1/22/2013 Item 14.B.1. EXECUTIVE SUMMARY Recommendation for the Collier County Community Redevelopment Agency (CRA) to accept an offer of purchase for five (5) CRA owned mobile home lots; authorize the CRA Interim Director to work with the County Attorney's Office and Real Estate Services Department to prepare all necessary documents to facilitate the purchase,subject to the CRA's final review. OBJECTIVE: To obtain approval for the Collier County Community Redevelopment Agency (CRA)to accept an offer of purchase for five (5) CRA owned mobile home lots for the construction of new single family homes within the Bayshore/Gateway Triangle Redevelopment Area. CONSIDERATIONS: On May 22, 2012, the CRA Board authorized CRA staff to advertise 23 CRA owned vacant residential lots for sale to the public and bring back any offers for CRA Board review, approval or rejection (Item 14B5 -Executive Summary attached as Exhibit A). On November 5, 2012, a legal notice was posted in the Naples Daily News in accordance with Florida Statute 163.380 to solicit sealed bid proposals for the purchase of any or all of(5) five vacant lots located on Van Buren Avenue. The notice was also posted on the CRA's website, through the Purchasing Department and mass e-mail notification. As cited in the Bayshore Gateway Triangle Master Plan, there is a provision for the creation of CRA programs to remove substandard or blighted homes or acquire vacant lots and facilitate the construction of new housing that meets Collier County codes. Working with the Local CRA Advisory Board, CRA staff identified stressed locations with high crime rates or multiple Code Enforcement problems and blighted neighborhoods where substandard or aged housing existed. The substandard mobile homes were purchased and demolished to facilitate new construction and eliminate the crime element. Replacing mobile homes with new construction assists in the implementation of the Bayshore Gateway Triangle CRA Master Plan's Neighborhood Initiative, increases the residents' quality of life and constructs a higher quality home within the Coastal High Hazard Area(CHHA). As a result of the redevelopment efforts a private investor purchased a mobile home lot on Van Buren Avenue and constructed a quality CBS house (See Exhibit B). The house is currently listed on the market for $270,000. The CRA staff determined this would be an opportune time to solicit proposals to sell the CRA owned lots on Van Buren Avenue. The lots on Van Buren are located across from C-5 zoning to the north and back up to mobile home zoning to the south. A fee appraisal was conducted on the lots and valued them at$12,000 per lot(see Exhibit C). Based upon the fee appraisal a minimum bid requirement was established at$12,000(see Exhibit D). The CRA received three sealed bids (see Exhibit E). The highest and best bid was determined to be from NINA Financing Corporation in the amount of$13,500 per lot for a total of$67,500. The funds are required to be in cash and the properties are being sold as is. The conveyance will include deed restrictions limiting the type of uses to residential construction (mobile homes are not permitted). Additional terms and conditions shall also apply to ensure commencement of construction transpires within 24 months, conformance to the design standards of the Overlays and further stipulations if the Purchaser does not meet the terms of the Agreement. Packet Page-564- 1/22/2013 Item 14.B.1. Currently the (5) five lots contribute no taxable value to CRA Tax Increment Financing (TIF) revenues. The construction of five (5) new homes at $200,000 per home would realize a total taxable value of $1,000,000. t Additionally, the construction of new houses on this street would immensely improve the character of the neighborhood and benefit the community through the creation of jobs.The total purchase price was$450,000. All agreements will be prepared and reviewed by the County's Real Estate Services Department and County Attorney's Office and will be brought back to the CRA for final approval prior to closing. FISCAL IMPACT: Staff time and associated fees are available in Fund 187. Revenues from the sale of the property will be utilized to service a portion of the Bayshore/Gateway Triangle CRA debt. LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County Attorney's Office, is legally sufficient for Board action and only requires a majority vote for approval—SRT. GROWTH MANAGEMENT IMPACT: There are no impacts to the County's long range efforts. RECOMMENDATION: Staff is recommending the Community Redevelopment Agency: 1. Accept the offer of purchase for five(5)CRA owned lots as set forth above; and 2. Authorize CRA Interim Director to work with the County Attorney's Office and Real Estate Services Department to prepare all necessary documents to facilitate the purchase, subject to final approval by the CRA prior to closing. OBJECTIVE:To receive authority to advertise to the public for offers to purchase one or more of the twenty-three (23) CRA owned residential lots to build single-family homes and bring back any offers for CRA. Board review, approval or rejection. CONSIDERATIONS: On March 27, 2012, CRA staff requested CRA Board permission to advertise 23 CRA owned vacant residential lots for sale to the public (Item 14B4- Executive Summary attached as Exhibit A). The Board continued the item"to allow staff to work with the County Attorney to clarify the RFP process." CRA staff developed and the County Attorney's office reviewed the"CRA Land Disposition Plan June 2012—May 2013" (Exhibit B) in which to systematically process in 12 months all available CRA owned land for sale and transfer to a private person or private entity,as approved by the CRA Board. CRA staff continues to receive interest from private individuals inquiring about purchasing lots for future construction of single-family home sites. Also a private investor is planning to build a spec home on Van Buren Avenue where the CRA owns 5 vacant lots. Currently the 23 lots owned by the CRA attribute no taxable value to CRA Tax Increment Financing(1W)revenues. If 23 lots were owned by private individuals and houses were built on them at a market value of$184,150, a total taxable value of$4,235,450 would be generated. An additional benefit to the community is that the houses would immensely improve the character of the neighborhood. If approved, this request will permit the CRA to advertise lots available for private persons or entities to make offers to purchase lots and build single-family homes. Any and all potential offers, agreements and conveyances will be subject to CRA Board review and approval. In summary, the CRA staff will bring any offers deemed to meet the terms of the proposal for review and approval by the CRA Board and the Board will have the right to accept or reject any and all bids. The Request for Offers will follow the standard format provided by the County's Real Estate Services Department and pursuant to F.S. 163.380.The best offers that meet the terms of the proposal will be brought to the CRA Board for review, approval or rejection. FISCAL IMPACT: The cost to advertise the Request for Bids and associated fees are available in Fund 187.
