MINUTES OF THE MEETING OF THE COLLIER COUNTY
FLOODPLAIN MANAGEMENT PLANNING COMMITTEE
Naples, Florida, November 8, 2017
LET IT BE REMEMBERED, the Collier County Floodplain Management Planning
Committee in and for the County of Collier, having conducted business herein, met on
this date at 9:00 A.M. in REGULAR SESSION at the Collier County Growth Management
Division Building, Conference Room #609/610, 2800 N. Horseshoe Drive, Naples, Florida,
with the following members present:

Chairman Kurtz called the meeting to order at 9:00am
1. Approval of previous meeting minutes from February 8, 2017
Mr. Vasey moved to approve the minutes of the February 8, 2017 meeting as presented. Second by
Mr. Brougham. Carried unanimously 9—0.
2. Staff updates
Mr. Mason introduced himself to the committee as the new Collier County Floodplain Coordinator.
3. Golden Gate Area Master Plan update
Mr. Van Lengen presented the PowerPoint "Golden Gate Area Master Plan Update"highlighting:
• Watershed map associated with Golden Gate Estates and its north and south drainage
connectivity.
• Proposed combination of lots to create larger parcel in order to benefit watershed, floodplain and
estuary functions.
• C-1 Canal renovation.
• Aquifer Storage Recharge (ASR) study.
• Dispersed Water Management(DWM)
• Collier County will begin a feasibility study, within one year, DWM for single-family Golden
Gate Estates lots, and determine whether any DWM initiative should be voluntary or mandatory
and the extent to which it would apply to developed and undeveloped properties.
• The committee moved to accept the language in the proposal.
4. CRS updates
Mr. Mason provided an update to Collier County's CRS verification visit which will is scheduled for May of
2018. The update included the initiative to review and of all creditable activities in which Collier County
participates.
5. Hurricane Irma update
Ms. Cilek reported the following:
• William Lang & Mr. Mason provided support at the Emergency Operations Center throughout
Hurricane Irma and after the event.
• Collier County Floodplain Management Division staff participated in damage assessment field
inspections utilizing Crisis Track software.
• Unincorporated Collier County experienced 1230 flood insurances claims.
• After review of damage assessment data it was determined that 70 structures were categorized as
destroyed and over 1000 structures incurred damage.
• Manufactured homes constituted the majority of damaged structures.
• Collier County has created a webpage dedicated to post Hurricane Irma building permit
information.

6. Floodplain Management Plan Mitigation Action Updates
Mr. Mason provided the "FMP Progress Report for 2017 Action Items 4th Quarterly Meeting 2017-
November 8th, 2017" for information purposes. Action items noted:
• Action 1.2 -Floodplain Regulation and Codes- Staff is working with consultant Rebecca Quinn
in the FDPO update process.
• Action 1.3 -Floodplain Regulation and Codes - Meetings are scheduled for the second 2nd
Wednesday of month of meeting in 2018.
• Action 2.1 - Stormwater Planning—GIS layers have been created to identify roadways subject to
extended flooding for event 92L and Hurricane Irma.
• Action 3.1 - Stormwater Management Quality Programs—This program is status quo. Currently
LDC amendments request is in process which applies to construction activity. The draft version
will additionally cover construction sites for single family homes, duplexes, or townhomes.
• Action 3.2 - Stormwater Management Quality Programs—Collier County continues to address
water quality through the requirements of its NPDES MS4 Phase 2 Stormwater Permit. NPDES
activities include education to all sectors of the public.
• Action 3.3 - Stormwater Management Quality Programs—Greenspace Alliance is offering an
upcoming class: Mangrove Trimming and Regulations Workshop. Class location is at the
Rookery Bay Environmental Learning Center. More classes are to come in the future.
• Action 3.4 - Stormwater Management Quality Programs—The LID manual has progress slightly
to about 3/4 complete.
• Action 3.5 - Stormwater Management Quality Programs—The current coverage of the Marco
Island Storm Drain system has not changed since the first quarter of 2017.
• Action 4.1 -Floodplain Management Section services— Scheduled meeting was canceled due to
Hurricane Irma. Will reschedule.
• Action 4.2 -Floodplain Management Section Services—Floodplain Management staff attended a
SI/SD course in August.
• Action 4.3 -Floodplain Management Section Services—Floodplain Management Division is
planning to review flood information materials in December of 2017. Staff will continue to
update documentation.
• Action 4.5 -Floodplain Management Section Services -Activity preformed on daily work basis.
Includes phone calls from citizens and lenders. Staff attended a meeting on 11/3/2017 with the
Deputy Director of the Office of the Flood Insurance Advocate to learn about the ICC program
and process.
• Action 5.1 -Emergency Management—Collier County has be recertified as a"Storm Ready"
community in 2017.
• Action 6.3 - Other Mitigation Actions - Joint PPI initiative has be discontinued.
7. Sea Level Rise Subcommittee update
Ms. Patterson informed the committee of the presentations made by Dr. Peter Sheng and Dr. Michael
Savarese related to the recently awarded NOAA grant titled a Web-Based Interactive Decision-Support Tool
for Adaptation of Coastal Urban and Natural Ecosystems in Southwest Florida as well as the Sea Level Rise
Report and Recommendations presentation by Dr. Strauss. Both were presented to the BCC at the 10/10/17
meeting. The NOAA study is timely since it's a three-year study and the IPCC will release its new SLR
guidance in 2019. Also discussed was reconvening the SLR subcommittee to address the error with the SLR
calculation in the current FMP. The subcommittee meeting will be scheduled once the final report and
recommendations are received from Dr. Strauss.

8. Collier County Floodplain Mapping Updates
Ms. Cilek reported:
• Staff is working with Region IV of FEMA for the County's Physical Map Revision (PMR I &
PMR 2)
• PMR 1 is half completed.
• PMR 2 funding has been approved.
9. Review Development from last quarter
Mr. Mason provided the "Building Plan Review Statistics—Q2 & Q3"for informational purposes.
• 2017 Quarter 2 totals: 839 New Construction Permits Issued
• 2017 Quarter 3 totals: 842 New Constructions Permits Issued
10. FMPC Committee Quorum & Attendance Discussion
Ms. Cilek noted the importance of attendance to the quarterly FMPC meetings. Alternate committee
member attendance was discussed in the event a primary committee member could not attend.
11. 2018 FMPC Meeting dates
Mr. Mason presented a calendar of tentative dates for the 2018 quarterly FMPC meeting. Those
dates are:

5/9/2018
8/8/2018
11/14/2018
The committee moved to accept and approve the aforementioned meeting dates.
12. Other Items/Committee Correspondence
Mr. Vasey entered into the record a document he authored titled "Policy changes needed at every level
to survive the next storm".
There being no further business for the good of the County, the meeting was adjourned by the order
of the Chair at 11:10AM.
