EXECUTIVE SUMMARY
n Recommendation to recognize FY 2014/2015 Federal Transit Administration Section 5311
additional revenue up to $404,500, authorize the Public Services Administrator to execute the
notification of funding award and approve appropriate budget amendments to minimize the use of
local funds for the Collier Area Transit system.
OBJECTIVE: To prevent a lapse in funding and safeguard the use of local funding.
CONSIDERATION: Collier Area Transit (CAT) has provided transit and paratransit
operations to Collier County for over 10 years through various Federal Transit Administration
(FTA) and Florida Department of Transportation (FDOT) grant funds. Since 2005, the FDOT
has provided FTA Section 5311 funds for CAT operations.
On November 13, 2012, FDOT executed a multi-year Joint Participation Agreement, Contact
AQR01, with Collier County for FTA Sec. 5311 grant support through December 31,2015. On
January 14, 2014 the Board approved Agenda Item 16D2 authorizing the submittal of another
year's funding application to FDOT for Contract AQR01 FY14-15 grant funds in the amount of
$404,500. The grant requires a dollar for dollar local match. Staff has budgeted $404,500 of
local funds in FY 15 for the required match.
Collier County should receive notification of additional revenue from the FDOT by September
of each year.However, in recent years the official fully executed FTA SEC. 5311 Notification of
Funding Award (NOFA) has arrived as late as December (last year). Since funding cannot be
spent until the NOFA is executed by both parties, County funds must be used for transit
operations in lieu of these grant funds during the award execution and County budget processing
period. To expedite the process and prevent excessive use of County funds, CAT is requesting
that the Collier County Board of County Commissioners appoint Stephen Carrell as its designee
to execute the funding award as soon as it arrives. Additionally CAT is requesting authorization
of award and match budget amendments, in the amount indicated in the FY14-15 application,
prior to receipt of the NOFA. Expense will be applied to this grant budget only after the NOFA
is fully executed. Budget changes required by the final allocation amount will be brought before
the Board as required.
FISCAL IMPACT: A budget amendment is required in FY15 for the amount of$404,500 to
recognize grant revenue for Contract AQR01 within CAT Grant Fund (424), Project 33235. A
budget amendment is also required to appropriate the 50% match requirement in the amount of
$404,500 within CAT Match fund (425), Project 33235. The source of the match will be
available within the adopted FY15 Collier County CAT budget that includes annual funding
from Gas Taxes within Transit Enhancement Fund 426.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires
majority vote for Board approval:SRT
GROWTH MANAGEMENT IMPACT: Transit capital and operations supports goals and
objectives of the Transportation Element of the Growth Management Plan.
RECOMMENDATION: That the Board of County Commissioners (1) recognizes the FY
2014/2015 Federal Transit Administration Section 5311 additional revenue up to $404,500, (2)
authorize the Public Services Administrator to execute the notification of funding award when it

is received; and. (3) authorizes the necessary budget amendments to maximize the use of grant
funds for transit operations.
