EXECUTIVE SUMMARY
Recommendation to concur with the selection of Ms. Stephanie Vick as the new Collier County
Health Administrator.
OBJECTIVE: To obtain the concurrence of the Board of County Commissioners regarding the
appointment of the new Collier County Health Administrator.
CONSIDERATIONS: The Collier County Health Department delivers a wide array of medical
and social services to our community with a total annual operating budget of nearly $11.2. The
previous Health Director retired in April and the State Department of Health initiated a search
for her replacement thereafter.
The position was advertised locally, statewide and nationally. Applicants were screened at the
State level and those deemed qualified for the position were forwarded to a local selection panel
that included the CEO & President of the NCH Healthcare System; the Administrator for the
Manatee County Health Department and the Collier County Public Services Administrator. The
panel conducted interviews and made recommendations to the Deputy Secretary for Statewide
Services, who in turn submitted a recommendation to the State Surgeon General, Dr. John
Armstrong.
It was the consensus of the interview panel and the Deputy Secretary that Ms. Stephanie Vick be
offered the position. Ms. Vick has more than 30 years of health care experience, including 23
years with the Collier County Public Health Unit. She holds a Bachelors degree in Nursing and a
Masters degree in Health Services Administration and is a licensed registered nurse. A copy of
her professional resume and a letter from the Surgeon General are enclosed with this agenda
item.
FISCAL IMPACT: The Health Administrator is a State employee and as such, her salary and
benefits are paid by the State of Florida.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney and is
approved as to form and legality. Florida Statutes Sec. 154.04 (Personnel of county health
departments; duties; compensation) provides in relevant part as follows:
(1) (b) The county health department director shall be a physician licensed under chapter 458 or
chapter 459 who is trained in public health administration and shall be appointed by the State
Surgeon General after the concurrence of the boards of county commissioners of the respective
counties. A county health department administrator trained in public health administration may
be appointed by the State Surgeon General after the concurrence of the boards of county
commissioners of the respective counties.
In her letter of September 5th, which is included in your back -up to this item, the State Surgeon
General is requesting the Board's concurrence of this appointment. Concurrence requires simple

GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with
this item.
RECOMMENDATION: That the Board of County Commissioners formally vote to concur with

The Florida Department of Health requests concurrence from the Collier County Board of County
Commissioners on the appointment of Stephanie Vick, MS, BSN, RN as the Administrator of the
Florida Department of Health, Collier County Health Department. County health departments sustain
the partnership between the Florida Department of Health and county government pursuant to Section
154.04, Florida Statutes. In keeping with state law, as well as our desire to maintain this important
partnership, the Florida Department of Health works collectively with county government when
selecting a new health department administrator.
Ms. Vick has an excellent and diverse background in all aspects of public health and has demonstrated
her ability as a skilled leader. I believe Ms. Vick will be an asset to the Florida Department of Health
and Collier County as its new health department Administrator.

appointment of Stephanie Vick, MS, BSN, RN as the Administrator of the Florida Department of Health,
