EXECUTIVE SUMMARY
Recommendation to direct staff to explore and develop an Innovation zone to promote
Targeted Industries within Interchange Activity Center Nine (I-75 and Collier Boulevard)
and to evaluate the current mix of allowed land uses, the existi ng Interchange Master Plan
adopted for the Interchange Activity Center (IAC) and the feasibility of adjusting the
boundaries of the IAC and developing a flexible zoning overlay to facilitate economic
development and encourage targeted industry growth.
OBJECTIVE: To obtain Board of County Commissioners (Board) support to establish an
Innovation Zone for Interchange Activity Center Nine to promote Target industries and evaluate
the design stands adopted for the Interchange, the current land uses allocated within the IAC, as
well as the current configuration and determine the feasibility of developing a flexible zoning
overlay to further facilitate economic development.
CONSIDERATION: The Board has adopted Innovation Zones as a strategy to promote
economic development and diversify the local economy. Establishment of Innovation Zones are
designed to enhance Collier’s attractiveness for target industries in zones of geographic
concentration within unincorporated County by providing funding generated from the tax
increment growth in those zones to offset regulatory fee and infrastructure costs related to
attracting new target businesses or expansion of existing target business in Collier County. The
use of innovation zones as a dedicated economic development tool and funding source enhances
the County’s general welfare through the advancement of new employment opportunities, the
implementation of redevelopment initiatives, the creation of new economic development
opportunities and locations, and the expansion of existing employment centers.
Interchange Activity Center Nine (IAC9), which covers the geographic area of the I-75/Collier
Boulevard intersection is unique in that the land uses permitted within the district ranges from
heavy commercial to industrial use within three of the four quadrants. Additionally, the
proximity of IAC9 to Interstate-75 and the planned improvements to the interchange, supports
the location of Target Industries. Based upon these unique geographic and regulatory features,
staff is supportive in establishing an Innovation Zone for the area to leverage these attributes for
economic development opportunities and promote diversification to the County’s economic
base.
Additionally, IAC9 is unique in that the Board adopted an Interchange Master Plan for the area,
as well as architectural standards that are separate and above the architectural standards
contained within the LDC. These existing standards will need to be reviewed and adjusted to
help facilitate the development of Target Industries in relationship to the establishment of an
Innovation Zone for the promotion of targeted economic development. This process will include
stakeholder and public input. The vetting and development of these initiatives would come back
to Board for final approval and the land use changes would also be vetted through the Collier
County Planning Commission before coming back to the Board.

The innovation zone proposal can be brought back within the next few months with multiple
options in establishing the base tax year and defining how the funds can be applied for. The
review of IAC9 and the refinement of Targeted Industries will take approximately 12-18
months. The goal would be to work with the existing property owners, the Chamber of
Commerce, stakeholders, and potential interested businesses to expand IAC9, clarify the
Targeted Industries, and refine the zoning overlay.
The boundaries and governing framework of IAC9 is over thirty (30) years old and is certainly
ready for an update. The two largest propert y owners (Benderson Development Corp. and City
Gate) are willing to participate in this review. They have both worked with the County and
FDOT through multiple developer agreements that have supported roadway infrastructure,
utilities, and economic diversity.
FISCAL IMPACT: Revenue for staffing and potential consultants have been allocated within
the existing fiscal year and will be included in the FY2019 budget if this proposal is approved. It
is expected this endeavor will require modest staff time and total additional expenses would not
exceed $50,000 in FY 2019.
GROWTH MANAGEMENT IMPACT: The establishment of an Innovation Zone is
consistent with the GMP and any changes to Interchange Activity Center Nine will require an
amendment to the Future Land Use Element of the GMP and Land Development Code (LDC).
RECOMMENDATION: To direct Staff to explore and develop an Innovation Zone for the
recommended expansion of IAC9 and evaluate; the current mix of allowed land uses, the
existing Interchange Master Plan adopted for the Interchange Activity Center, the feasibility of
adjusting the boundaries of the IAC9 and developing a flexible zoning overlay to facilitate
economic development.
