EXECUTIVE SUMMARY
Recommendation to accept a Speed Limit Study Report and adopt a Resolution
authorizing speed limit revisions within the Pine Woods Community from 30 mph to 25
mph at a cost of approximately$600.
OBJECTIVE: To revise the speed limits within the Pine Woods Community.
CONSIDERATIONS: The Traffic Operations Section of the Transportation Engineering
Department, Growth Management Division, conducted an engineering and traffic investigation
tudy to determine the appropriate speed limits within the Pine Woods Community.
Florida Statutes require that the change of speed zone values as outlined in Sections 316.183 and
316.189 be based upon an engineering and traffic investigation study. The investigation is to
include, but is not limited to,the measurements of prevailing speeds and other traffic engineering
evaluations contained in the "Speed Zoning for Highways, Roads and Streets in Florida"manual
(FDOT Manual Number 750-010-002,March 2010 Edition). This manual was developed by the
Florida Department of Transportation to promote uniformity in the establishment of state,
municipal and county speed zones throughout the State of Florida.
Upon completing an engineering and traffic investigation study, Section 316.189 F.S. provides
that the Board of County Commissioners (Board) may set speed zones after the investigation
determines such a change is reasonable and in conformity to criteria promulgated by the Florida
Department of Transportation.
The completed engineering and traffic investigation study found that a lower speed limit of 25
mph for the streets within the Pine Woods Community is warranted and that the proposed
changes are reasonable and in conformity with the defined criteria.
FISCAL IMPACT: The estimated cost of installing the new speed limit signs and removing the
existing speed limit mph signs will be approximately $600. These funds are budgeted and
available within Traffic Operations (General Fund 101).
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County
Attorney's Office, is legally sufficient for Board action and only requires a majority vote for
.1.proval—SRT.

RESOLUTION NO. 2013 -
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF COLLIER
COUNTY, FLORIDA, AUTHORIZING A SPEED LIMIT REDUCTION TO THE
STREETS OF THE PINE WOODS COMMUNITY.
WHEREAS, Chapter 316, Florida Statutes, permits the Board of County
Commissioners (BCC) to alter established speed limits on roads under its jurisdiction;
and
WHEREAS, the streets within the Pine Woods Community fall under the
jurisdiction of the BCC; and
WHEREAS, in accordance with Section 316, Florida Statutes, the BCC may alter
such existing speed limits as may be appropriate upon the basis of an engineering and
traffic investigation; and
WHEREAS, the results of such engineering and traffic investigations determined
that the reduced speed limits are reasonable and safe under the conditions found to
exist and it conforms to criteria promulgated by the Florida Department of
Transportation and Collier County.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that:
1. The BCC does hereby establish a 25 miles per hour(25 mph) speed limit on Pine
Woods Circle, Inglewood Court, Wilder Road, Mayfield Court and Camden Court, and
does hereby direct the County Manager or his designee to erect the appropriate speed
limit signs giving notice thereof.
2. A copy of this Resolution shall be forwarded to the Collier County Sheriffs Office
for proper enforcement of the established speed limits for the designated streets.
4. The effective date of the speed limit increase shall be after written notification to
the Sheriffs Office and upon posting of the appropriate signage.
This resolution adopted after motion, second, and majority vote favoring same
this day of January, 2013.

CONSIDERATION
Responding to an external request from an area resident, the Traffic Operations Section
of the Transportation Engineering Department has conducted an engineering and traffic
investigation study to determine the appropriate speed limit for the streets within Pine
Woods Community. Pine Woods is a residential community and is located on the west
side of Airport-Pulling Road(CR 31)between Golden Gate Parkway(CR 886)and Pine
Ridge Road(CR 896). The streets within Pine Woods Community are Pine Woods
Circle, Inglewood Court, Wilder Road, Mayfield Court and Camden Court. The primary
purpose in the establishment of a speed zone is to improve vehicular and pedestrian
safety by reducing the probability and severity of crashes. A speed limit notifies the
driver of the maximum operating speed that is considered reasonably safe in optimum

weather and visibility condition. It is intended to establish the speed limit which a
normally prudent driver can perceive and react safely.
The establishment, including any alteration and posting of speed limits on county streets
and highways, as set forth in Section 316.189, F.S.,must be based on an engineering and
traffic investigation that determines such a posting is reasonable and in conformity to
criteria promulgated by the Florida Department of Transportation(FDOT).

ROADWAY CHARACTRISTICS
The streets within Pine Woods Community are County maintained roadways. The streets
are functionally classified as local roads providing land access to the residential homes
within Pine Woods. The area is considered to be within a residence district as defined by
Section 316.003(38),F.S. Pine Woods Circle is the only connecting road from the
community to Airport-Pulling Road(CR 31).
The streets are two lane roadways with a 24 foot wide travel way and no centerline
markings, typically providing 12 foot wide travel lanes. However, on-street parking is
allowed and on-street parking does occur due to yard maintenance activities and when
residents receive guests. The on-street parking significantly restricts the effective width
of the roadway. The street cross section is an urban type facility with 2 foot wide

concrete gutters providing stormwater drainage. There are 4 foot wide sidewalks along
both sides of the streets and the roadways have a clear zone of approximately 8 feet.
Currently the posted speed limit is 30 mph. The streets provide access to 123 existing
residential homes located on both sides of the streets. Each residential home has at least
one connecting driveway to the adjacent street.

DESIGN CHARACTERISTICS
Section 336.045 of the Florida Statutes requires that the"Manual of Uniform Minimum
Standards for Design, Construction and Maintenance for Streets and Highways"also
known as the Florida Greenbook, be utilized for all public roads in the state unless a
municipality or county has adopted other criteria. Collier County utilizes this manual for
all of the roads in its highway network. The standards within the manual are intended to
provide basic guidance for developing and maintaining a highway system with
reasonable operating characteristics and minimum number of hazards. The manual states
that the safety characteristics of the design should be given primary consideration.
Roadside clear zones provide an area outside the traveled way that can be used by drivers
of errant vehicles to regain control of their vehicle and to avoid or reduce the
consequences of a collision with a roadside object. The minimum required width of a
clear zone is dependent upon the type of roadway and its design speed.
Table 3-12 below is from the 2011 Greenbook and defines the minimum distance from
the travel way to a roadside object such as a light pole or a tree. Streets and highways
without curb and gutter are generally considered to be rural roadways. For urban streets
and highways with a design speed of 30 mph, the minimum clear zone distance is 4 feet

for local streets. Based upon the clear zone distance along the streets in Pine Woods
Community, the clear zone is not a limiting factor for the appropriate speed limit.

CRASH HISTORIES
A crash history review of the streets with Pine Woods community for the past seven
years (2005-2011) has been conducted. There has been no reported crash during the
seven year period in the study area. The crash experience of the roadway is not a limiting
factor for reducing the existing speed limit.

Florida Statutes require that the change of speed zone values as outlined in Sections
316.183 and 316.189 F.S. be based upon an engineering and traffic investigation. The
investigation is to include, but is not limited to, the measurements of prevailing speeds
and other traffic engineering evaluations contained in the "Speed Zoning for Highways,
Roads and Streets in Florida"manual (FDOT Manual Number 750-010-002, March 2010
Edition). This manual was developed by the Florida Department of Transportation to
promote uniformity in the establishment of state, municipal and county speed zones
throughout the State of Florida.
Three types of data were utilized in determining the prevailing speed: 85th percentile
speed-the speed which 85%of the motorists drive at or below,the upper limit of the 10-
mph pace-the 10 mph range that most people drive, and the average test run speed. The
reasoning behind the foregoing investigations is that the majority of drivers travel at

reasonably safe speed for the various roadway conditions encountered, and that these
investigations help determine what may be reasonable speed limits.
A speed study on Pine Woods Circle west of Airport-Pulling Road was conducted on
Thursday, October 25,2012. The following data were collected:

ANALYSIS
According to the above referenced FDOT speed zoning guidelines,a speed limit should
not typically differ from the 85th percentile speed or upper limit of the 10-mph pace by
more than 3 mph and it should not be less than 8 mph. A speed limit of 4 to 8 mph less
than the 85th percentile speed shall be supported by a supplemental investigation,which
identifies the following:
• There are road or roadside features not readily obvious to the normally prudent
driver, such as length of section,alignment,roadway width, surface condition,
sight distance,traffic volume, crash experience, maximum comfortable speed in
curves, side friction(roadside development), signal progression, etc.
The guidelines would normally yield a 30 mph speed limit based upon the measured 85th
percentile speed on the street and the 10-mph pace speed.
However,the on-street parking and the number of driveways along the streets are features
that may not be readily obvious to the normally prudent driver. Therefore it is
appropriate to set a 25 mph speed limit for the streets within the Pine Woods Community.
Field vehicle test runs also indicated that 25 mph is safe and comfortable speed to travel
on the subject roadway segment. A 25 mph speed limit is in compliance with the FDOT
speed zoning guidelines and it is appropriate to establish a 25 mph speed limit for the
streets within Pine Woods Community.
RECOMMENDATION,
The study found that a 25 mph speed limit is an appropriate and safe speed for the streets
within Pine Woods Community. The current speed limit for all the streets within Pine
Woods is currently 30 mph,therefore it is recommended to reduce the speed limit on
these streets to 25 mph.
