EXECUTIVE SUMMARY
Recommendation to accept staffs and the Committee Chairman's progress report for locating a
proposed All Terrain Vehicle (ATV) park site in Collier County and seek direction on future action.
Further, to approve two alternate members to the seven member ATV park site Ad Hoc
Committee.
OBJECTIVE: To update the Board on the activity of staff and the committee regarding the progress
thus far of the ATV park site evaluation and seek guidance on future action; and to approve two
alternate members to the committee.
CONSIDERATIONS: In 2011, Collier County and the South Florida Water Management District
entered into a Settlement Agreement wherein the District paid Collier County $3 million to dispose of
litigation arising out of a 2003 Agreement between the parties in which the District was to convey 640
acres to Collier County for recreational ATV use. Since that settlement, the Collier County Growth
Management Division and Collier County Parks and Recreation Department have been tasked with
searching for land appropriate and suitable for an ATV Park site.
Public information meetings were held on September 28, 2011 and on March 29, 2012 to solicit input
from ATV users /stakeholders. Staff has since taken the following actions in order to facilitate the site
evaluation process:
Maps were created by Stantec Consulting Services, Inc., identifying potential areas that do not
appear to be environmentally sensitive, and could therefore be utilized for ATV park purposes.
2. Real property contacted 73 property owners who own more than 200 of the parcels identified as
potentially viable for an ATV Park to solicit interest in discussing the use of private land for an
ATV Park. Staff and the committee followed up with additional individual correspondence and
phone calls.
The options included:
• Purchase or lease of private land;
• Easements for the establishment of ATV trails over private land to connect with lands of
other property owners;
• Private and public partnerships where private property owners develop and operate an ATV
park on their land with possible assistance and /or funding by the County; and
• Volunteer assistance and funding from the ATV community.
3. Established an ATV park site Ad Hoc Committee on June 12, 2012. The committee was
formed to assist staff in exploring and identifying potential ATV park sites, with the goal of
providing citizen recommendations to the Board. The Board directed staff to obtain a total of
seven members along with two alternate members. Five members were approved at the June 12
meeting and two additional members were approved by the Board at the Sept. 11, 2012 Board
meeting. The alternate search took some time and the seven member committee has now
recommended two alternates from the applications submitted. Staff and the Committee
recommend that the Board approve the following citizens to serve as alternates on the
Committee:

4. Eight committee meetings have been held since July 2012, including a site visit where they
toured the Winchester Lakes Property in October 2012. The committee has had property owner
representatives from the Williams family (954 acres in the Immokalee area) and Consolidated
Citrus/King Ranch Incorporated in Fort Myers (9000 acres in various locations) attend
meetings and discuss the viability of ATV use on their property. The property owners have
declined to continue consideration of an ATV park on their properties for various reasons.
5. Presentations have been made to the committee by representatives of Devils Garden Mud Club
(1,400 acre mud park off of CR 835 in Hendry County, a new ATV and alternative recreational
park called Lazy Springs Recreation Park (26 acre park in Hendry County near the Collier
County line), and Florida Tracks and Trails which is proposing a park on a 1,000 acre site in
Charlotte County near Punta Gorda. The committee chairman has also visited the Florida
Tracks and Trails property and found it to have great potential.
Staff has advised the committee that discussions with properties outside of Collier County will require
additional BCC approval and direction.
At this point in time, staff and the committee have not found any property owners in Collier County
willing to pursue an ATV park via land acquisition, grant of easements or through public /private
partnerships. We have further concluded that the settlement funds of $3 million will most likely not
purchase enough land and fund construction of an ATV park within the limits of Collier County. The
committee would like to pursue considering utilizing the funds allotted for an agreement with one or
more ATV Park(s) established or in the process of being established outside of Collier County.
Considerations could include one or more of the following options:
• A lump sum investment with permanent price reductions for Collier County residents
• An allocated annual draw down fund for Collier County residents
• An annual committed investment with corresponding price reductions for Collier County
residents
There could be additional considerations and options to evaluate and in order to fairly market this
approach and protect Collier County's investment, staff would recommend a properly advertised
request for proposals. Should the Board wish to pursue this option, staff would work with the
committee to prepare the advertising and evaluate the submittals.
FISCAL IMPACT: No additional budget is being requested at this time.
GROWTH MANAGEMENT IMPACT: None
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, and requires
majority vote for Board action. The recommended action is legally sufficient as it falls within the
scope of Resolution No. 2012 -110, which created this ad hoc committee. -JAK
RECOMMENDATION: That the Board:
1) Accepts the progress report from staff and the committee;
2) Appoints two alternate members to this Committee and;
3) Provides direction to the County Manager or his designee and the committee on future
actions.

My 2 sons and I ride and race thru the woods. For the past 25 years we mostly rode off of Everglades
blvd, North port and Cape Coral. Our whole family pretty much rides from dirt bikes, Atv's and a off road
golf cart. The last time Collier County was thinking of doing something for the off road community my
youngest was 6 years old, that was at the Land fill in 1999. My son is now 19. 1 would like to show the
Community that it needs things for the family's to do, that would get kids involved in camping, riding
and outdoor stuff. My family own's Expert Air which has been in business since 1986. My family likes to
hang out together and ride and camp and about 14 weekends a year we race off road series called the
Florida Trail Riders Org. And is the largest off road series I the United States. I'm also a board of director
representing 5 counties in the FTR org. Since 2009, 1 was just re- elected for the up coming year.

Correspondence to my application for an alternate position for the atv committee.
I have operated my business Southern Coast Painting in Naples since 1996
I feel that with my practical experience, and having the time to dedicate to the committee the I would serve it well.
My involvement and experiences in atv riding has been as follows.
My ride of choice is dirt bikes.
I ride with a group of friends, as well teaching my 9 year old son to ride safe and responsible.
My interest started as a teenager and has progressed from there. Most of my riding experience has come from local trail
riding, at those times when you were able to ride freely in collier county.
Understandable not the case now. And have transitioned in to riding now more at motocross tracks.
With in the past few years I have ridden hair scrambles with FTR Florida trail riders association through out the state, also
ridden up at Croom and in Ocala. I have also had the opportunity to ride in Georgia at Highlands park.
With the increase in travel expenses it has gotten more difficult to travel even within the state.
I am currently riding at Dirty Foot in Fort Meade fl. A two hour drive north. Don't really enjoy that four hour round trip, but
am dedicated to the sport.
People ride for different reasons. Some for the competition of the sport and some for the enjoyment of exploring the out
doors. But we all share one thing in common, that's spending time with family and friends doing something that we love.
Shutting down those areas for riding not just in collier county but much of the south Florida region
Has taken away not just a place to ride, but has had a negative impact on the business and local riding organizations that
are linked to this sport.
I believe that the majority of riders are safety continues and environmentally responsible.
But I also do believe that irresponsible actions of others has played a part in loosing the privilege -of those riding areas we
use to have.
