EXECUTIVE SUMMARY
Recommendation to award Bid Number 14 -6330, "Master Pump Station 109 Improvements," to
Douglas N. Higgins, Inc., in the amount of $1,596,937 under Master Pump Station Technical
Support Project Number 70050.
OBJECTIVE: To maintain reliable and sustainable wastewater service by rehabilitating Master Pump
Station (MPS) 109.
CONSIDERATIONS: The proposed scope of work under Project Number 70050, "Master Pump Station
Technical Support," is consistent with the Capital Improvement Program (CIP) contained in the Water,
Wastewater, Irrigation Quality Water, and Bulk Potable Water User Rate Study approved by the Board of
County Commissioners (Board) on June 10, 2014, as Agenda Item I IC. Funding for Project Number
70050 is available in, and is consistent with, the FY2015 CIP Budget.
MPS 109 is located on the Pelican Bay Utility Site at the southern end of Watergate Way. This is a
critical pump station in the wastewater collection system and must be kept in operation at all times. This
project will update the station to current utility standards and increase its efficiency and reliability,
benefitting approximately 7,600 residential /commercial units in Pelican Bay, having a population of
approximately 13,000.
Improvements to MPS 109 include pump replacement, new piping, variable frequency drives, and
electrical controls. The electrical controls will be housed in a new, prefabricated, climate controlled
building to provide protection from the weather and extend equipment life. A diesel engine driven pump
and standby diesel generator will increase station reliability by providing emergency pumping capability.
Fencing and odor control are included to meet the county's standards of security and its good neighbor
policy.
Bid number 14 -6330 was advertised on August 5, 2014. Ninety -five prospective bidders downloaded bid
packages. On September 8, 2014, the three sealed bids received for the construction of this project were
opened. The bids are summarized below.

Staff and the local project design engineer, AECOM, determined that the lowest bid is fair and
reasonable, and recommend awarding the contract to Douglas N. Higgins, Inc. The bid is approximately
10 percent below the design engineer's opinion of cost of $1,77' ),280. The bid tabulation, analysis chart,
engineer's letter of recommendation, and contract are attached (Attaclnnents 1, 2, 3 and 4, respectively).
The bid specifications infonned the respondents that there may be unforeseen conditions associated with
the project. The bid amount incorporates an allowance of $125,000 for owner - directed additional work
including, but not limited to, modifications to existing piping, valves, electrical wiring and conduit. The
price for any additional work will be negotiated prior to commencement in accordance with the county's
Purchasing Ordinance and the terms of the agreement.

FISCAL IMPACT: Funding is available in, and is consistent with, the FY2015 Capital Budget approved
by the Board on September 18, 2014. The source of funding is the Wastewater User Fee Fund (414).
Using today's dollars, the total cost to replace the equipment at the station is $1,596,937, with a life
expectancy of 12 years for electrical, controls, pumps and mechanical equipment, generating an
approximate annualized capital cost of $133,000. The operating budget impact of the completed project
is reflected in the table below. The funding source will be user fees.

Operating costs reflect an estimate of the additional funds needed in the annual operating budget for each
fiscal year. The addition of the climate controlled electrical building and the diesel engine driven pump
represent an annual cost increase of approximately $5,500, while the improved efficiency of the pumping
system and the use of appropriately sized standby diesel generator provides an annual savings of
approximately $12,700. The net result is a $7,200 estimated annual savings in operating cost.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority vote
for Board approval. —SRT
GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan
standards to ensure the adequacy and availability of viable public facilities.
RECOMMENDATION: That the Board of County Commissioners, Ex- officio the Governing Board of
the Collier County Water -Sewer District, award bid number 14 -6330 to Douglas N. Higgins, Inc., in the
amount of $1,596,937 for the "Master Pump Station 109 Improvements "; and, authorize the Chairman to
sign the attached agreement after final review and approval by the County Attorney's Office.

Letter of Recommendation to Award Contract
Dear Wayne:
AECOM Technical Services, Inc. ( AECOM) has reviewed the apparent low bidder's (Douglas N.
Higgins, Inc.) bid proposal for the Master Pump Station 109 Improvements. This bid was received
by Collier County and publicly opened at 3:00 PM on September 8, 2014 at the County's
Purchasing Department. The County's Purchasing Department reviewed the bid for completeness,
bidder's responsiveness, and mathematical correctness. AECOM's review included a comparison
of Douglas N. Higgins, Inc.'s bid proposal with other submitted bids and the Engineer's estimate.
The purpose of Master Pump Station 109 Improvements is to replace the original pumps with new
equipment. The project consists of replacing three existing submersible pumps with three new
pumps, new backup diesel pump, new piping, new electrical building with VFD's and PLC, new
backup diesel generator with fuel tank, and site work including a new driveway and drainage
modifications.
Three bids were received by Collier County. The bids and the Engineer's Opinion of Probable
Construction Cost are summarized below:
