Agenda 11/18/2014 Item # 16B2Recommendation that the Collier County Board of County Commissioners (BCC) as the
Collier County Community Redevelopment Agency (CRA) approve submission of the
attached Letter of Intent and related Resolution to the Southwest Florida Regional
Planning Council (RPC) memorializing the CRA's role as an active partner in carrying out
the tasks related to the Federal Promise Zone designation for Immokalee.
OBJECTIVE: That the CRA approve submission of the attached Letter of Intent and related
Resolution to the Southwest Florida Regional Planning Council memorializing the CRA's role as
an active partner in carrying out the tasks related to the Federal Promise Zone designation for
Immokalee.
CONSIDERATIONS: The Obama Administration is currently calling for strategic plans in
application for a new round of Promise Zone designations. Applications are due November 21,
2014. No grant funds come with this designation. However, Promise Zones will receive any
available preference for certain competitive federal programs and technical assistance.
The execution of this resolution will memorialize the CRA's intent to partner with the RPC,
Glades and Hendry Counties in application for a federal Rural Promise Zone. In general, the
Promise Zones initiative is aimed at revitalizing high- poverty communities across the country by
creating jobs, increasing economic activity, improving educational opportunities, reducing
serious and violent crime, leveraging private capital, and assisting local leaders in navigating
federal programs.
The Promise Zone designation commits the federal government to partner with local leaders who
are addressing multiple community revitalization challenges and have demonstrated a
commitment to improving their communities. Specifically, federal staff will be assigned to each
designated community to help navigate the vast array of federal assistance programs available to
Promise Zones, subject to availability of federal funding. This level of engagement will help
communities make the most of funding that is already available to them. In addition,
organizations contributing to Promise Zone strategies will be provided preferred access to certain
competitive federal programs, as permissible under the rules and statutes of the individual
programs and participating federal agencies, and subject to appropriations. Organizations
contributing to Promise Zone strategies will also receive technical assistance and other non-
competitive support. again as permissible under individual program and agency rules and
statutes. Businesses investing in Promise Zones or hiring residents of Promise Zones will also be
eliaible to receive tax incentives for these activities, if the tax incentives are enacted by
Congress. Local leaders will benefit fi-om the assistance provided as it will accelerate efforts to
revitalize their communities.
The Promise Zone designation will be for a teen of ten years, and will be extended as necessary
to capture the full term of availability of the Promise Zones tax incentives, if the tax incentives
are enacted. During this term, the specific benefits made available to Promise Zones will vary

from year to year, and sometimes more often than annually, due to changes in agency policies,
and chances in appropriations and authorizations for relevant programs.
Lead organizations, implementation partners, and federal grantees contributing to the Promise
Zones must agree to work with federal evaluators designated by participating federal agencies, as
specified in their respective grant agreements, regulations and other requirements. Guidance on
evaluation and data points will be forthcoming. For Promise Zone lead organizations and
implementing partners, this may include providing access to program personnel and all relevant
programmatic and administrative data, as specified by the evaluator(s) under the direction of a
federal agency, as legally attainable, during the term of the Promise Zone designation and /or
grant agreement.
FISCAL IMPACT: This item has no immediate fiscal impact.
CONSISTENCY WITH GROWTH MANAGEMENT PLAN: This strategic partnership and
possible Federal Zone Designation further the overall budgetary and policy directives of the
Community Redevelopment Agency and the Board of County Commissioners in furtherance of
Policy 4.2 of the Future Land Use Element of the Growth Management Plan which reads as
follows:
" * ** *The Immokalee Area Master Plan addresses conservation, future land use, population,
recreation, transportation, housing, and the local economy. Major purposes of the Master Plan
are coordination of land uses and transportation planning, redevelopment or renewal of blighted
areas, and the promotion of economic development. "
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is
approved as to form and legality, and requires majority vote for approval. -JAK
ADVISORY BOARD RECOMMENDATION: During its regular September 17, 2014,
meeting, the Immokalee Local Redevelopment Agency Advisory Board approved a motion by
unanimous vote recommending that the CRA Board submit the attached grant request to the
Florida Department of Economic Opportunity.

Re: Letter of Intent — Federal Promise Zone Application
Dear Ms. Wuerstle,
Please find the attached Collier County resolution memorializing our intent to partner with the
RPC, Glades and Hendry County's in application for the Federal Promise Zone designation.
Should we be awarded the Promise Zone designation, our CRA will commit staff time,
expertise, research /analysis support, along with local coordination and facilitation with all local
agencies required to aggressively attain the five goals outlined in our application.
These five goals are: 1) Improve Job Creation Rate, 2) Increase Economic Activity, 3) Reduce
Violent/Serious Crime, 4) Improve Community Infrastructure and 5) Improve Educational
Opportunities.
It is our hope that our group will be awarded the Promise Zone designation so that we can
collectively take a regional, cohesive approach to addressing these multiple community
revitalization challenges in a collaborative way.
Please include our resolution and this letter of intent with the application packet.
Thank you.
