EXECUTIVE SUMMARY
Recommendation to approve execution of the 2013/2014 Federal Highway Administration Flexible Funds
grant award in the amount of$1,186,348 for the construction of improvements to the Collier Area Transit
Administration, Operations & Maintenance facility located at 8300 Radio Road and authorize a budget
amendment.
OBJECTIVE: To obtain grant funds for the construction of improvements to the Collier Area Transit
Administration,Operations&Maintenance facility located at 8300 Radio Road.
CONSIDERATION: On January 28, 2014 the Board approved Agenda Item 16D4 authorizing the
submittal of a grant application for the 2013/2014 Federal Highway Administration Flexible grant funds
in the amount of$1,186,348 for transit facility improvements located at 8300 Radio Road. The grant
requires a 20%match. Collier County received authorization from Florida Department of Transportation
(FDOT) on April 17, 2014 to use toll revenue credits in the amount of$296,587 as a soft match for the
grant.
The total estimated construction costs for phase 2 improvements to the CAT Administration, Operations
&Maintenance facility are$1,719,319. Phase 2 improvements includes,but is not limited to the addition
of a bus wash facility,passenger canopy and civil site work. Several grants are being utilized to fund this
project; the total amount of funding currently anticipated from various FTA grants (inclusive of this
application)is $1,869,240.00. Increased maintenance costs for the improvements are being considered as
part of the design process and will be provided prior to bid award.
On August 11, 2014,county staff received notification of award from the Federal Transit Administration
(FTA). Execution of the grant is processed through the FTA Transportation Electronic Award
Management System.
FISCAL IMPACT: A budget amendment is required in FY14 in the amount of$1,186,348 to recognize
the grant revenue funds to Collier Area Transit(CAT) Grant Fund(424), Project 33374. Collier County
has received approval from the Florida Department of Transportation for the use of toll revenue credits in
the amount of$296,587 as soft match in FY 14 Capital Grant Funds.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority
vote for Board approval.—SRT
GROWTH MANAGEMENT IMPACT: Transit capital and operations supports goals and objectives of
the Transportation Element of the Growth Management Plan.
RECOMMENDATION: That the Board of County Commissioners (1)approves execution of the grant
award for the 2013/2014 Federal Highway Administration Flexible Fund grant award in the amount of
$1,186,348 through the FTA Transportation Electronic Award Management System and(2)authorizes the
necessary budget amendment.

Project Details
These flex funds will be utilized for construction of a bus wash facility, canopy and civil site work required. This project is a
rehabilitation/renovation project for the Collier Area Transit Operations Administration and Maintenance Facility, an existing facility.
This facility was purchased by Collier County using local funds. The funds in this grant application will be used to complete this
phase of the project. Collier County will be using Toll Revenue Credits for the 20% match. A copy of the request to FDOT for use
of Toll Revenue Credits has been provided to FTA. The FDOT Toll Revenue Credit is for $296,587. Also, the final signed CE
concurrence letter from FTA has been attached for your use.
We anticipate awarding the bid by June 30, 2014 and finalizing construction by December 31, 2015. The following grants have
