EXECUTIVE SUMMARY
Recommendation that the Collier County Community Redevelopment Agency and the Board of
County Commissioners review and accept the 2017 Annual Reports for the Bayshore Gateway
Triangle Community Redevelopment Area (CRA) and the Immokalee Community Redevelopment
Area (CRA) and publish the public notice of the filing.
OBJECTIVE: To review and approve the two 2017 Annual Reports for each of the community
redevelopment component areas and publish the public notice of the filing.
CONSIDERATIONS: As required by Florida law, specifically Subsection 163.356(3)(c), Florida
Statutes, in March of each year the CRA Board must deliver its annual report to the Board of County
Commissioners. The provision states: “. . . An agency authorized to transact business and exercise
powers under this part shall file with the governing body, on or before March 31 of each year, a report of
its activities for the preceding fiscal year, which report shall include a complete financial statement setting
forth its assets, liabilities, income, and operating expenses as of the end of such fiscal year. At the time of
filing the report, the agency shall publish in a newspaper of general circulation in the community a notice
to the effect that such report has been filed with the county or municipality and that the report is available
for inspection during business hours in the office of the clerk of the city or county commission and in the
office of the agency.”
Attached are the Bayshore Gateway Triangle CRA and Immokalee CRA 2017 Annual Reports as Exhibits
A and B. These reports provide a detailed description of the yearly activities of the areas. Pursuant to
Subsection 163.387(8), a complete audit of the 2017 CRA trust funds is performed within 2017 Collier
County Comprehensive Annual Financial Report (CAFR), and is not a part of these reports.
FISCAL IMPACT: Fiscal impact is the cost to advertise a public notice in a general circulation
newspaper. CRA Funds (187 and 186) FY17 budgets have sufficient funds to support this activity.
GROWTH MANAGEMENT IMPACT: There are no Growth Management Impacts associated with
this Executive Summary.
LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority vote
for Board approval. - JAB

Bayshore Gateway Triangle CRA Staff
Special thanks to Tim Durham, Executive Director of Corp Business Ops and Michelle Arnold,
Director of Public Transit and Neighborhood Enhancement (PTNE) for their leadership and
guidance and PTNE staff Tessie Sillery and Caroline Soto, for administrative support
as we transitioned to and through this year’s reorganization.
Debrah Forester, CRA Director,joined the Collier County team in July 2017 as the Collier County
Community Redevelopment Agency (CRA) Director, overseeing both the Bayshore Gateway
Triangle and Immokalee CRAs. Debrah is a member of the American Institute of Certified Planners
(AICP) and is certified as a Redevelopment Administrator by Florida Redevelopment Association.
Ms. Forester has over 25 years of experience in redevelopment, economic development and
comprehensive planning. Debrah previously worked in Collier County from 1995 to 2001 and
facilitated the creation of the Collier County CRA. Debrah has a Masters Degree in Regional
Planning from University of North Carolina, Chapel Hill.
Tami Scott, Senior Project Manager, joined the Bayshore Gateway Triangle CRA team in 2017.
Tami’s primary role is to manage and facilitate construction projects within BGTCRA such as the
recently completed Karen Drive stormwater project, Gordon Avenue Fire Suppression project and
the Thomason Drive streetscape project that will include Collier County’s first roundabout. Tami
has 25 plus years' experience in construction, design and project management. She has worked on
varies construction projects with architectural firms in New England, Hawaii and Cayman Islands.
Tami is a member of the American Institute of Architects, Royal Institute of British Architects,
American Institute of Building Designers and is a licensed contractor.
Shirley Garcia, Operations Coordinator, started working for Collier County in 2005 with the Code
Enforcement Department Division as an administrative secretary and advanced to a Code
Investigator. Shirley has worked for four years with the Bayshore CRA as Operations Coordinator.
Her duties include fiscal and administrative functions for the office including administrative tasks
associated with advisory boards. She also provides information to the general public regarding
CRA codes and programs and coordinates the maintenance of CRA properties, Bayshore
Beautification MSTU and Haldemen Creek MSTU improvements. Shirley has a Bachelor of Arts in
Legal Studies from Hodges University and is a certified Florida, Notary Public (Commission Expires
January 2022).

