EXECUTIVE SUMMARY
Recommendation that the Community Redevelopment Agency (CRA) appoint Bradley
Muckel as Interim Director for the Immokalee CRA and the Immokalee Lighting and
Beautification Municipal Services Taxing Unit.
OBJECTIVE: For the CRA Board to appoint Bradley Muckel as Interim CRA/MSTU Director.
CONSIDERATION: Pursuant to the resignation of the Immokalee Community Redevelopment
Agency Executive Director, Penny Phillippi, effective February 8, 2013, the Immokalee CRA
Advisory Committee held a publicly advertised meeting on February 6, 2013 and unanimously
approved a recommendation by Mr. Jeffrey Randall that Bradley Muckel be appointed Interim
CRA/MSTU Director.
Mr. Muckel is willing to accept this interim position and assume the former Executive Director's
duties in order to maintain the operations of the Immokalee, and the Immokalee Lighting and
Beautification MSTU. The Interim CRA/MSTU Director duties are outlined in Exhibit A.
FISCAL IMPACT: Mr. Muckel has requested 10%additional compensation associated with the
interim appointment.
GROWTH MANAGEMENT IMPACT: None.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is legally
sufficient, and requires majority support for approval. With no employment contract in place,
this is not a defined position. Accordingly, if the Board approves this interim appointment, the
County Attorney recommends that it do so as an at-will employee, equivalent to a Department
Director's position with the County Manager's agency. -JAK

CLASSIFICATION TITLE: DIRECTOR-CRA/MSTU(TEMPORARY
FUNCTIONS)
PURPOSE OF CLASSIFICATION
The purpose of this classification is to manage,implement,and oversee functions and programs within the Immokalee Community
Redevelopment Agency (CRA), and the Immokalee Lighting and Beautification Municipal Service Taxing Unit (MSTU).
Employees in this classification provide daily supervisory oversight and technical support to assigned CRA/MSTU staff.
Employees in this classification ensures that the respective division's(CRA or MSTU)policies and procedures and best planning
practices are followed; and provides administrative and management support to the CRA Board of Directors, CRA Advisory
Board, and Immokalee Lighting and Beautification Advisory Committee, and other community planning initiatives or
organizations as needed.
ESSENTIAL FUNCTIONS
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them
from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be
required and assigned.
Manages, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling,
disciplining, developing goals and objective, monitoring progress and completing employee performance appraisals; interviews
and selects new employees;coordinates staff training activities.
Oversees daily work activities; organizes, prioritizes, and assigns work; monitors status of work in progress and reviews
completed work;confers with assigned staff,assists with complex/problem situations,and provides technical expertise.
Prepares a variety of general documents and materials in support of assigned duties and department operations, including Agiwfo
correspondence, executive summaries, resolutions, and memorandum and gives public presentations to the Board of County
Commissioners, Collier County Planning Commission, CRA Board and other groups on all program activities of the
CRA/MSTUs.
Provides staff support to the Collier County CRA Board, CRA Local Advisory Board, and MSTU Advisory Committee by
overseeing the preparation of meeting agendas,the scheduling of meetings, the preparation and distribution of staff reports, the
maintenance of scheduled meetings, the advertising of the meetings, etc. Attends and acts in a lead role in representing the
positions of the staff
Review and analyze the effectiveness of the current Overlays and Land Development Codes (LDC) regulations and make
revisions as deemed necessary and provides support to the public regarding verbal clarification and/or interpretations and
research; conducts and develops research relevant to planning through the use of the Internet, libraries, professional
organizations,experts, surveys,field interviews,committees,public meetings,etc.;researches and reviews innovative planning
initiatives toward the development and potential implementation for Collier County.
Updates, reviews or prepares CRA/MSTU initiated Land Development Code ordinances and amendments; provides technical
planning review and processing of Growth Management Plan amendments pertinent to the Immokalee Redevelopment Area.
Assist and facilitate public generated rezoning applications and amendments through the public hearing process for approval
and adoption by appointed and elected boards.
Conduct research property, negotiate acquisition, prepare all legal documents, order & review title commitments, closings,
appraisals and disperse funds and manage CRA properties and lease rents.
Prepare Request for Proposals (RFP) to issue solicitations that are clear, concise, and openly competitive through the Collier
County Purchasing Department.

Reviews, interprets, and applies information from all applicable sources, including engineering plans, zoning maps, tax maps,
property appraisals, aerial maps and photography, title searches, etc. Gathers, interprets and refers to information for use in
assigned property conveyance and acquisition activities.
Prepare, schedule and conduct presentations to government officials, land developers,attorneys,special interest groups and the
general public.
Preparation of a variety of technical reports and initiate responses to issues/question from, or at the direction of,the CRA/MSTU
or Board of County Commissioners,the CRA/MSTU.
Manage preparation of the Annual Report; reviews and assures quality control of staff reports and responses to administrative
actions relative to the CRA/MSTUs.
Manages and/or initiates responses to issues/questions from, or at the direction of, the CRA/MSTU or Board of County
Commissioners.
Liaison with officials and representatives of state and county, environmental, development, and citizens' organizations to ensure
that respective CRA/MSTU efforts are not in conflict.
Supervises the program activities of staff with implementing and supporting the CRA/MSTU; meets and negotiates with
landowners and citizens relative to CRA/MSTU activities; communicates with developers,property owners,and other customers
to respond to questions or concerns; directs and supervises staff and consultants in the process of developing and implementing
CRA/MSTU Plans.
Reviews and/or prepares required reports and documents for the establishment, tracking and administration of the CRA and
MSTUs as may be establish under Florida Statutes.
Advises, directs and provides technical assistance to CRA staff in the preparation of long-term planning; provides direction,
advice and mentoring to assigned staff specific to the maintenance of the CRA/MSTU Capital Improvement Programs,
preparation of the CRA/MSTU's Annual Report,and preparation of the CRA's and MSTUs annual budget.
ADDITIONAL FUNCTIONS
• Performs general clerical work, including copying, preparing vouchers and purchase orders, and coordinating the delivery of
joint work products from other departments.
• Performs other related duties as required.
• In the event of a declared state of emergency, employees in this classification may be called to work during days or hours
other than those for which they are regularly scheduled.
MINIMUM QUALIFICATIONS
Bachelor's degree in Planning, or closely related field; five years of experience in land use/transportation planning, zoning
administration, land use analyses, organizational and supervisory management, and fiscal management; or any equivalent
combination of education,training,and experience which provides the requisite knowledge,skills,and abilities for this job. AICP
certification may serve to demonstrate the professional planning experience. Must possess and maintain a valid Florida driver's
license. Fingerprinting required.
