EXECUTIVE SUMMARY
Recommendation that the Board of County Commissioners direct staff to present a
proposal to the Board at the second meeting in April, 2013 establishing one dog park in
each commission district, and to add a dog park at the North Naples Regional Park facility.
Further, to direct staff to communicate with the State to determine if a section of Wiggins
State Park can be designated to allow for dog walking along a portion of that beach on a
limited schedule. Any site selected for a dog park should be at a sufficient distance from
residential neighborhoods to ensure that private property owners' ongoing right to the
quiet enjoyment of their property is in no way compromised, as provided by law.

CONSIDERATIONS: There has been ongoing demand from the community to provide dog
parks throughout the county, and to determine whether dogs could be walked on some part of the
public beach. The county has an inventory of acquired land. Such individual sites could be
identified and be used to establish dog parks in each of the commission districts with nominal
funding needed to make the conversion. To the extent the land identified is needed at a later date
for a another project, the site could readily be redesigned for a different intended use, and
another location identified as a dog park. Any site selected for a dog park should be at a
sufficient distance from residential neighborhoods to ensure that private property owners'
ongoing right to the quiet enjoyment of their property is in no way compromised, as provided by
law. Further, that the North Naples Regional Park have an area designated as a dog park given
that the regional park has so many visitors that would enjoy playing with their dogs while their
children are participating in athletic training events. Lastly, it appears that the State has allowed
dogs to visit it's beach parks in other jurisdictions. Requesting that the State allow for the same
dog privileges at Wiggins Park on a limited basis would increase the enjoyment of that park
facility for the benefit of the community.
FISCAL IMPACT: To be presented by county staff as part of the proposal, costs to include
capital improvements to county owned sites and projected ongoing maintenance costs.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, and
raises no legal issues at this time. Any Board direction would require majority vote. -JAK
