EXECUTIVE SUMMARY
Recommendation to approve a $527,994 work order under Request for Quotation 14-6213-111 to
Douglas N. Higgins, Inc., under Project Number 70208, “PS 302.07 Gravity Sewer,” and authorize
the necessary budget amendment.
OBJECTIVE: To eliminate pump station 302.07 by installing a manhole and gravity sewer line within
the Valley Stream and Doral Subdivisions.
CONSIDERATIONS: The proposed scope of work under Project Number 70208, “PS 302.07 Gravity
Sewer,” is consistent with the Capital Improvement Program (CIP) contained in the 2017 Water,
Wastewater, Irrigation Quality Water, and Bulk Potable Water Master Plan/CIP Plan approved by the
Board of County Commissioners (Board) November 10, 2015, as Agenda Item 9C, Appendix III of the 2015
AUIR/CIE. Funding is available in, and is consistent with, the FY2018 CIP Budget.
The proposed canal crossing to eliminate Pump Station 302.07 is located within the Valley Stream and
Doral Subdivisions south and east of the intersection of Rattlesnake Hammock Road and U.S. 41
(Tamiami Trail East). It serves the area bound by Rattlesnake Hammock Road to the north, U.S. 41 to the
southwest and the Lely Canal to the southeast. The pump station service area is approximately 40 acres
in size. The project includes removing the old pump station adjacent to the residential units in the Valley
Stream Subdivision, replacing the gravity sewer upstream from the existing wet well, and installing a
gravity sewer main across the Lely Canal with a connection to a manh ole upstream from Pump Station
302.49. The condition of this asset is defined as “Red: Level 3 - Risked Compliance,” as reported to the
Board at the October 1, 2013 Asset Assessment and Management Workshop.
The age of the collection system in the Pump Station 302.07 service area varies. The collection system
constructed in conjunction with Pump Station 302.07 is the oldest, being constructed in the early 1970s.
Access to the pump station is by a 10 -foot wide stabilized access way from Rattlesnake Hammock Road.
At the pump station site, there is no stabilized access to the wet well or for vehicular turn around. The
pump station is situated approximately 15 feet from the back door and window of a unit of Buckeye
Condominiums, and 20 feet from the Lely Canal. The new piping configuration redirects flows by
gravity under the Lely Canal to Pump Station 302.49, which is equipped with an emergency generator,
providing reliability and reducing the risk of a wastewater overflow into the Lely Canal.
Request for Quotation 14-6213-111, “PS 302.07 Canal Crossing,” was distributed January 10, 2018 to all
vendors of the Fixed-Term Underground Utilities Contract 14-6213 via email. Of the six vendors
notified, three submitted quotations. The quotations received January 23, 2018 are summarized in the
table below.

The quote specifications informed the respondents there may be unforeseen conditions associated with the
project. The quote amount incorporates an allowance of $40,000 for owner-directed work related to
unforeseen conditions including, but not limited to, conflicts with existing facilities not reflected in record

drawings, and modifications or repairs resulting from unforeseen utility work associated with this project.
Compensation will be determined by the owner to be time and materials, lump sum, and/or unit price
depending upon the nature of the work. The price for any needed additional work will be negotiated prior
to commencement in accordance with the county’s Procurement Ordinance and the terms of the
agreement, and reviewed by the engineer of record for cost reasonableness.
County staff determined the lowest bid to be fair and reasonable and recommends awarding the project to
Douglas N. Higgins, Inc., the lowest responsive and qualified vendor. The b id received was 15.5 percent
more than the engineer’s cost opinion. In its recommendation letter dated January 24, 2018 (Attachment
4), the design professional, RWA, Inc., recommends awarding the project to Douglas N. Higgins, Inc.,
that has an adequate performance and warranty record on previous, similar, utility-related projects.
FISCAL IMPACT: The source of funding is Wastewater User Fees, Fund (414). A budget amendment
is required to transfer $361,940 from Project 70145, Fund (414) to cover the cons truction cost. The
project is expected to be completed in 2018. This is a pump station elimination project; therefore,
operating costs are expected to decrease.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority
vote for Board approval. -SRT
GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan
standards to ensure the adequacy and availability of viable public facilities, and to remain in compliance
with all regulatory programs.
RECOMMENDATION: That the Board of County Commissioners approves a $527,994 work order
under Request for Quotation 14-6213-111 to Douglas N. Higgins, Inc., authorizes the necessary budget
amendment to transfer funds in the amount of $361,940 from Project Number 70145 to Project Number
70208, and authorizes the Chair to sign the attached Work Order.

Recommendation for Award
Dear Ms. Trtan:
We have received and reviewed the Bid Tabulation for the referenced project. The information provided to us
included bids from three contractors that met the submittal deadline and were opened at the prescribed time and
place as listed in the advertisement for bid. The lowest responsive and responsible bid was provided by Douglas
N. Higgins, Inc. in the amount of $527,994.00, which includes a project allowance of $40,000. The total bid is
$70,772.75 or 15.5% higher than the engineer’s estimate of $457,221.25.
Douglas N. Higgins, Inc. has been working in the area for many years and has completed a multitude of projects in
southwest Florida and directly for Collier County. They have sufficient staff and equipment to successfully
complete large public utility projects similar in size and scale to this project.
Based on the information listed above, I am recommending award of the quote to Douglas N. Higgins, Inc. in the
bid amount of $523,994.00.
