EXECUTIVE SUMMARY
Recommendation to recognize Kelly Arnold, Accountant,Public Utilities Division as the Supervisor
of the Year 2012.
OBJECTIVE: To recognize the efforts and accomplishments of a supervisor who has made
significant contributions to the organization and to our community.
CONSIDERATIONS: Kelly Arnold has been selected as the "Supervisor of the Year" for 2012.
Kelly was selected by committee from a pool of candidates nominated throughout the year. All
employees who supervise two or more employees and receive an overall annual performance
evaluation rating of exceed expectations or higher are eligible to be nominated for this annual
award.
Kelly has been an employee of the County since March 2010. As the Fiscal Group Supervisor
she is an integral part of the Clerk of Courts/BCC Process improvement Team where she has
taken an active role in the implementation for the Accounts Payable Process Improvement
Solution for electronic workflow and approval of invoices. She went above and beyond to
facilitate training to ensure the division was ready when the system went live in August 2012.
Kelly and her team were instrumental in creating the business process documentation that
explains how to use the system and that was used to train all departments and users. Kelly's
team processed over 14,000 invoices in fiscal year 2012, in addition to working with vendors
and client departments to resolve invoice issues. She and her team provide quality control,
keeping the rejection rate from the Clerks Finance Office well below the internal target
threshold. Kelly is also credited with saving the division thousands of dollars each year by taking
advantage of early payment discounts and identifying services that may no longer be needed.
Kelly is an asset to the Public Utilities Division. She leads her team with determination,
compassion and humor while encouraging each team member to reach their maximum
potential. She sets the example, focusing on getting results for both internal and external
customers in a courteous, respectful and timely manner. The end result is high productivity and
accuracy in the team product. Kelly is truly deserving of the title "Supervisor of the Year."
FISCAL IMPACT: The selected "Supervisor of the Year" receives a $250.00 cash award.
Funds for this are available in the Human Resources Budget for this program.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with
this Executive Summary.
RECOMMENDATION: That the Board of County Commissioners approves the recognition of
Kelly Arnold as Supervisor of the Year for 2012.
