EXECUTIVE SUMMARY
Recommendation to review and approve Phase I of the Griffin Road Area Stormwater
Management Improvement Project, to be submitted to the South Florida Water Management
District (SFWMD) Big Cypress Basin Local Partnership Grants Program f or FY2019.
OBJECTIVE: To seek financial assistance from the Big Cypress Basin to implement projects for
stormwater, water supply, alternative water supply and water conservation.
CONSIDERATIONS: The annual Big Cypress Basin (BCB) Local Partnership Grant submittal
process has been announced. The BCB Partnership Grant cycle provides funding for qualified capital
construction projects in fiscal year 2019 and will be available after October 1, 2018, to support County
and City flood protection or infrastructure improvements such as: stormwater, flood control,
ecosystem restoration and alternative water supply projects. The BCB requires that all grant
applications be approved by the local government prior to submittal. In addition to being approved by
the local government, the projects should be completed within a 24-month period (October 1, 2018
through September 30, 2020).
Stormwater staff within the Growth Management Department has coordinated with the Public Utilities
department, along with other departments, to identify projects in the approved Five -Year Work Plan
that meet the BCB Partnership Grant qualifications and are, or will be, considered ‘shovel -ready’ by
early 2019.
The following is a project description of Phase I of the Griffin Road Area Stormwater Management
Improvement Project, a potential project for consideration/submission to the South Florida Water
Management District (SFWMD) Big Cypress Basin Local Partnership Grants Program for FY2019:
1. Phase I of the Griffin Road Area Stormwater Management Improvement Project (Barefoot-
Williams Road Improvements).
Collier County has completed a conceptual planning and modeling project to address recurring
flooding problems in east Naples. The project location is south of US-41 and generally includes
properties on both the east and west sides of Barefoot-Williams Road. The area is mostly residential
with a mixture of mobile homes, recreational travel trailers, low density rural and developments with
single-family lots. The low density rural properties utilize wells and septic systems. The Griffin Road
Phase 1 project consists of increasing flows in the ditch along the east side of Barefoot -Williams Road
by upsizing of three driveway culverts, upsizing the cross-drain under Price Street, and upsizing the
inlet structure to a cross-drain where the ditch ends at the northeast corner of the Artesia development.
This will allow a bypass channel constructed by the Artesia development to flow at maximum design
capacity and reduce the frequency and extent of flooding in the area. The construction plans are
complete and the SFWMD permit has been obtained.
Cost: The estimated construction cost is $450,000; grant request: $225,000 (50%).
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal
issues at this time, and requires majority vote for approval. -JAK
FISCAL IMPACT: The total amount of funding applied for from Big Cypress Basin is $225,000 with
a local match commitment of $225,000. If funds from Big Cypress Basin are awarded, the local match
will be available within the Stormwater Capital Improvement Fund 325. The source of funds is

transfers from the General Fund (001) and Unincorporated Area General Fund (111).
GROWTH MANAGEMENT IMPACT: These projects meet the current Growth Management Plan
standards to ensure the adequacy and availability of viable public facilities.
RECOMMENDATION: To approve the Phase I Griffin Road Area Stormwater Management
Improvement Project for submission/application to the South Florida Water Management District
(SFWMD) Big Cypress Basin Local Partnership Grants Program for FY2019.
