EXECUTIVE SUMMARY
Recommendation to approve a substantial amendment to the FY2012 -2013 Action Plan to include
three new projects to be funded from the Emergency Solutions Grant that support homeless
programs in Collier County and modify funding allocated to the ESG Planning and Administration
category as allowed by HUD.
OBJECTIVE: Amend the FY2012 -2013 Collier County U.S. Housing and Urban Development (HUD)
Action Plan to include specific projects that support homeless programs within the County.
CONSIDERATIONS: During the past year, HUD has amended the Emergency Solutions Grant (ESG)
program authorized by subtitle B of the Title IV of the McKinney -Vento Homeless Assistance Act.
Funding allocated under this grant is for the rehabilitation and/or conversion of buildings for use as
emergency shelters for the homeless; payment of certain expenses related to operating emergency
shelters; essential services related to emergency shelters and street outreach for the homeless; and for
homelessness prevention and rapid re- housing assistance. The new regulations became effective August
30, 2012.
The County receives funds from HUD through three federal programs: Community Development Block
Grant (CDBG), HOME Investment Partnership (HOME) and Emergency Solutions Grant (ESG). The
County is required to adopt and submit a One Year Action Plan each year. The Plan incorporates various
projects that will utilize HUD funds by funding source.
In the current Action Plan (FY2012 -2013) approved by the Board of County Commissioners on July 24,
2012 (Item I LE), staff had to wait until HUD released all necessary guidelines for the new ESG
regulations to advertise for subrecipients and identify ESG projects.
Housing, Human and Veteran Services (HHVS) published a notice in the Naples Daily News on
December 21, 2012 to announce a substantial amendment to identify ESG - funded projects. Staff
recommends the following projects and funding amounts:
• The Shelter for Abused Women and Children - $46,800 — homeless shelter operations
• St. Matthews House - $46,800 homeless shelter operations
• Catholic Charities - $62,490 — rapid re- housing and prevention
Funding for HHVS Program Administration is being modified to reflect 7.5% of the grant as allowed by
HUD regulations - $12,655. ESG requires a 100% cash match ($12,655) be provided to the portion of
administrative expenditures. This requirement will be met through either pass through of match to the
subrecipients or tracking of HHVS administrative time or a combination thereof to limit any impact to the
General Fund.
This substantial amendment will provide specific project information and award amounts. HHVS did not
receive any public comments during the comment period. The subrecipient agreements will come before
the Board at a later date.
FISCAL IMPACT: This action has no effect on ad valorem or general fund dollars. Funds are available
with the Housing Grant Fund (705) for FY12 /13 ESG Project (33238).
LEGAL CONSIDERATIONS: This item is legally sufficient and requires a majority vote. - JBW
GROWTH MANAGEMENT IMPACT: There is no Growth Management Plan impact by this action.