It has been my pleasure to serve as the Chairman to the
Community Redevelopment Agency,and watch the
transformation of a long neglected community begin to
shine and prosper.New businesses to the area are
coming,as well as new developments.We have looked to
attract middle income owner occupied homes to the area,
and they are now on the horizon.This new housing will
attract young,middle income families,add to the tax
base,but also provide new opportunities for families to
live closer to their place of employment,such as teachers
and firemen.We hope to see families,couples,and
individuals from various backgrounds creating a new
environment for all to enjoy.
The Gateway Triangle continues to move forward with their plans to build a
new and exciting gateway to East Naples.With it might come a movie
theater, restaurants, residential dwelling units, office space, hotel rooms, and
more.Other new businesses are also moving into this area.The new Porsche
Dealership is about to open their doors, and a few boat dealerships have
already opened.Many creative minds are working at more ideas to elevate
this area, and it’s exciting to watch.I truly believe that by next year we will
have a new and bright face on our CRA, and we’re looking forward to it.

CRA Overview
The Collier County Community Redevelopment Agency was
created by the Collier County Board of County Commissioners on
March 14, 2000 by Ordinance 2000-82. The Agency has two
redevelopment areas: The Bayshore/Gateway Triangle
Community Redevelopment Area (BGTCRA) and Immokalee
Community Redevelopment Area.
The BGTCRA is compromised of approximately 1,800 acres with
a wide range of residential and commercial properties. Funding
for the CRA comes from Tax Increment Financing (TIF). TIF is a
portion of the property taxes generated above what was
received by the County prior to the CRA being established and
does not result in any additional tax to the property owners.
CRA BoundarySince the adoption of the 2000 Redevelopment Plan much has changed within the
redevelopment area including: Bayshore Drive streetscape improvements, stormwater
improvements, pedestrian pathways, crime reduction, demolition of substandard
housing, new residential development, façade improvements and the opening of the
Botanical Gardens.
To improve the coordination and efficiency of project management the BGTCRA took
over the management of both the Bayshore Beautification MSTU and the Haldeman
Creek Dredging MSTU. The MSTU’s are funded through a millage rate set by the MSTU’s
Enabling Ordinance and modified by the Board of County Commissioner’s each year.
The Beautification MSTU’s mission is the beautification and maintenance of the public
right-of-way within its defined boundaries while the Haldeman MSTU is charged with the
future dredging and maintenance of Haldeman Creek.

Overcoming Irma
The entire community banded together to
assist with the recovery efforts. The CRA
staff, in coordination with the County, is
working diligently to repair and replace the
damage sustained in the storm.
On September 10th, 2017, Collier County
experienced a major hurricane. Only two
days after the natural disaster, with no
power or clean water, the CRA staff was
back in the office working with first
responders and the community to get the
Bayshore Gateway Triangle area back up
and running as quickly as possible.
The East Naples Community Park was
utilized as a cooling center after the
hurricane. Providing water, and a safe
place for those without power to have a
reprieve from the Southern Florida heat.

This past year we have welcomed our new CRA Director, Debrah Forester. She
has hit the ground running just in time to guide us through the 2-major projects
we have all been envisioning. Both the Triangle property and the 17 Acres on
Bayshore are in line to become a transformational reality. This coming year will
set the pace for both of these exciting projects, and I am confident her
leadership will guide us through these.It's hard to ignore the changes occurring
bit by bit. Porsche has anchored Davis Blvd on our eastern boundary and the
food truck park on Haldeman Creek will soon show construction progress.These
private investments will contribute to the overall attention our district
deserves.
It's amazing how many of our neighbors come out in support of issues so
important to our redevelopment.Our voices were heard when we collectively
supported the new brewery at the HEX hearing and equally heard when we
opposed the Cirrus Point rezone into an affordable housing project before the
BCC meeting.We should all be proud at the level of community involvement on
heart felt issues.Our strength has always been resilience,as our board has
never given up hope to achieve our dreams.Even in the past years of a down
economy we always maintained a vision to "always act on behalf of our
community".I commend the BCC,our advisory board members,staff,neighbors
and supporters in keeping this vision front and center.Together,as the CRA,we
are successfully working on improving our neighborhood for the common good
and I am honored to be able to lead us through these exciting times.
The Bayshore/Gateway CRA boundaries were created by the
County Commissioners, but it is the neighbors within our
district that defines who we are. I'm always humbled at our
monthly meetings when I see the passion of those attending,
simply to make their voices heard. Collectively we have a
sense of how our neighborhood should absorb the
improvements we have all dreamed of, and with the CRA as a
conduit, here we are.

