EXECUTIVE SUMMARY
Recommendation to authorize a budget amendment in the amount of $400,000 to Project No.
72505 to upgrade the Public Utilities Division's facilities located at Pelican Bay to meet safety and
compliance regulations and Department of Homeland Security standards.
OBJECTIVE: To renovate and update the Public Utilities Division's (PUD) facilities at Pelican Bay to
meet safety and compliance regulations, and upgrade the security system to comply with Department of
Homeland Security standards.
CONSIDERATIONS: Collier County has developed a robust and sustainable Irrigation Quality (IQ)
water system that provides more than five billion gallons of reclaimed water annually to meet its customers'
irrigation demands. Pelican Bay Services provides landscaping services, general road and utility
maintenance for the residents of Pelican Bay. The PUD also houses 3.5 million gallons of IQ water in its
onsite storage tanks. These tanks are the primary means for supplying Pelican Bay with IQ water as well
as being critical to providing IQ water for the northern part of Collier County. The PUD is committed to
maintaining the assets at the Pelican Bay site in coordination with Pelican Bay Services for the shared
common use by the IQ staff,the Wastewater Director and Pelican Bay staff.
The scope of the project includes renovating and updating a majority of the facilities at Pelican Bay
Services. The project will specifically address the main administration building, the chemical storage
facility,the facility fence line and other tie-in site upgrades.
The primary scope for the main building includes renovating the laboratory room to meet compliance
standards, installing an energy efficient heating/ventilation/air conditioning system,bringing the electrical
panel and system up to current code, and upgrading the security of the building including doors, card
access and cameras. For the chemical storage building, the scope includes providing repairs to the roof,
walls and foundations, as well as new safety and pollution control equipment, and an upgraded security
system including a new door, camera system and card access. The entire site requires a new security
perimeter fence,new gate and card access hardware,improved lighting and additional cameras.
FISCAL IMPACT: Funds are available in the Wastewater User Fee Fund(414). A budget amendment
of$400,000 from the Reserve for Contingencies is required to fund this project.
LEGAL CONSIDERATIONS: This item is approved as to form and legality,and requires majority vote
for Board approval.—SRT
GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan
standards to ensure the adequacy and availability of viable public facilities
RECOMMENDATION: That the Board of County Commissioners, Ex-officio the Governing Board of
the Collier County Water-Sewer District, approve a budget amendment in the amount of$400,000 from
the Reserve for Contingencies to Project No.72505 to renovate and upgrade the Public Utilities
Division's facilities located at Pelican Bay to meet safety and compliance regulations and Department of
Homeland Security standards.
