Recommendation to adopt an ordinance which would establish limitations,in addition to those set forth in Chapter 538,Part I,Florida Statutes,on the sale and/or purchase of secondhand goods (secondhand dealers). (County Attorney's request) Note: Item 161(3: Page two of the Executive Summary should read "The Board's offer was to settle for back pay from the date of termination(October 9 23,2012)to January 9,2013 plus 6 weeks of severance(similar to the settlement with David Jackson)for a total of 17 weeks,plus signing the required Confidentiality Agreement. Mr.Mitchell's counsel has advised the County Attorney that Mr.Mitchell does not desire to return to his position as Executive Manager to the Board of County Commissioners, believes he is entitled to his full 6 month severance package,but is willing to accept back pay from the date of termination (October 9 23,2012)to January 23,2013 plus 6 weeks of severance for a total of 19 weeks. EXECUTIVE SUMMARY Recommendation to establish a Transit Advisory Committee OBJECTIVE: To engage transit users, businesses and agencies in an Advisory Committee in order to address Transit efficiencies and future funding alternatives to meet Community and service needs. CONSIDERATIONS: At a recent meeting of the Metropolitan Planning Organization (MPO) Board, during which the Transit System was discussed, staff was asked to bring a proposal for the establishment of an Advisory Committee to the Board of County Commissioners for consideration. This Advisory Committee, if established, would work with staff to identify ways to improve the system and serve as advocates for its effectiveness. Staff concurs with the MPO Board recommendation for the establishment of a Transit Advisory Committee to be made up of transit users as well as local businesses and agencies whose clientele use the system. Recommended community members to serve on the Advisory Committee include representatives of large employers, health care, social services, higher education, and transportation and planning professionals. FISCAL IMPACT: This item has no fiscal impact. LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County Attorney's Office, is legally sufficient for Board action and only requires a majority vote for approval—SRT. GROWTH MANAGEMENT IMPACT: Consistent with Objective 10 and 12 of the Transportation Element of the Growth Management Plan. RECOMMENDATION: To authorize staff to prepare an ordinance for subsequent County Commission review and approval establishing a Transit Advisory Committee.