In 2013,Regatta Landing (FKA Haldeman's
Landing)was approved for 64 residential units
within 16 multi-family structures on
approximately 20 acres of land with direct

are available for purchase by residents of the
multi-family condominium.In January 2016,
the Condominium for Regatta Landing was

2017 started out with a political tornado in Washington and ended with
Hurricane Irma keeping her eye on us for over an hour,on the
anniversary of Donna!Who would have predicted that?Regardless,the
real accomplishment this year was the county's emergency response
and all those dedicated staffers which got us through a most
challenging series of events.We should be very proud of them and as
well with our own MSTU/CRA super staff,Debrah Forester,Tami Scott &
Shirley Garcia for keeping our board focused on our projects while they
dealt with damage assessments and clean up in such a seamless fashion.
One of our projects completed this past year also received the seal of
approval from Irma.The folks on Karen drive reported that our
drainage improvement project was completely successful,just like the
engineers said it would be,and flooding is a distant memory of what
was once considered normal on any given summer afternoon.The fire
suppression project in the Collee Court,Peters Street,and Gordon
street neighborhood has improved the safety issues long standing due to
lack of fire hydrants and water mains being too small.
Every year I am pleased to say we continue to look for ways to improve
our overall neighborhood and as a finale'we will be going out to bid on
our Thomasson drive project.Our project manager,Tami Scott,has
been combing over the plans making ready for a proposal that will give
us sidewalks,lighting,drainage,landscaping and a roundabout at
Bayshore and Thomasson.Plans show a flag pole with center
landscaping the likes that will make headlines.Please,tighten your
seatbelts as it will be painful during construction but the end product
will be well worth it.
In closing,I have been honored in filling the shoes as chairman since
our founder Bill Neal passed some years back.Our volunteer board
continues to amaze me and so I am pleased to pass the gavel to
Stephen Jaron.We will all be their for him as he guides us through the
new year,congratulations!

RWA Engineering was selected to design,
permit and complete construction plans
for beautification and roadway
enhancements along Thomasson Dr. and

Karen Drive for many years. With the assistance of a CDBG grant and coordination with the
City of Naples, this project was completed and provided a substantial improvement to the

Boaters will have noticed that Channel Marker 15 is missing.To date,we
have not been able to find it,but are working to replace it as soon as
possible.Suppliers are overworked and the missing marker is not in a
critical place.
We continue to monitor what is happening to the depth of Haldeman Creek
so that we can forecast when we will need to do another dredge project.
Haldeman Creek is an asset worth protecting and using wisely.We have
substantial wildlife in and on the creek.Your prudent use,safe boating,
and maintenance of your seawalls will help preserve this waterway and the
neighboring properties

2017 saw the completion of the Regatta Landing
Docks and the beginning of the project to rebuild
the ‘weir’located between the Government
Center and Walmart.This project should help
prevent upstream stormwater sediment from
entering Haldeman Creek.The MSTU did its part
by paying for the trimming and removal of exotics
and mangroves from the area closest to US 41.
Then there was IRMA that impacted many owners
in our area with home and seawall damage.The
winds dispersed debris both in and on the shores
of Haldeman Creek,most noticeably Styrofoam

Mission Statement
“Those of us who live and work in Immokalee envision a future for our town.We see new
business and job opportunities in international trade and distribution,agri-business,
ecotourism,recreation and entertainment,and the construction industry .
We see Immokalee as an attractive,sustainable community with affordable workforce
housing,parks and outstanding schools –a place where people walk and bicycle to do their
errands,and where parents are returning to school to finish their education and master new
job skills.Main Street will have a Latin flavor –colorful plazas,outdoor cafes,shops and
entertainment –attracting both the local community and the tourists who come to explore

A 1997 graduate of Immokalee High School and a former science teacher at
Immokalee Middle School,James has been with the county since 2005.
Before joining the CRA he worked for seven years as a project manager for
the Collier County Public Utilities Department in the Planning and Project
Management Division.A graduate of Alabama A&M University,he holds a
BS in Electrical Engineering and a minor in Mathematics.James is happy to
be in a position to make improvements to the community he loves.Born in
Haiti,James came to the U.S.with his family when he was 16 years

Interim Operations Manager
Christie accepted the position of Interim Operations Manager for the Immokalee
CRA in November 2015.She has worked for the CRA since 2008,transferring
from Collier County Parks and Recreation,Immokalee Branch,where she was a
Program Leader for eight years.Since joining the Immokalee CRA,she
has contributed significantly to the development of the CRA.In addition to her
regular office duties at the CRA,she assists local Immokalee community
members with logistical issues pertaining to grant programs and other
governmental communication efforts.Christie is an Immokalee native and invites

