EXECUTIVE SUMMARY
Recommendation to approve the submittal of a revised Congestion Management System/Intelligent
Transportation Stakeholders (CMS/ITS) grant application, for the design and construction of up to 12
additional bus shelters within Collier County, in the amount of $336,872.
OBJECTIVE: To obtain grant funds for the construction of up to 12 additional bus shelters for Collier
Area Transit in the revised amount of $336,872.
CONSIDERATION: On October 9, 2012 the Board approved Agenda Item 16D11 authorizing
submittal of a Congestion Management System/Intelligent Transportation Stakeholders (CMS/ITS)
grant application in the amount of $276,000 for the design and construction of bus shelters.
Subsequently staff learned that an additional grant amount of $60,872 was available making a total of
$336,872 available for the design and construction of bus shelters within Collier County.
The grant requires transit projects to provide a 20% match. Collier County had requested and received
Florida Department of Transportation (FDOT) authorization to use toll revenue credits in the amount of
$69,000 as a soft match for the grant. After learning about the additional funds the County requested the
revised soft match amount of $84,218. On December 19, 2012 FDOT authorized toll revenue credit in
the revised amount.
After approval of the revised grant application by the Grantor the grant award will be brought back to
the Board of County Commissioners for approval.
FISCAL IMPACT: Collier County has received approval from the Florida Department of
Transportation for the use of toll revenue credits in the amount of $84,218 as soft match for $336,872
in grant funds. The soft match eliminates the need for any direct county grant match. Subsequent to
award a budget amendment recognizing the grant revenue and creating a project budget will be required.
Routine shelter maintenance is included in the transit vendor contract. Shelter repainting and renovation
is required every six to seven years at a unit cost of approximately $4,600.
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County Attorney's
Office, is legally sufficient for Board action and only requires a majority vote for approval —SRT.
GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated with this
Executive Summary.
RECOMMENDATION: That the Board authorize submission of a revised grant application for the
Congestion Management System/Intelligent Transportation Stakeholders (CMS/ITS) grant in the
amount of $336,872.

This is in response to the memorandum dated December 11, 2012, requesting the Department's
authority to grant a request by Collier Area Transit to use state toll revenue credits in the amount of
$84,218 as soft match for Collier Area Transit's pending capital portion of their FTA application. In
accordance with Title 23 United States Code Section 1200) and the State of Florida's. adopted policy
regarding the use of toll revenue credits for public transit capital projects, we concur with your
determination of eligibility and hereby authorize Collier Area Transit to use $84,218 in State of
Florida toll revenue credits as soft match for these FTA projects.
Use of the toll revenue credits as soft match will effectively allow for FTA funding of capital projects
at a 100% federal share. When providing a copy of this authorization to Collier Area Transit please
ask them to reference the use of these credits in their project budget sheets of their FTA application,
and send a copy of this authorization letter to their FTA Project Manager. Also include the item
number reference where these oroieets are included in the STIP. FDOT will work with the Federal
Highway Administration to ensure that the use of the toll revenue credits is properly accounted and
recorded.
