EXECUTIVE SUMMARY
Recommend that staff be directed to research the history and trends of Impact Fees and
Business Development Fees in Florida Counties and other States in advance of an
anticipated discussion by the Board of County Commissioners regarding the Collier
County Impact Fee structure.
OBJECTIVE: Gather information and research trends in Impact Fees and Business
Development Fees in Florida Counties and other States, including historical Collier County
information, in advance of an anticipated discussion by the Board of County Commissioners.
This information would provide the background for Board discussion and review of the options
for the management of Impact Fees and related revenue streams, impacts to the Collier County
annual budget, and provide perspective for the development of policies and programs to improve
the current and future economic and business environment in Collier County.
CONSIDERATIONS: Given recent actions taken in Southwest Florida to compete for
economic development, it is important to have current information and comparative data on
competing Impact Fee Program structures, successes, failures, and results regarding capital
revenue programs (Impact Fees among others) so that an informed discussion pertaining to an
update of Collier County's capital revenue program can be conducted.

RECOMMENDATION: Recommend that staff be directed to gather information and research
trends in Impact Fees and Business Development Fees in Florida Counties and other States.
including historical Collier County information, in advance of an anticipated discussion by the
Board of County Commissioners on the options and direction of Impact Fees and related capital
revenue streams. Also recommend, in preparation for public and stakeholder discussions on
Impact Fees, to schedule an Impact Fee Workshop to be held on the 1st Tuesday of April —
04/02/13.