Debrah Forester
Director,Collier County CRA
Debrah joined the Collier County team in July 2017,coming from Charlotte
County CRA where she was the Redevelopment Manager for over 13 years.
Debrah has over 25 years experience in redevelopment,community planning,
and economic development.She previously worked in Collier County from
1995-2001 and facilitated the creation of the Collier County CRA.Debrah is a
member of the American Institute of Certified Planners (AICP)and is certified
as a Redevelopment Administrator by the Florida Redevelopment Association
and has a Masters Degree in Regional Planning from University of North

Dr.Nappo is retired from a distinguished career in education including his role as
Dean of Liberal Arts and Associate Professor at Burlington County College (now
known as Rowan College of Burlington).

attended A&T State University where she received her BS degree.She was the first African American accepted for a
Dietetic Internship at Duke University and has a MS in Public Health Nutrition from University of Wisconsin.She

Alpha Kappa Alpha Sorority.She has been married for 44 years to Fred N.Thomas Jr.;they have two children and

Cherryle Thomas has been a resident of Immokalee for over 30 years,coming to
Immokalee in 1985.Since her arrival she has been involved in volunteer and
public service work.She was the principal founder of "Christmas Around the
World Parade &Gala"in 1991 and has served continuously as the chair for the
committee for 26 years.She has also served on the MSTU board for 25 years and
has been the Chair since 2005.She has been apart of the Immokalee Chamber of
Commerce since 1990.
Dr.Frank Nappo,Immokalee CRA Chair
Dr.Frank Nappo of Naples has a longstanding involvement in volunteering and
public service.He has served as a board member of the Naples Art Association at
Von Liebig Art Center and was President of the association’s board (2007-2011).He
served as President of Drug Free Collier (2012-2016)and has been a board member
for the past nine years.He currently is the President of Immokalee Housing and
Family Services,serving on the board since 2008.He was appointed to serve on
the Governor’s Commission on Community Service,Volunteer Florida and was
appointed to the Volunteer Florida Foundation from 2013-2016.In 2014 he was
appointed to the Immokalee CRA and became Chair in 2016.He is a Board
Member and Secretary of Residential Options of Florida and a Board Member of 1

What is a CRA?
The Collier County Community Redevelopment Agency (CRA)was established in March 2000 to alleviate slum
and blight in two separate Redevelopment Areas within Collier County:The Bayshore Gateway Triangle
Redevelopment Area and the Immokalee Redevelopment Area.
Community Redevelopment Agency refers to a public entity created by Collier County to implement the activities
outlined under Chapter 163,Florida Statutes.The Board of County Commissioners,is the ex-officio governing
Board of the CRA.The CRA adopted the Immokalee Master Plan that includes all of the Immokalee Urban
Designated Area.
Immokalee Local Redevelopment Advisory Board
On March 14,2000,the Board of County Commissioners adopted Resolutions 2000-82 and 2000-83 establishing
the Collier County Community Redevelopment Agency and identifying two areas within unincorporated Collier
County (Bayshore/Gateway Triangle and Immokalee)as areas in need of redevelopment.In addition,Resolution
2000-83 (as amended)authorized the creation of Local Advisory Boards by separate resolution to assist in the
implementation of the redevelopment plan.In 2016,Resolution 2016-198 was adopted to revise the bylaws to
clarify the membership and terms of office.The purpose of this nine-member committee is to be the primary
vehicle for community and professional input to the CRA for matters relating to the Immokalee Redevelopment
Area.Terms are for three years.

How funding is created?
Property values in the CRA are capped,or frozen,at the assessed
value for a established base year (2000).Thereafter,any tax
revenues due to increases in property values in excess of the base
are dedicated to the redevelopment area.The generated revenue
is known as tax increment financing and is used in the Immokalee
CRA to leverage its redevelopment efforts.

What is a MSTU?
A Municipal Service Taxing Unit (MSTU)is a funding mechanism where community members,with Board
approval,assess themselves to make improvements to their neighborhood and/or community area and provide
additional services based on community desires.
The daily,routine services of the Immokalee Beautification MSTU consist of managing the maintenance of all
public areas along Main Street (SR 29)and First Street (CR 846)within the limits of the Immokalee Urban Area.
Responsibilities include the selection,coordination and management of Collier County-approved contractors
assigned to various maintenance and repair services such as lawn mowing,sidewalk and gutter cleaning,landscape
maintenance,irrigation system management,and street lighting (Immokalee’s blue street lights).In addition,the
MSTU provides assistance and coordination for communication with various governmental agencies and the public.

