EXECUTIVE SUMMARY
Recommendation to waive all permit, building inspection, and site development fees
associated with the City of Everglade's needed additions to its water treatment facility, and
to reimburse the associated enterprise funds.
OBJECTIVE: To assist the City of Everglades City in making necessary upgrades to its water
treatment facility,which project benefits residents of unincorporated Collier County.
CONSIDERATIONS:
The City of Everglades City obtained and entered into an agreement with the Department of
Environmental Protection (DEP) under the State's Revolving Fund for project financing, and obtained
grants from the South Florida Water Management District's Big Cypress Basin to bring their water
treatment facility into compliance with State and District permitting requirements. As part of this, DEP
waived all permit fees pertaining to the water treatment facility upgrades.
Residents of portions of unincorporated Collier County are supplied municipal water by the City
of Everglades City in the adjacent towns of Carnestown, Plantation Island, and Chokoloskee at a very
affordable rate. If Collier County had to supply these county residents adjacent to Everglades City with
municipal water, it would be extremely costly and an added burden to the Utilities Department of Collier
County.
In an effort to assist the City of Everglades City in providing these services to both its residents
and residents of portions of unincorporated Collier County, I am asking that the Board put aside all
permit and site development fees associated with this project. Since funds collected for these services are
enterprise based,I am asking that the Board to allocate funds and approve any related budget amendments
to reimburse these enterprise funds for the actual costs incurred (as set forth in the Board's approved Fee
Schedule)in this project.
FISCAL IMPACT: The Fiscal Impact was approximated by Staff as follows:

GROWTH MANAGEMENT IMPACT: None.

LEGAL CONSIDERATIONS: This approach is similar in concept to that taken in the Collier
County Fee Payment Assistance Program (Ord. 03-61) wherein the County in essence waived
certain impact fees to attract business, then reimbursed the impact fee trust fund through a
separate budget allocation. Here, the Board is being asked to waive the permitting and site
review fees for the City of Everglade's needed additions to its water treatment facility, with these
enterprise funds then being reimbursed through a separate budget allocation. This matter has been
reviewed by the County Attorney, is legally sufficient, and requires majority support for action.

RECOMMENDATION: That the Board holds all Collier County permit, building inspection,
and site development fees associated with the City of Everglade's needed additions to its water
treatment facility in abeyance, allocate funds to reimburse the associated enterprise funds for
services performed, and approve any related budget amendments that may be required to
facilitate this request.
