EXECUTIVE SUMMARY
Recommendation to increase the annual expenditures for countywide Bid No. 10-5507 for
the purpose of "Storm Drain Cleaning, Documentation & Repairs" to Shenandoah
General Construction Company for an estimated annual expenditure of$250,000.
OBJECTIVE: To provide an annual contract to ensure the maintenance repairs and related
services, as needed, for all county maintained storm drains.
CONSIDERATIONS: This bid invitation was publicly posted on September 22, 2010, and
notices of invitation to bid were sent to 627 vendors. On October 14, 2010, five (5)
vendors submitted bid packages. The Board approved Bid No. 10-5507 on December 14,
2010, as Agenda Item 16A15. The initial Executive Summary included a request for an annual
estimated amount of$100,000–which was based on Road and Bridge Maintenance's previous
average annual expenditures.
Subsequent to the bid award Road and Bridge Maintenance has been able to utilize additional
services that were included in Bid No. 10-5507 that had not been available on the bid award
preceding the current contract. Some of the additional services available under the current
contract include, Slip Lining, Cured–In-Place Pipe and Open Cut/Headwall Repairs. Road and
Bridge Maintenance does not have the staffing to perform those specific services but can obtain
the performance of those services under the contract. The Road and Bridge Maintenance
Department currently has approximately $250,000 of maintenance needs that are tentatively
scheduled for this year; and is requesting that its estimated annual expenditure under the
contract be increased to reflect that amount. Should demand for these services increase further,
staff will re-solicit this contract.
FISCAL IMPACT: Funds in the amount of$250,000 are available in Fund 101. Source of
funds are General Funds.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated
with this Executive Summary.
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County
Attorney's Office, is legally sufficient for Board action and only requires a majority vote for
approval—SRT.
RECOMMENDATION: Recommendation to increase the annual expenditures on Bid #10-
5507 for the "Storm Drain Cleaning, Documentation & Repairs" to an estimated $250,000
annually. The contract will be in the form of a County Purchase Order.

EXECUTIVE SUMMARY
Recommendation to award Bid 10-5507 "Storm Drain Cleaning, Documenting & Repairs"
to Shenandoah General Construction Company for an estimated annual expenditure of
$100,000.
OBJECTIVE: To provide an annual contract to ensure the maintenance repairs and related
services as needed for all county maintained storm drains. The Road and Bridge Maintenance
Department is responsible for maintenance of storm drains.
CONSIDERATION: The services to be procured under this agreement pertain to a wide
variety of operational, maintenance and repair activity. Accordingly, each bidder was asked.to
offer fixed unit prices for 197 different services and charges that could be prospectively needed
during the contract period.
This bid invitation was publicly posted on September 22, 2010, with notices of invitation to bid
sent to 627 vendors. On October 14, 2010, five (5) vendors submitted bid packages. The
following is a totaling of all of the unit prices received by vendor.

After review of the submittals, staff recommends award of this bid to Shenandoah General
Construction Company as the lowest,qualified and responsive bidder.
GROWTH MANAGEMENT IMPACT: While this has no direct impact on the Growth
Management Plan, it is consistent with the goals of the County to streamline and expedite the
procurement of services.
FISCAL IMPACT: There is no fiscal impact resulting from the recommended action. Funds
for these services shall come from each individual using department's budgets as projects are
identified.
LEGAL CONSIDERATION: This item has been reviewed and approved by the County
Attorney's Office and is legally sufficient for Board action-SRI.
RECOMMENDATION: That the Board of County Commissioners award Bid #10-5507
"Storm Drain Cleaning, Documenting & Repairs" to Shenandoah General Construction
Company. The Contract will be in the form of a standard County agreement that will be
reviewed by the County Attorney prior to execution by the Chairman.
