1/22/2013 Item 16.D.1 . EXECUTIVE SUMMARY Recommendation to approve an amendment to a Subrecipient agreement between Collier County and David Lawrence Center (DLC) to operate the Collier County Drug Court Program and authorize staff to request a Grant Adjustment Notice (GAN) to initiate a budget amendment to the Drug Court Grant #2010-DC-BX-0016 to pay Collier County for administrative costs. There is a fiscal impact in the amount of$6,240. OBJECTIVE: Allow for a budget amendment to the Adult Drug Court Grant Program to move funds from DLC to Collier County to pay administration costs for the extended grant, and amend the associated sub recipient agreement. CONSIDERATIONS: On May 9, 2006, agenda item 10A, the Board approved the 10-Year Strategic Plan (Fiscal Years 2007-2016) which includes a Community Health and Human Services strategic goal: "To improve the quality of life and promote personal wellness, self reliance and independence". Part of Collier County's tactical achievement toward this strategic goal is the receipt and management of the Adult Drug Court Discretionary Grant from the DOJ. The Agreement with DOJ was approved on October 12, 2010, agenda item 16D3. The purpose of the Adult.Drug Court Discretionary Grant Program is to fund court supervised programs that provide treatment services for substance abuse programs. On July 24, 2012, agenda item number 16D11,the Board approved an extension of the Drug Court Grant Program from the original grant period end date of September 2012 to September 2013. This item proposes an amendment to the DLC Subrecipient Agreement that reduces six thousand two hundred forty dollars ($6,240.00) in funding to DLC. This $6,240.00 is proposed to be used by Collier County to fund administrative activities to the end of the new grant period end date (9/30/13). The proposed amendment to the DLC Subrecipient Agreement will not adversely affect the level of services being provided by DLC and reflects a more realistic contract schedule. This amendment also allows staff to administratively modify the Budget Detail Worksheet and Narrative using the Department of Justice program office approval process. Staff may only administratively request budget shifts of not more than 10% of activity cost categories as defined by the Department of Justice. This item, if approved, will also authorize Housing, Human and Veteran Services staff to electronically request a budget amendment to the Drug Court Grant Program by submitting a GAN. The Amendment to the Subrecipient Agreement will only be routed for signatures if the GAN is approved. FISCAL IMPACT: There is no change to the Federal Grant amount. Funds will be moved within the grant to increase funds for oversight and administration by HHVS by $6,240.00, and decrease contractual funds for DLC by $6,240.00. If approved, an administrative Budget Amendment will be processed. Funds are located in Human Services Grant Fund 707, Project 33131. LEGAL CONSIDERATIONS: This item is legally sufficient and requires a majority vote for Board action. -JBW GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this item. RECOMMENDATION: To authorize staff to request a budget amendment from the Department of Justice for the Drug Court Grant, and to approve and authorize the Chairman to sign an amendment to a Subrecipient agreement.
