EXECUTIVE SUMMARY
Recommendation to not paint new and future galvanized steel mast arm and steel strain
pole traffic signal assemblies east of County Road 951 (Collier Boulevard) and to continue
to perform maintenance painting of all existing painted steel mast arm and steel strain pole
traffic signal assemblies in Collier County.
OBJECTIVE: The Transportation Engineering, Traffic Operations Department proposes not to
paint any new or future steel mast arms or steel strain pole assemblies east of Collier Boulevard.
This is an effort to reduce current installation costs and reduce future maintenance costs.
CONSIDERATIONS: The recently completed mast arm assembly signals on the Oil Well Road
Project (Corkscrew Elementary School/Corkscrew Middle School, Palmetto Ridge High School,
Orange Tree Road at Immokalee Road and .Oil Well Road at Everglades Boulevard) will cost
approximately $34,500 to paint all four locations once the project is turned over to Traffic
Operations for maintenance. If these mast arm assemblies are painted, they are expected to last
approximately 7 -10 years without repainting. At that time and at today's costs, it is estimated
that each signalized intersection will cost approximately $25,000 per intersection to repaint. The
additional cost in repainting existing painted mast arms lies in the extra preparation work
required prior to repainting which includes paint removal, pressure washing and solvent wipe
down. The existing galvanizing coating on these mast arm assemblies should last well over 20
years with little or no maintenance if they are not painted. Once painted, they must be repainted
on this schedule of 7 -10 years to avoid fading, cracking, rusting and peeling of the painted
assembly.
For Fiscal Year (FY) 2012, $250,000 was budgeted for steel mast arm and steel strain pole
repainting. Due to the current economic conditions, this amount has been reduced to $125,000
for FY 2013. It is our recommendation that all new steel mast arm and steel strain pole
assemblies installed east of Collier Boulevard remain as galvanized steel mast arms or
galvanized steel strain pole assemblies. Although this will not reduce our current expenditures
on the repainting of existing steel mast arm and steel strain pole assemblies, it will reduce future
expenditures for repainting these structures on the Oil Well Road Project as well as future ones
that are constructed east of Collier Boulevard.
FISCAL IMPACT: The amount of $34,500 will be saved in Fiscal Year 13 by not painting the
four locations on the Oil Well Road Project. In addition, estimated future savings in the amount
of $100,000 would be realized in 7 to 10 years by eliminating the necessity to repaint them at
that time.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated
with this Executive Summary.
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County
Attorney's Office, is legally sufficient for Board of County Commissioners (Board) action and
only requires a majority vote for approval —SRT.

RECOMMENDATION: That the Board approve and authorize the Chairwoman to rescind the
current standard for painting new and future galvanized steel mast arm and steel strain pole
assemblies east of Collier Boulevard and to continue to perform maintenance painting of all
existing painted steel mast arm and steel strain pole traffic signal assemblies in Collier County.
