EXECUTIVE SUMMARY
Recommendation to approve a $298,400 work order under Request For Quotation 14-6213-3 to
Douglas N. Higgins, Inc., to replace the Pigging Receiver Station at the South County Regional
Water Treatment Plant,Project No.70030.
OBJECTIVE: To maintain a reliable treatment process to meet the potable water demand, and remain in
compliance with all regulatory requirements at the South County Regional Water Treatment Plant
(SCRWTP),which serves customers throughout the Collier County water service area.
CONSIDERATIONS: The proposed scope of work under Project No. 70030, "SRO Wellfield
Restoration" is consistent with the Capital Improvement Program (CIP) contained in the Water,
Wastewater,Irrigation Quality Water,and Bulk Potable Water User Rate Study approved by the Board of
County Commissioners (Board) on June 10, 2014, as Agenda Item 11C. Funding for project 70030 is
available in,and is consistent with,the FY2014 CIP Budget.
The Water Department utilizes "pigs," or swabs, to periodically clean the insides of pipes. Typically, a
pig, constructed of wrapped flexible polyurethane foam, is launched into a pipe and removed downstream
at a pigging receiver station, along with any sediment or debris that was dislodged by the pig. The scope
of this project includes the replacement of the pigging receiver station at the SCRWTP which is used as
part of the reverse osmosis wellfield pipeline cleaning process. The existing nine-year-old equipment has
reached the end of its useful life due to the highly corrosive brackish water conditions.
Request for Quotation 14-6213-3,"SCRWTP Upgrades to Pigging Station,"was posted on July 10, 2014,
and distributed to all vendors under the Fixed-Term Underground Utilities Contract 14-6213 (for
treatment facilities) via the county's electronic quote process. All four vendors submitted quotations by
the August 4,2014,deadline. The quotations received are summarized below.

Staff and local engineering consultant, CDM Smith, Inc., determined the lowest quote is fair and
reasonable, and recommend awarding the work order to Douglas N. Higgins, Inc. The quote is
approximately one percent below the project consultant's $300,000 cost estimate. The Purchasing
Department concluded that the quote was competitive and representative of market conditions.The quote
summary, chart, engineer's letter of recommendation, and work order are attached (Attachments 1, 2, 3,
and 4,respectively).
The request for proposal informed the respondents there may be unforeseen conditions associated with the
project. The solicitation incorporated an allowance of $4,000 that included, but was not limited to,
unforeseen underground infrastructure which may be encountered during construction. The price for any
additional work that would utilize this allowance shall be negotiated prior to commencement in
accordance with the county's Purchasing Ordinance and the terms of the agreement.

FISCAL IMPACT: Funding is available in,and is consistent with,the FY14 capital budget approved by
the Board on September 19,2013.Funds are available in the Water User Fee Fund(412).The total capital
cost to implement this project is $298,400. This is a replacement project; therefore, operating costs are
not expected to change.
LEGAL CONSIDERATIONS: This item is approved as to form and legality,and requires majority vote
for Board approval.—SRT
GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan
standards to ensure the adequacy and availability of viable public facilities.
RECOMMENDATION: That the Board of County Commissioners, Ex-officio the Governing Board of
the Collier County Water-Sewer District,approve a$298,400 work order under Request for Quotation 14-
6213-3 to Douglas N. Higgins, Inc.; and authorize the Chairman to sign and execute the attached work
order after final review and approval by the County Attorney's Office.

Low Quote Evaluation-Recommendation for Award
Dear Ms.Abbott:
On August 4, 2014, quotes were received by Collier County for the SCRWTP Upgrades to
Pigging Station project. Four quotes were received and the apparent low quote was
submitted by Douglas N. Higgins, Inc.in the amount of$298,400.00 for Base Schedule 1 and
the identified project allowance ($4,000). The second low quote was submitted by Quality
Enterprises USA,Inc.in the amount of$372,772.00. The quote tabulation summary is
attached.
CDM Smith has reviewed the quote submittal of the low bidder. The quoted price is less
than one percent below the engineer's estimate of$300,000. Douglas N. Higgins, Inc.is on
the County's Annual Contract for Underground Utility and General Contractors"and as
such should be qualified to properly perform the work on this project.
In summary,we believe that Douglas N.Higgins,Inc.is the lowest, responsive,responsible
vendor and is qualified to perform the construction of the SCRWTP Upgrades to Pigging
Station project. CDM Smith recommends that Collier County award the project for the total
for Base Schedule 1,plus the project allowance.

"7.Contractor to install a 10-ft wide strip of Grout-Filled Rubble(Bank and Shore
