EXECUTIVE SUMMARY
Recommendation to approve two full time positions within the Growth Management Division,
Transportation Engineering Department, with the Classification Title of Inspector and to authorize
the necessary budget amendment (fiscal impact $220,000).
OBJECTIVE: To receive approval from the Board of County Commissioners (Board) for the
addition of two full time employees to assume Construction Engineering Inspection (CEI) duties
within the Transportation Engineering Department.
CONSIDERATIONS: Presently, the Road Construction /CEI section of Transportation
Engineering has a manager and a staff of seven, augmented by two job bankers. Beginning in
January of 2015 and running through all of 2016, inspection staff will no longer be able to
adequately cover all of the department's construction projects with in -house staff. Two major
simultaneous roadway expansions, Golden Gate Boulevard (Wilson to 18th Street) and Collier
Boulevard (Green to Golden Gate), will require the most man - hours. However, eight LAP
projects, which have very stringent inspection requirements, will also be under construction
during this time period. To adequately address CEI duties for Transportation Engineering's
current and upcoming construction projects, staff has evaluated two outsourcing options before
making this request.
1) The option to use job bankers is not practical for long tenn projects requiring continuity. In
an improving economy, job banking has been found to be a less productive, time and
resource intensive alternative due to retention problems. In the past year, the department has
lost one qualified job banker to full time employment. In short, experienced inspectors are
now able to find full time positions with competitive salaries.
2) A second option to hire outside consultants is available but not recommended because it
continues to be the most expensive option. As shown in the attached exhibit, contracts of the
department's last four projects utilizing outsourced CEI services averaged more than 12% of
the projects' construction costs, whereas projects utilizing in -house staff averaged 5 %. In-
house CEI is not an option on FDOT sponsored projects.
Because of the stated downsides with both of the above options, staff is recommending approval
to hire two additional full time employees to assume CEI duties within the Transportation
Engineering Department. These FTEs would be funded out of project accounts and will not place
an additional burden on the general fund.
FISCAL IMPACT: The incremental increase to support in -house CEI will be $220,000
annually. Funds in the amount of $220,000 will be transferred via budget amendment from Gas
Tax Fund 313 in FY2015 to Transportation Engineering Operating Fund 312 to support the
expanded positions which include a vehicle and other operating and safety equipment for each of
the requested positions. Source of funds is previously allocated project funding within the
Transportation Capital Improvement Program which utilizes Gas Tax and general fund transfers.

LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires
majority vote for Board approval. —SRT
GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated
with this item.
