HAPB Minutes 10/18/2017 October 18,2017 MINUTES OF THE MEETING OF THE COLLIER COUNTY HISTORICAL/ARCHAEOLOGICAL PRESERVATION BOARD Naples, Florida, October 18, 2017 LET IT BE REMEMBERED, that the Collier County Historical/ Archaeological Preservation Board in and for the County of Collier, having conducted business herein, met on this date at 9:15 A.M. in REGULAR SESSION at the Collier County Growth Management Division — Planning and Regulation, Conference Room#610, 2800 North Horseshoe Drive, Naples, Florida with the following members present: CHAIRMAN: Sharon Kenny (excused) VICE CHAIRMAN: Elizabeth Perdichizzi Eileen Arsenault Eugene Erjavec Elaine Reed Stuart Miller Craig Woodward (excused) ALSO PRESENT: Ray Bellows, Zoning Manager— Growth Management Fred Reischl, Staff Liaison— Growth Management Timothy Finn, Principal Planner— Zoning Services Jessica Velasco, Staff Liaison— Growth Management Alexander Sulecki, Pr. Roll Call/Attendance: Vice-Chairman Elizabeth Perdichizzi called the meeting to order at 9:25 A.M. Roll Call was taken; a quorum was present. 2. Addenda to the Agenda: Under New Business, add item 5 B. —The recommendation for approval of the re-appointment of Stuart Miller and Eileen Arsenault to serve another term on the HAPB. 3. Approval of the Agenda Elaine Reed moved to approve the Agenda, as amended. Second by Eugene Erjavec. Carried unanimously, 5-0. 4. Approval of Minutes: May 17,2017 and June 21, 2017. NOTED: The Minutes of May 17, 2017 were approved in the Minutes of the June 21, 2017 meeting. (Copies will be sent to anyone requesting them.) Eileen Arsenault moved to approve the minutes of June 21, 2017, as presented. Second by Stuart Miller. Carried unanimously, 5-0. 5. Old Business: A. Review Executive Summary for the Pepper Ranch Historic Designation Ray Bellows announced the BCC will take final action on the Executive Summary for Pepper Ranch at their December 12, 2017 Board Meeting. A brief discussion followed regarding the funding source to curate and manage Pepper Ranch. This topic was covered in the Executive Summary. Stuart Miller moved to recommend approval of the Executive Summary for Pepper Ranch. Second by Elaine Reed. Carried unanimously, 5-0. B. Pavilion Lake PUD Update Fred Reischl stated a re-submittal was due from the applicant and a response on the Phase One study, which is part of the re-submittal; the last one being received in June. Eugene Erjavec mentioned the presence of oyster scatter found at the site. Ray Bellows stated a Cultural Assessment Survey was required; or, an Application for a Waiver would be presented to the HAPB for their recommendations, which will be carried through to the Planning Commission and then on to the BCC. It was noted the subject property was depicted on the Master Plan as an environmental site, not a cultural site prior to the institution of the HAPB. He mentioned the least environmentally sensitive area could be used for parking. 2 October 18,2017 Elizabeth Perdichizzi asked to have the Pavilion Lakes PUD added to the Project List and to next month's Agenda. Elaine Reed inquired if the developer had requested any part of the project to be "grandfathered in". Ray Bellows responded the project was grandfathered in—until the developer came in with additional permitting, which they were now doing in order to add the adjacent property for parking purposes; thus, requiring the Cultural Assessment submittal. Elaine Reed requested a map of the Pavilion Lakes area be sent along with next month's Agenda. Fred Reischl will send it along with the submittal and the next Agenda.. 6. New Business A. Otter Mound Artifacts discovered post Hurricane Irma Alexandra Sulecki, Environmental Specialist for Conservation Collier, gave a brief presentation and displayed a large poster board depicting parts of Otter Mound Preserve on Marco Island,before and after Hurricane Irma had uprooted trees, revealing traces of oyster shells. She distributed a copy of the Otter Mound Preserve Interpretive Trail Project Summary. She stated the goal was to present the Executive Summary to the BCC at their October meeting. The focus was on the collection,protection, donation and curation of the artifacts found. She explained the 2.64 acre site was part of an archaeological complex called the Caxambas Site, circa 750-1200 AD. It is in the ownership of Conservation Collier. The photos of Otter Mound after Hurricane Irma had exposed potting shards