EXECUTIVE SUMMARY Recommendation to approve final acceptance of the water and sewer utility facilities for The Quarry — Entry Road (AR-5360), Entry Road Phase 2 (AR-5360), Phase 1-1 (8958), and Phase 1-2 (AR-9541) and to release the Final Obligation Bond in the total amount of$4,000 to the Project Engineer or the Developers Designated Agent. OBJECTIVE: To have the Board of County Commissioners, Ex-Officio the Governing Board of the Collier County Water-Sewer District, to accept final and unconditional conveyance of these water and sewer facilities and to release the Final Obligation Bond in the total amount of $4,000.00. CONSIDERATIONS: 1) The Developer of The Quarry — Entry Road, Entry Road Phase 2, Phase 1-1 and, Phase 1-2 has constructed the water and sewer facilities within dedicated easements to serve this development. See attached location maps. 2) Preliminary acceptance of these utilities has been approved by the Engineering Services Staff. At that time,this was the value of these utility facilities: Project Preliminary Acceptance Assets Date Water Sewer Entry Road November 3, 2005 $58,966.34 $145,829.37 Entry Road Phase 2 May 3, 2006 $80,597.20 $97,439.28 Phase 1-1 May 5, 2006 $351,246.10 $603,585.19 Phase 2-2 August 7, 2006 $48,802.10 $339,620.48 The total gross value of the assets are $1,726,086.06. This final acceptance is in accordance with Collier County Ordinance No. 2004-31, as amended. See attachment asset sheets. 3) Staff recorded all preliminary acceptance documents in the public records of Collier County, which have been reviewed and approved by the County Attorney's office as to form and legal sufficiency. 4) The water and sewer facilities have been operated and maintained by the Collier County Water-Sewer District during, not less than,the required one (1)year warranty period. 5) A final inspection to discover defects in materials and workmanship has been conducted by the Engineering Services staff in coordination with Public Utilities and these facilities have been found to be satisfactory and acceptable. 6) Final Obligation Bond in the total amount of$4,000.00 to be released. See attached Exhibit A. 7) Staff is unaware of any issues that would serve to negate the recommendation to release the applicable security. Packet Page-1207- 1/8/2013 Item 16.A.10. FISCAL IMPACT: Approval of this Executive Summary will have no specific financial impact. However, approval of this Executive Summary will result in the Collier County Water-Sewer District receiving unconditional title to the above utility facilities, which at the time of preliminary acceptance, had a total gross value of$1,726,086.06 (no depreciation applied). GROWTH MANAGEMENT IMPACT: Approval of this Executive Summary will have no growth management impact. LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney's Office, is legally sufficient, and requires a majority vote for approval. —ERP RECOMMENDATION: To have the Board of County Commissioners, Ex-Officio the Governing Board of the Collier County Water-Sewer District, authorize final acceptance of these water and sewer utility facilities for The Quarry — Entry Road (AR-5360), Entry Road Phase 2 (AR-5360), Phase 1-1 (8958) and, Phase 1-2 (AR-5541) and authorize the County Manager, or his designee, to release the Final Obligation Bond in the total amount of $4,000.00 to the Project Engineer or the Developer's designated agent.
