EXECUTIVE SUMMARY
Recommendation to reestablish the “Tickets to Ride” Program and authorize staff to develop a use
agreement with participating locations for Collier County citizens recreational amenities for All -
Terrain Vehicle (ATV) use in Southwest Florida at a cost not to exceed $20,000 annually and
suspend site evaluations.
OBJECTIVE: To provide opportunities for ATV enthusiasts to ride their vehicles at ATV riding
locations in Southwest Florida using funds from the South Florida Water Management District (SFWMD)
Settlement Agreement.
CONSIDERATIONS: In 2011, Collier County and the SFWMD entered into a Settlement Agreement
wherein SFWMD paid Collier County $3,000,000 to dispose of litigation arising out of a 2003 Agreement
between the parties in which the District was to convey 640 acres to Collier County for recreational ATV
use. Since that settlement, the Collier County Growth Management Department and Collier County Parks
and Recreation Division have been tasked with searching for land appropriate and suitable for an ATV
Park site. To date, and despite an exhaustive search, no land suitable for an ATV Park has been located
within or outside of Collier County.
On October 24, 2017, the Board of County Commissioners (Board) voted 4-0 with Commissioner
McDaniel abstaining to re-institute a modified version of the “Tickets to Ride” Program without advanced
purchases and an easy voucher process (purchase or reimbursement) that can be done from a website
application. In addition, the Board directed that the newly minted “Tickets to Ride” Program be vetted
with the ATV committee and brought back to the Board for their approval. The Board also requested staff
discuss with Big Cypress Basin lands associated with the original site identified for the ATV Park by
SFWMD near Lake Trafford.
The ATV Ad Hoc Committee has met and is recommending the institution of the Tickets to Ride with the
following stipulations:
Max Hasse Community Park will be the location to pick up a ticket for participation at
Family Fun Park and Florida Tracks and Trails.
To allow for fair distribution, participants will be limited to a maximum of 2 tickets at a time
that will be validated by the vendor and returned to Parks Administration for reimbursement.
Family Fun Park, Florida Tracks and Trails, and Big Cypress Preserve were identified as
potential parks to participate. At this time, the committee is recommending working with just
Family Fun Park and Florida Tracks and Trails; however, it is recommended that all parks
willing to participate be considered. Additional information regarding Big Cypress Preserve
will be sought and discussed with the Ad Hoc committee for future consideration.
Staff will provide bi-monthly reports on the program to the Ad Hoc Committee.
Parks and Recreation staff will reimburse the participating park(s) for admission of all Collier
County residents, who would receive a 50% discount on admission. Collier County residents
will pay the respective park their portion of the admission fee at the respec tive park after
being invoiced by the participating park.
Persons identified who have an ATV, side-by-side, jeep, motorcycle, or other off-highway
vehicles not already identified are eligible to participate.
Only interest income associated with the ATV Settlement cost center will be used to fund the program.
Once the funds have been expended for the fiscal year, the program will end. While the committee
recommended only two parks for the program, staff cannot support only allowing select parks to

participate without a Board approved solicitation with fair and equitable criteria.
Staff met with Lisa Koehler, Executive Director of Big Cypress Basin. Ms. Koehler provided the attached
document regarding the status of the Lake Trafford site for potential ATV use. The report identifies a
need to study the lands to determine mitigation strategies to alleviate hazardous materials associated with
the site. Ms. Koehler also indicated a willingness of the Basin to work with the County to develop the site
with a lease, sale, or potential donation for the use of an ATV Park. If the lands were acquired by the
County with a long-term lease (25-years), they would be eligible for state grant funds to develop the site
for ATV use. The ATV Ad Hoc committee is recommending t o the Board that staff continue the
discussions with Ms. Koehler to determine if it is feasible to acquire and use the site for ATV use.
Staff wishes to identify with the Board, the length of time involved in the unsuccessful acquisition of
suitable property to develop an ATV Park in Collier County. Since 2003, there have been several private
entities that have developed OHV parks in southwest Florida. In addition, Big Cypress Preserve provides
permits for ATV use as part of the mission of that National Park Service operated facility and is in Collier
County. While pursuing the potential use of the Lake Trafford site as a suitable location, there are
tremendous hurdles to be overcome, specifically the remediation of lands affected by being the spoil site
related to Lake Trafford cleanup. Estimates from the report attached suggest a range of options that are
priced between $3M and $12M. In addition, if a park were developed, an initial business plan created to
operate the park at the Immokalee Airport would require a general fund subsidy for operations and
maintenance of the facility. The only ATV park in Florida operated by a local government entity is Bone
Valley ATV Park in Polk County. The Parks and Recreation Director met with representatives from Polk
County last August, and they indicated that the current operations of that facility returned 40 cents on the
dollar of operating expenses, thus 60 cents on the dollar were subsidized by their respective general fund.
Given these circumstances, staff recommends not further pursuing the Lake Trafford site, look at
developing the “Tickets to Ride” program as a permanent fixture in providing support for this recreational
pursuit and avoiding the creation of an ATV park within the Collier County Parks and Recreation system.
With the development of Big Corkscrew Island Regional Park and the creation of the Sports Tourism
venue, resources from the general fund will be required to support these major initiatives. Opportunities
for this specialty recreational use are available, but not at a cost to the general fund. Using interest funds
to support the “Ticket’s to Ride” program will provide support for this recreational pursuit until a more
favorable approach (should the Board, in the future, choose to operate a facility) present itself.
FISCAL IMPACT: $3,016,261.52 is currently available in the ATV settlement fund. The estimated
interest for FY18 is $18,000; however, this is dependent on the market conditions and that amount can be
larger or smaller based on those fluctuations.
LEGAL CONSIDERATIONS: This Item has been reviewed by the County Attorney and is approved as
to form and legality and requires majority vote for approval. -JAK
GROWTH MANAGEMENT IMPACT: There is no Growth Management impact.
RECOMMENDATION(s):
To:
1. Direct staff to develop a standard use agreement with willing ATV facilities that will allow
Collier County citizens to recreate at these facilities as part of the Tickets to Ride Program, and
authorize up to $20,000 annually to fund the program.
2. Suspend site evaluations until such time a viable project is brought forward.