Immokalee Lighting and Beautification Advisory Committee
The five-member advisory committee was created on October 22,1985,to assist the Board of County
Commissioners in the business affairs of the Immokalee Beautification Taxing District,and to prepare and
recommend an itemized budget to carry out the business of the district for each fiscal year.In 2011,the CRA was
designated to administer and manager the Immokalee MSTU.
Membership on the advisory committee represents the population within the Immokalee Beautification Taxing
District.Four members must be permanent residents within the MSTU and one member may be an owner of
residential or commercial property within the MSTU;this member may be an individual,an officer of a
corporation,or a partner of a partnership.Terms are four years.
How is funding created?
Through a millage rate set by the MSTU’s enabling
ordinance.All capital projects,as well as the maintenance
and other operating projects are managed by the Immokalee
CRA.

Commercial Façade Grant Program
In accordance with Objective 1.2 in the Immokalee Area Master Plan,theCRAcontinuedtoprovidefinancialincentivestobusinessesinImmokaleeviatheCommercialFaçadeImprovementGrantprogram.The CRAimplementedthePrograminOctober2008.Since that time,17 façadegrantshavebeenawardedtolocalbusinessesforatotalof$294,621.67.
Eligible applicants may receive grant funding up to $20,000 asreimbursement,using a one-half (1/2)to 1 match with equal applicantfundingforfundingforfaçadeimprovementstocommercialstructures.

Southwest Florida Promise Zone Designation (SFPZ)
The Promise Zone is a federal program established in 2016 to provide benefits and incentives to advance
revitalization in rural areas.The 10-year designation provides preferences for certain competitive federal grant
programs and a federal liaison is assigned to help designees navigate federal programs.The SFPZ is a partnership
led by the Southwest Florida Regional Planning Council (Immokalee,Glades and Hendry Counties),with the goals
of creating jobs,enhancing economic activity,improving educational opportunities,reducing crime and improving
community infrastructure.A Vista position for Immokalee is funded.The open position will focus on assisting
with Economic Development.Contact the CRA office if you are interested in applying for the position.

FHERO is a regional collaboration of six counties:Desoto,Glades,Hardee,
Hendry,Highlands,Okeechobee,the city of Belle Glade,and the Community of
Immokalee in Collier County whose purpose is to coordinate the collective
economic power to advance the region.The designated contact for Collier
County is Christie Betancourt,Collier County CRA,Immokalee Operations
Manager,and the Non-Profit Organization Engaged in Economic
Development contact is Kristi Bartlett,Naples Chamber Vice President.The
2017 compliance report summarized activities including working with local
board of realtors,Immokalee Foundation,Collier County Airport Authority and
professional networks to gather information on available sites and buildings for
sale and lease.
Over the past year FHERO designees,met with the following companies/organizations in Immokalee to
learn more about potential needs and provide assistance for retention and expansion:Salazar Machine &
Steel,Tellus,Fletcher Flying Services,Lipman Produce,Immokalee Chamber,Immokalee Foundation,
iTECH,Project Roma,Taste of Immokalee,Alternative Labs,Concrete Impressions,Oakes Farms,Oxxe
Oil,Exotic Car Racing Club/Facility,Aquaponic Farm,Rapid Aircraft.County staff hosted a focus group for
the Culinary Incubator.Staff works closely with CareerSource SWFL and the school district to relay training
needs.
In 2017 Marketing Alliance,was hired by FHERO to develop a marketing plan for the region.In April,they
toured,videoed,and photographed the community of Immokalee.The tour efforts included the Immokalee
Regional Airport,Pepper Ranch Preserve,Immokalee Pioneer Museum at Roberts Ranch,the Immokalee
Produce Center and Lake Trafford.

