Gateway.
Because of subsequent road and interchange improvements, there was insufficient funding available to
improve the appearance of the interchange upon the completion of the road and interchange projects.
Recently, through the FDOT JPA grant process, additional current fiscal year state construction dollars
have become available. FDOT would like to award a $400,000 JPA grant to Collier County to fund the
landscape beautification of the Immokalee Interchange. The grant funding would cover the
construction and CEI costs to implement the landscape design. To secure this construction funding,
100% design plans must be developed as quickly as possible. Landscape architectural consulting fees
have been quoted at $48,520 by McGee & Associates, in their proposal dated February 27, 2013, to
accomplish the task. McGee & Associates was selected from the Landscape Architectural Fixed -Term
annual contract, #12 -5892, which allows selection of any awarded vendor if the amount is $100,000 or
less. The fixed term contract has a spending threshold of $200,000 and with the approval of this
expenditure; the countywide expenditure will be above $200,000.
In order to meet FDOT's timeline for this project, the following schedule is necessary.

At a subsequent Board meeting, staff will return to the BCC for approval of an FDOT $400,000 JPA
grant agreement for the construction and CEI services to landscape the Immokalee Interchange. 100%
landscape architectural plans are to be reviewed and approved by FDOT prior to June 1, 2013 in order
to fully execute the JPA in FY12 /13. If the Board approves this request, the project should be bid after
FDOT's issuance of a Notice to Proceed and awarded by September /October of 2013. The landscape
installation of the project would proceed in November/December of 2013.
The average annual maintenance cost is estimated to be $42,000 per mile or approximately $84,000 for
a two mile interchange approach based upon the average maintenance costs of 108 miles of
landscaping in FY13 plus inflation and actual cost trends of contracts renewed in the current fiscal
year. The maintenance estimate is based on basic monthly services: mowing, edging, weeding, trash
removal, street cleaning, fertilizer and herbicide application, and other routine services. The

interchange design will incorporate Florida Friendly concepts to keep ongoing maintenance costs at a
minimum.
FISCAL IMPACT: Funds of $48,520 are currently available in Fund 112 Immokalee Road Six Lane
Project #66045.1 to pay for these design services. Source of funds is ad valorem.
Upon completion of the landscape improvements Collier County would become responsible for
maintenance. The annual cost to maintain the interchange is estimated to be $84,000. These
maintenance costs are not currently included in the budget and will result in increased landscape
maintenance costs in the Unincorporated Area General Fund (I 11) for FY 14 and future years.
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County Attorney's
Office, is legally sufficient for Board action and only requires a majority vote for approval—SRT.
GROWTH MANAGEMENT IMPACT: The project supports the Growth Management Plan.
RECOMMENDATION: Recommendation to approve a work order in excess of the $200,000
spending threshold and authorize the expenditure of $48,520 for McGee & Associates to prepare 100%
design plans to be submitted to FDOT for the Immokalee Road/I -75 Interchange.

Dear Ms. Lulich:
As requested, McGee & Associates is providing the following proposal of services for your review and
approval.
McGee & Associates (M & A) agrees to provide the following "Scope of Services" related to final design,
permitting and contract administration services for the above proposed Landscape Beautification project.
The project area will be generally defined as the area between the platted right -of -way lines of Immokalee
Road and the limited access area for the 1 -75 Interchange at Immokalee Road. See attached "Project
Man Hour and Fee Support Calculations ", Sheet 1 for service hours andfees.
Scope of Services
1.1 Planning
1.1.1 Review existing FDOT construction record drawings, Collier County aerial photography,
Collier County Immokalee Road median landscaping and irrigation as- builts /record
drawings and existing site conditions or feature in order to develop a working base map
for landscape and irrigation design purposes. Request a design ticket from Sunshine
State One call of Florida, inc. and incorporate provided utility information from utility
agencies. This proposal does not include surveying services for site features or overhead
or underground utilities. Base map will not include any exact field location or depths of
any utilities or objects in the project area.
2.1 Final Landscape Desian
Landscape Beautification plans to be per F.D.O.T. "Design Standards" indexes, Plans
Preparation Manual" Volume I & 11 2013, criteria and processes, and in general compliance to the
Collier County Right -of -Way Ordinance 93-64 current edition.
2.1.1 Attend necessary staff and /or project on -site meetings for the project design development
and provide required written correspondence and verbal communications for the project
development.
2.1.2 Develop a landscape planting design generally based upon the Landscape Beautification
Master Plan and per the Construction in Public Right -of -way Handbook Ordinance 93-64
latest edition. Design areas will include east and west unimproved Immokalee Road
medians directly adjacent to 1 -75; all four quadrates of the interchange along the access
ramps and overpass structure embankments along the 1 -75 north and south travel lanes.
To minimally include items or services as follows:
a. Planting design and layout.
b, Materials Tabulation of Quantities schedule containing, plant quantities,
installed sizes, specifications and mature sizes.
C. Decorative hardscape paving installation details and notes as identified.
d. Planting installation details and specifications.

2.1.3 Prepare FDOT & County approved bidding and installation construction drawings for
exhibits or attachments to the final Permits and Contract Documents.
2.1.4 Develop opinion of costs related to the approved final construction drawings to determine
if project is within proposed budget.
3.1 Irrigation Design
Irrigation plans to be per F.D.O.T. 2013 "Design Standards" indexes, 2013 "Standard
Specifications for Road and Bridge Construction" and 2013 "Plans Preparation Manual" Volume I
& 11 criteria and processes, and in general compliance to the Collier County Right -of -Way
Ordinance 93- 64- current edition.
3.1.1 Attend necessary staff and /or project on -site meetings for the project design development
and provide required written correspondence and verbal communications for the project
development.
3.1.2 Develop a landscape planting design generally based upon the Landscape Beautification
Master Plan and per the Construction in Public Right -of -way Handbook Ordinance 93-64
latest edition. Design areas will include east and west unimproved Immokalee Road
medians directly adjacent to 1 -75, all four quadrates of the interchange along the access
ramps and overpass structure embankments along the 1 -75 north and south travel lanes.
To minimally include items or services as follows:
a. Identification and location of electrical source on plans for controller
and pump stations, which is pre - approved by the power supply company.
b. Identification and location of irrigation water source and type of water.
C. Provide layout, schedules and notes to identify types and quantities of irrigation
components such as sprinkler heads, valves, piping, sleeving and valve wiring
d. Irrigation installation details and specifications.
e. Additional directional boring plan and section drawings for right -of -way
permitting if required.
3.1.3 Prepare FDOT & County approved bidding and installation construction drawings for
exhibits or attachments to the final Permits and Contract Documents.
3.1.4 Develop opinion of costs related to the approved final construction drawings to determine
if project is within proposed budget
4.1 Permitting
4.1.1 Supply and submit required revised permit drawings to FDOT & Collier County for
approvals.
4.1.2 Provide required written correspondence and verbal communications or for the project
permitting.
5.1 Contract Administration
5.1.1 Assist Collier County in developing contract documents for bidding and contract
purposes.
5.1.2 Assist in bidding process and provide review and recommendation of award of
construction contract
5.1 .3 Provide on -site observations for services during construction to determine compliance
with plans and specifications, as well as review and approve pay request applications.
5.1.4 Provide record drawings based upon contractor submitted "As- builts ".
6.1 Reimbursables
Per Design services "Professional Landscape Architectural Services" Contract #12 -3614.
7.1 Estimated Services Schedule
7.1.1 M & A shall render its services as expeditiously as is consistent with professional skill and
care. During the course of the Project, anticipated and unanticipated events may impact
any Project schedule. Days listed are calendar days.