Dredge spoil Area Conversions OHV Park Lake Trafford
Immokalee, Florida
Background
Previous environmental sampling finding indicating that elevated metal specifically arsenic
was detected above the human health standards and that site corrective action would be
necessary prior to the conversion of this property to a recreation site.
The conversion of this site for the use of all-terrain vehicle onsite poses an elevated risk based
on the presence of impacted soils. The arsenic impact soils (dredge sediments) impacted with
heavy metal would be suspended and pose an elevated human health risk (inhalation)
The interior section of the project areas filled with dredge sediments is not suitable for Off
Highway Vehicles (OHV) without some geo technical improvement
The limestone berms onsite may be a valuable for site redevelopment
Converting the Property
The conversion of the property would require the following activities. A feasibility study should
be conducted to assess if the site can be modified to allow the property to be used for a HOV
park. The feasibility study should identify and assess those factor that would limit or increase cost
dramatically.
Permitting: A review of the existing permit is needed to assess what can reasonable can be
modified the associated cost and limitation based on the existing permit conditions.
Surface water control: How extensively can the internal or boundary berms be modified
without causing a surface water issue.
Cut &Fill: A review of the available material onsite needs to be assessed. This task would
assess if the limestone within the berm onsite could be used to develop additional roads
within the project. This review will require as-builts and any existing topo survey data.
Conceptual Park Plan: A conceptual park plan should be developed. The development of a
conceptual plan would allow for a preliminary assessment of the volume of material that is
needed to be moved onsite and if is there adequate soil onsite to support the construction
without bring in new clean fill. The conceptual plan can be relatively simple but can serve as
base line to assess availability of onsite fill.
Geo technical conditions. Assess if OHV trails can be built on the surface of the dredge
sediment to provide travel roads. Review availability and cost of geo technical mats or other
material that could provide a cost effective means to develop trails for light weight off road
vehicles.
Contaminate investigation: Intrusive sampling to assess the dredge sediment fill material
depth and substrate. Specifically, there would be a need to know if the material below
surfaces is dry and what is the consistency of the sandy, muck or wet material.

The existing heavy metal concentrations and the mobility in the sediments will also need to
be assessed. While metals will not degrade their mobility and availability can vary based on
site geo chemistry. This site has been dormant for 10 years, it is realistic that some
measurable geo- chemical site conditions, aerobic, anaerobic, ph, oxidation have occurred.
Based on resampling the previous human health risk assessment for the site should be
updated.
Summary
To assess the viability of converting the Lake Trafford spoil site from a dredge spoil site to a OHV
facility a feasibility assessment should be considered as a first step. The feasibility assessment
should assess permit conditions, engineering / safety concerns associated with the modification
of the boundary and internal berms. The assessment of storm water and water quality issues
with any modification of the berms as well as human health and ecological risk is needed. To
assess the cost of a feasibility study, a comprehensive scope of work would need to be developed
and submitted to contractors for pricing and schedule. It is anticipated that the cost of a feasibility
included some limited sampling is estimated 30k -40k.

Hi Barry,
1.The report states: “The HHRA indicates an ILCR for potential OHV riders and children/adolescents using the park
that exceeds the FDEP maximum allowable risk threshold when worst case exposure assumptions are
assumed.”That was due to the arsenic which, as a metal, typically won’t go anywhere so I would guess that the
levels today are similar to what they were in 2008.
2.From an environmental perspective, my preference is that the spoils be disposed of in a lined landfill which I
believe was the $20M option.
3.Levels of other contaminants can change in 10 years, at minimum you would want to re-sample before making
any decisions.
4.Section 1.2 Didn’t find any contaminants on the soil and groundwater before the dredged material was put
there…it would be interesting to see what was tested for, I would be surprised to find an agricultural operation
without remnants of pesticides.
5.Section 1.2 Year 2000 test, no results for nutrients*or total petroleum hydrocarbons. Arsenic levels exceed
residential clean up criteria.
6.Section 1.4 With the exception of 8 samples, PSI only tested for arsenic and copper.No results available for
nutrients. This also only tested Cell 1.
7.Task 2-Arsenic was over 4x the cleanup target level.Chromium and Total Recoverable Hydrocarbons were also
present above allowable levels.They only did the human health criteria on the arsenic.
Additionally Lake Trafford watershed currently has a TMDL for nutrients*, DO, and unionized ammonia.The dredged
material is most likely high in nutrients.It is also likely that the FDEP will implement a Basin Management Action Plan in
the near future which will require action by any potential source of nutrients going into Lake Trafford.
