LANDSCAPE & SAFETY COMMITTEE MEETING
FEBRUARY 15,2018
The Landscape & Safety Committee of the Pelican Bay Services Division met on Thursday,
February 15 at 1:00 p.m. at the Community Center at Pelican Bay, located at 8960 Hammock Oak
Drive,Naples, Florida 34108. The following members attended.

APPROVAL OF 01/18/18 MEETING MINUTES
Mr. Cravens motioned, Mr. Shepherd seconded to approve the 01/18/18 meeting
minutes as presented. The motion carried unanimously.
AUDIENCE COMMENTS
Mr. Dave Richter commented on the "terrible shape" of the plantings along US 41,
resulting from Hurricane Irma.
Mr. Ken Dawson commented on concerns voiced by residents at a recent Oak Lake
Sanctuary annual meeting,which included vehicles speeding on Gulf Park Drive,and vehicles not
stopping at crosswalks. In response, Dr. Chicurel will request that our extra seasonal Sheriff
patrols target Gulf Park Dr.
Mr. Streckenbein provided a report on his Feb. 9 five mile walk on P.B. walkways with
Mr. Tim Durham, Executive Director, County Manager's Office. Highlights included, (1) Mr.
Durham appeared to be very concerned over the poor condition of our walkways, and (2) Mr.
Durham will put together a report on his observations of PB walkways which will be submitted to
Mr. Nick Casalanguida, Deputy County Manager, and Mr. Travis Gossard, Director of the
County's Road Maintenance Dept. Mr. Streckenbein emphasized that he will pursue every avenue
to get our walkways "corrected."
ADMINISTRATOR'S UPDATE
In response to recently voiced concerns by the L&S Committee, Mr. Dorrill reported that
there will be no new wart ferns planted by the PBSD. After committee discussion of alternative
groundcover plants such as artillery fern and liriope,the committee and staff agreed to experiment
with liriope as a ground cover.
Mr. Dorrill provided photos of different color options of dwarf pentas and possible
additions of coleus for the summer planting season, for review by the committee. By committee
consensus, it was agreed that 2 colors of the"Graffiti Series"pentas would be planted, and would
include "lipstick" and either pink or lavender. No coleus would be planted.
Mr. Dorrill provided an update on our hurricane cleanup including:
• Staff has submitted a purchase requisition(awaiting County Procurement approval)for the
grinding of our remaining horticultural debris into mulch, which will be utilized in the PB
community.
• During the past week, a FEMA assessment team has been on site, documenting hurricane
damage of street lights, signs, and waterway debris.
• Our engineer,ABB,has completed a survey of the post-storm condition of the US 41 berm,
identifying gaps, and quantifying and identifying replacement landscape materials. It will
include measurements of lost fencing and wall structures. However,the PBSD will not re-
establish these structures as we have no maintenance responsibility of these. Landscape
replacement costs are not FEMA reimbursable.
• Sign and streetlight repair and replacement costs, not reimbursed by FEMA, should be
reimbursable by our County property insurance.
• The total PBSD hurricane repair and replacement costs cannot be quantified at this time.
• The PBSD does have the authority to levy a special assessment.

Dr. Chicurel commented on his takeaways of resident concerns voiced at the Feb. 7 PBSD
Board meeting:
• Residents questioned the accuracy of the estimated annual cost to maintain PB walkways,
as presented by the PBSD.
• Residents urged the PBSD to strongly pursue the County to do its job to maintain and repair
our PB walkways,and then if this process fails,the PBSD should strongly pursue obtaining
County funds to help pay for the PBSD to take over this responsibility.
• Residents expressed concerns over our unclear endgame.
Dr. Chicurel commented on a recent discussion with Mr. Dorrill on an alternative "triage"
approach to taking over walkway maintenance which would include:
• Determine the linear feet of walkways exhibiting serious safety concerns, such as severe
drop-offs, major holes, and chronic slick spots, and extrapolate out a cost for "phase 1"
repairs.
• Determine the linear feet of walkways exhibiting features such as cracks, unsightly edges,
and surface irregularities, and extrapolate out a cost for"phase 2"repairs.
• Completion of the two phases could be scheduled over 3 to 5 years.
Mr. Cravens commented on the lack of a clear understanding of the cost to repair our
walkways. He pointed out that the estimated annual maintenance cost, as provided in the"Pelican
Bay Walkways"presentation(at the Feb. 7 board meeting), is based on an extrapolation(to the PB
community) of the inadequate dollars spent by the County on walkway repairs throughout the
entire county. Mr. Cravens expressed his preference for no ordinance amendment at this time, and
instead, suggested that the PBSD propose a specific PBSD repair project to the County, which
would serve as a test to allow us to gain a better understanding of the true costs. Mr. Dorrill
questioned whether the PBSD would have the current authority to spend PBSD funds on such a
project.
Mr. Shepherd suggested developing a 3 —5 year plan for replacement of our walkways, as
they are 36-38 years old and near the end of their full lifespan. He also expressed support for
strongly pursing the County to complete repairs on those areas requiring immediate attention (for
safety reasons).
Mr. Streckenbein commented that his meeting with Mr. Tim Durham may result in a PB
resurfacing project,which could"buy us some time"to reserve funds for a future communitywide
replacement project.
Dr. Chicurel provided photos of walkways in disrepair for review by the committee and
audience members.
SHARROWS UPDATE
By consensus of the committee and staff, it was agreed that (1) the sharrow contractor
would complete one "experimental sharrow" consisting of a black rectangle painted over an
existing sharrow,with a new painted sharrow applied onto the black rectangle, and(2)Mr. Dorrill
would explore the process of"grinding" or "sandblasting" an existing sharrow, before the black
rectangle was painted.

Dr. Chicurel commented on his dissatisfaction with various PB landscaped areas by
providing photos of areas including (1) large areas of pine straw in high visibility areas, (2) pine
straw on top of Asiatic jasmine in a median bed, (3) unattractively landscaped medians, and (4)
pine straw on sloped areas, resulting in pine straw falling into the roadways.
COMMITTEE MEMBER COMMENTS
Mr. Cravens requested that Mr. Dorrill explore whether the maintenance of the butterfly
garden, at the PBF Commons, could be taken over by the PBSD, as PBSD Supervisor Pedro
Pineiro has butterfly garden expertise.