embedded in the root-balls of uprooted trees. She noted several Royal Poinciana trees and 64 Gumbo Limbo trees were on the site. Elaine Reed asked about resources for funding to curate and manage what is gleaned from the site. Alexandra Sulecki responded both State and BCC approval, along with HAPB's recommendation would start the process. The LDC through the County and the State would oversee the salvage and recovery. The Marco Island Museum would house the artifacts and Austin Bell would be the curator for the Marco Island Historical Society. The Southwest Florida Archeological Society and the Collier County Museum Department will work with them to obtain accurate historical information for posted signs. Eugene Erjavec noted that some of the artifacts were collected and some were left when 2,000 year old artifacts were discovered back when the road and sewer construction was conducted. He stated that since some of the area had been disturbed, only museum quality artifacts should be displayed. 3 October 18,2017 Eugene Erjavec made a motion to move forward with the salvage and recovery of the Otter Mound artifacts, in collaboration with the State, the LDC and the Marco Island Historical Society. Second by Stuart Miller. Carried unanimously, 5-0. B. Approval of the recommendation of the re-appointment of Eileen Arsenault and Stuart Miller to the HAPB. Elaine Reed moved to recommend the approval of the re-appointment of Eileen Arsenault and Stuart Miller for an additional term on the HAPB. Second by Eugene Erjavec. Motion carried unanimously, 5-0. The issue of attendance at meetings will be placed on next month's Agenda. 7. Review of Project and Activity Log New item#8 - Otter Mound was added to the Project and Activity Log. 1. Rural Lands West SRA -Application is still under review by Staff 2. Interlocal Agreement with City of Marco—Several areas of discussion ensued. Turnover in staff in the City of Marco Island had put this issue on hold. Some suggestions were: • Eugene Erjavec to work with Craig Woodward to contact the latest Project Manager and archaeologist to attend a HAPB meeting • Use HAPB in dealing with sites on Marco Island until interlocal agreement is in place • Education and working with the Marco Island Historical Society • Defining what the interlocal agreement will consist of. and the benefit to the community • Role of the City of Marco to promote the concept • HAPB's role in encouraging the project to move forward 3. Old Marco Inn COA—Ray Bellows explained the process of the Hearing Examiner in the Inn remodeling project. 4. Pepper Ranch Historic Designation—Executive Summary will be presented to the BCC. 5. Indian Hill Site on Marco Island—A good example why an interlocal agreement is needed with Marco Island. Gene Erj avec noted the State's new examiner on the project has to review the reports and will decide if and where the home can be built on that site. Also, the State should have updated Probability Maps for this issue. 6. Update the Probability Maps—Ray Bellows stated there was no new information on this yet. He will follow up. Eugene Erjavec suggested putting it out for bid and break it up into various sections to space it out over time. 7. Horse Creek Estates Historic Marker and Designation—A marker has been placed on the site. However, no plans were anticipated for Historic Designation. 8. Public Comment Lisa Marciano, Manager of the Naples Depot Museum, spoke about their traveling and temporary exhibits, based on the HAPB's Historic Booklet; the history and 4 October 18,2017 locations of Collier County's Historic places. Talks will be given at the Depot on the rd Wednesday of the month at 2:00 pm, through January, 2018 to bring awareness of HAPB and its projects. Elizabeth Perdichizzi offered to be contacted for any resource information. 9. HAPB Comments Elaine Reed announced the 212 page document on the Naples Historical Society was now on their web-site. Elizabeth Perdichizzi announced a book signing of Austin Bell's book, "Images of Marco Island"would be held this evening from 6pm to 9pm at the Marco Island Museum. The next scheduled meeting will be held on Wednesday November 15, 2017 in Room #610 Collier County Growth Management Division, 2800 N. Horseshoe Drive. 10. Adjournment There being no further business for the good of the County,the meeting was adjourned on a motion by Elizabeth Perdichizzi; with a second by Eileen Arsenault. Motion carried, 5-0.
