Agenda 03/27/2018 Item #16A1403/27/2018 EXECUTIVE SUMMARY Recommendation to approve the findings of the Flood Protection Level of Service Study by the South Florida Water Management District as per the Cooperative Agreement. OBJECTIVE: That the Board of County Commissioners (Board) approve the findings, as summarized, of the Flood Protection Level of Service study performed by the South Florida Water Management District (SFWMD) for the primary flood control system within Collier County. CONSIDERATION: At the July 15, 2015 meeting, the Big Cypress Basin Board authorized staff to initiate a Flood Protection Level of Service Assessment of the primary flood control system comprising canals and structures in the major watersheds of Big Cypress Basin. The objective of the study was to evaluate the performance of the water management system under current and future conditions and help prioritize capital investments and identify areas within the Big Cypress Basin that may need increased flood protection. SFWMD staff has worked closely with County St aff to ensure that the study and findings are consistent with the Growth Management Plan. The Big Cypress Basin (BCB) Flood Protection Level of Service Study examines the County’s primary flood protection system for areas managed by the Big Cypress Basin , specifically, the Cocohatchee canal system, the Golden Gate canal system, the Belle Meade - Henderson Creek canal system and the Faka Union canal system (see figure). The study, funded by the Big Cypress Basin Board, is scheduled for completion in March 2018. The study has two parts: 1) evaluate the current level of flood protection provided by the primary flood control system, and 2) examine changes in level of flood protection under projected future (2065) conditions including land use development and sea level rise. The study findings will be used to support the BCB Capital Program and Strategic Planning efforts by identifying under -performing canal reaches and the long-term needs of the primary canals and structures. Future land use was based on the 2065 population-density estimates from Collier County’s Interactive Growth Model. Future sea level projections for 2065 were based on unified sea level rise projections from the Southeast Florida Regional Climate Change Compact. The effects of tide and storm surge were superimposed on sea level rise projections in the analysis. Sea level effects on groundwater were also incorporated in the analysis. SUMMARY OF FINDINGS: The existing level of service for the primary flood control system can handle a 10-year 3-day design storm. Some areas of the system could handle a 25-year 3-day design storm, but some areas would come out of bank without future improvements. Under the future condition model with build-out in 2065, areas that could be of concern with future development include: · Golden gate Estates upstream of GG4 · Areas upstream of COCO3 · Corkscrew watershed area · Henderson Creek watershed near the main outfall by US41 Sea Level rise of one foot will diminish the flood protection le vel of service in the Henderson Creek/Belle Meade system. In acknowledgement of these findings, staff from Collier County and the South Florida Water 16.A.14 Packet Pg. 688 03/27/2018 Management District/Big Cypress Basin will continue to explore projects and solutions that incorporate the natural environment, including utilization and optimization of dispersed water storage areas, flow ways and low- impact development strategies, etc. The dedicated funding provided by the proposed Stormwater Utility will create a mechanism to incentivize these types of watershed-scale initiatives, including options for individual, single-family development. Based on this study and findings, the Basin Board will be considering their revised 5-year CIP and will be submitting it as part of their annual update and approval to re-prioritize projects to address areas where flood control could be improved. FISCAL IMPACT: There is no fiscal impact related to this request. However, as provided above, the County and the SFWMD/BCB will continue to coordinate and evaluate capital projects for potential inclusion in their respective capital programs. GROWTH MANAGEMENT IMPACT: This request is consistent with the goals, objectives and policies of the Stormwater Management Sub-Element of the Collier County Growth Management Plan. LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal issue, and requires majority support for acceptance of the report. -JAK RECOMMENDATION: To accept the Level of Service Study findings for the primary flood control system.
