Mr. Blackwell requested that the Board of County Commissioners,: . :',~~ ~ not vote for this Ordinance. He stated that if they feel they mus~~'" license the operators, they should merely reference the State Regulations. In answer to Commissioner Saunders, Mr. Archibald stated'that experience has shown there seems to be a large gap between what is passed as a law in Tallahassee and what actually occurs in Collier County. He said that he wishes all blasting activities were taking place east of Immokales, however, in reðl¡ty it is being done urban areas. He stated there are good anû bad regulations in Tallahassee, however, Collier County never sees those laws to make ce~tain there is qualitative control. Collier County has had a Blasting Ordinance in effect for many years and Staff is merely trying to update and expand that Ordinance. In regard to the surety bond, Mr. Archibald stated that Collier'Co'1nty has many homeowners whose homes have been damaged by ,blasting. He advised that these homeowners cannot collect any damages from the surety bond posted in Tallahassee.
