EXECUTIVE SUMMARY
Recommendation to accept Amendment No. 2,a $308,000 increase in grant funding from the South
Florida Water Management District for Alternative Water Supply Grant 4600002535 and
authorize the necessary budget amendment.
OBJECTIVE: To accept the South Florida Water Management District (SFWMD) Alternative
Water Supply (AWS) Grant, Amendment No. 2, 4600002535-A02, which increases the
monetary consideration by a not-to-exceed amount of$308,000, for a total revised not-to-exceed
agreement amount of$658,000.
CONSIDERATIONS: On June 24, 2008, Agenda Item 10G, the Board of County Commissioners
(Board) adopted the 2008 Wastewater Master Plan Updates that identified requirements for the
Aquifer Storage and Recovery (ASR) Well Project. The proposed scope of work is consistent
with the 2008 Wastewater Master Plan Update, Project 74030 "Irrigation Quality Water Aquifer
Storage and Recovery (ASR) Well," Section 8, Table 8-1, page 7 of 7, line 148. The project is
also consistent with the 2010 Wastewater CIP Update, page 3 of 4, line 93, as identified in the
2011 User Fee Rate Study.
On February 28, 2012, Agenda Item 16C2, the Board accepted SFWMD AWS Grant
4600002535 partially funding two separate AWS Projects: "Project 1," the Reverse Osmosis
Treatment Units Replacement and Inter-Stage Booster Pump Project; and "Project 2," the
Aquifer Storage and Recovery (ASR) Well Project. On November 13, 2012, Agenda Item 16C5,
the Board accepted SFWMD AWS Grant Amendment No. 1, 4600002535-A01, a zero-dollar
time extension, allowing additional time for construction and invoicing of"Project 2," the ASR
Well Project.
Grant funding($250,000) for"Project 1"was invoiced and received during FY2012. Initial
grant funding ($100,000) for"Project 2," combined with the $308,000 increase of Amendment
No. 2 will result in total grant revenue for"Project 2" of$408,000,to be invoiced during
FY2013.

FISCAL IMPACT: Additional SFWMD AWS Grant 4600002535-A02 revenue of$308,000 will
be realized upon completion of work during FY 2013. Funding source is the Wastewater User
Fees fund 414. A budget amendment is required to recognize additional SFWMD funding of
$308,000 in Fund 416—Public Utilities Grant, Project 74030.

LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County
Attorney's Office, is legally sufficient for Board action and only requires a majority vote for
approval—SRT.
GROWTH MANAGEMENT IMPACT: These projects meet the current Growth Management
Plan standards to ensure the adequacy and availability of viable public facilities.
RECOMMENDATION: That the Board of County Commissioners, Ex-officio the Governing
Board of the Collier County Water-Sewer District:
1. Accept the South Florida Water Management District Alternative Water Supply Grant
Amendment No. 2, Agreement 4600002535-A02; and
2. Authorize the Chair to execute Amendment No. 2, Agreement No. 4600002535-A02
between the South Florida Water Management District and Collier County; and
3. Authorize the necessary Budget Amendment.

This AMENDMENT NO. 02,is entered into on , to
that AGREEMENT dated March 12, 2012, and as amended on November 28, 2012, between
"the Parties," the South Florida Water Management District(DISTRICT), and Board of County
Commissioners,Collier County,Florida(COUNTY).
WITNESSETH THAT:
WHEREAS,the AGREEMENT may be amended with the prior written approval of the
Parties; and
WHEREAS, the Governing Board of the DISTRICT,at its November 15, 2012 meeting,
approved entering into this AMENDMENT NO. 02 with the COUNTY; and
WHEREAS, the Parties wish to amend the AGREEMENT in order to revise the
Payment and Deliverable Schedule of the AGREEMENT;
NOW THEREFORE, the DISTRICT and the COUNTY, in consideration of the mutual
benefits flowing from each to the other,do hereby agree as follows:
1. This AMENDMENT NO.02 shall be effective upon the date of execution by the Parties.
2. The monetary consideration to be provided by the DISTRICT to the COUNTY for the
AGREEMENT is hereby increased by an amount not-to-exceed Three Hundred Eight Dollars
and No Cents ($308,000), for a total revised AGREEMENT amount not to exceed Six Hundred
Fifty Eight Thousand Dollars and No Cents ($658,000).