Immokalee Impact Fee Installment Payment Pilot Program
On July 11,2017,the BCC adopted Ordinance 2017-34 that
established an Impact Fee Installment Payment Pilot Program for
the Immokalee CRA.The ordinance provides an alternative to
paying impact fees in full as a prerequisite for the issuance of a
Certificate of Occupancy.A feepayer may pay impact fees in
installments rather than a lump sum by entering into an impact fee
installment payment program agreement with Collier County that
allows installment payments as a special assessment levied as non-
ad valorem tax against the subject property.The program took
effect October 1,2017.
Small Business Forum
One of the many economic development efforts
was the Spanish Small Business Forum held May
25,2017,at the Boys &Girls club in Immokalee.
The partnership was between the Immokalee
Chamber of Commerce,the Immokalee CRA,
and the Boys and Girls Club in Immokalee.The
forum was sponsored by First Florida Integrity
Bank,and supported by the NAACP-Collier,the
Delta Sigma Theta Sorority,and the Naples
Accelerator.
This collaborative effort offered information and
orientation to local small business owners,and to
those who are considering starting up a small
business.The concerted effort was conducted to
promote economic and business development in
Immokalee.Experienced presenters from
organizations like Prospera,SCORE,Goodwill
Microenterprise,and the Small Business
Administration offered their services at no cost.
Most shared important information on “How and
where to access capital,”“How to turn an idea into a
business,”and “How to grow and expand your
business.”A series of workshops will be offered in
the upcoming year.

Services of the Immokalee Beautification MSTU consist of managing
the maintenance of all public areas along Main Street (SR 29)and First

Property Maintenance,a local Immokalee vendor,has been providing
great service by performing various maintenance and repair services,
such as lawn mowing,sidewalk and gutter cleaning,landscape
maintenance,irrigation system management,and installing banners and
holiday decorations.
The MSTU board approved a conceptual design for the replacement of the three signs located north and
south along Main Street and at the west entry of First Street.The MSTU hired Q.Grady Minor &
Associates,P.A.(GradyMinor)to do the design.

The Florida Department of Transportation,District One Safety Office,
awarded Collier County design funds in the amount of $54,738.33 for
FY2019 and $662,333.00 for Construction/CEI for FY 2022.This project
is to be designed and constructed by the county under the requirements of
the Local Agency Program.
Both the CRA and the MSTU offered letters of support for the TIGER IX application submitted to
U.S.Department of Transportation by the Collier County Board of County Commissioners.The
Growing Connections to Create Mobility Opportunities in Immokalee will further implement the
vision to redevelop Immokalee into a safe pedestrian/multi-modal community.This project will target
specific high-traffic pedestrian areas identified in the Immokalee Walkability Community Study adopted
in 2011.

Immokalee Sidewalk Improvement Project
Immokalee CRA was awarded an additional $125,000 of
Community Development Block Grant funds to complete
the Immokalee Sidewalk Improvement Project.On
September 26,2017,the Board of County Commissioners
approved an amendment to the previously approved HUD
grant agreement between the BCC and the CRA for
additional funding in the amount of $125,000 and a time
extension for the Immokalee Sidewalk Improvement
Program.The overall grant budget agreement is now
$600,000.Construction is currently underway.The project
is expected to be completed in March 2018.

Blue Zone Project Southwest Florida Built Environment
On May 17,2017,Blue Zone Built Environment
consultants Dan Burden and Samantha Thomas
presented held a public workshop and stakeholder
meetings with members of the Immokalee CRA,
community leaders and the District 5 Commissioner.
The goal of the workshop was to begin the process of
identifying a marquee project.During the workshop,
the members identified their top three priorities for a
potential marquee,including Lake Trafford Road,
Main Street and Westlcox Road.

Hurricane Irma struck south Florida Sunday,September 10,2017,causing devastation that had not been seen
within the State in a decade.Communities on both the east and west sides of the peninsula were significantly
impacted,predominately seeing power outages to millions of homes,crushing fuel shortages,and a huge need for
basic humanitarian relief such as food,water,and emergency sheltering.Immokalee and its residents were in the
direct path.The community,while remaining vigilant in the face of the hurricane,was in a state of flux,trying to
feed its residents while also attempting to organize,manage,and control the tremendous flow of volunteer
organizations and donated goods coming into the community.
An Immokalee Response Team was requested by the Collier County Emergency Operations Center to provide
assistance to the community.The team was assigned the mission of coordinating the efforts of the non-
governmental organizations and the volunteers and donations received by the community.The team was also
given the task of communicating the need for resources of the community to the County for further assistance
and creating considerations for short-term,intermediate,and long-term response/recovery that can be utilized for
future incidents.

This project area encompasses approximately 50 miles of asbestos cement and undersized (2-inch and 3-inch

The Immokalee Water-Sewer District has a $21,000,000
construction project under way in the Immokalee Area.
The project is funded by USDA and consists of four
