9/9/2014 16.B.1. EXECUTIVE SUMMARY Recommendation that the Collier County Board of County Commissioners acting in its capacity as the Community Redevelopment Agency(CRA) approve the attendance of three CRA staff members and one Local CRA Advisory Board member at the Florida Redevelopment Association 2014 Annual Conference; authorize payment of attendees' registration, lodging, travel and per diem from the Immokalee CRA Trust Fund (Fund 186) travel budget in a total amount not-to-exceed $4800 ($1200 per person x 4); declare the training received as serving a valid public purpose; and direct the County Attorney to amend the Bylaws of the CRA, and bring back for Board approval, to expressly authorize travel expenses for Advisory Board members with prior Board approval. BACKGROUND: Florida Statute 163.356(3)(d), "Creation of community redevelopment agency states, "At any time after the creation of a community redevelopment agency, the governing body of the county or municipality may appropriate to the agency such amounts as the governing body deems necessary for the administrative expenses and overhead of the agency..." Florida Statute 163.387(6), "Redevelopment trust fund states, "Moneys in the redevelopment trust fund may be expended from time to time for purposes directly related to financing or refinancing of redevelopment in a community redevelopment area pursuant to an approved community redevelopment plan and administrative/overhead expenses necessary or incidental to the implementation of a community redevelopment plan adopted by the agency." Collier County Ordinance 2000-42 establishes the Redevelopment Trust Fund and appoints the Board of County Commissioners (BCC) as the governing body of the CRA and the trustees of the Redevelopment Trust Funds. CONSIDERATIONS: Annually, the Local Advisory Board recommends the CRA Board approve travel and training funding for any Advisory Board member and CRA staff desiring to attend the Florida Redevelopment Association Annual Conference. The 2014 conference will be held October 7 — 10, 2014 in Miami, Florida. Currently, the Interim Director, and two staff desire to attend and one or more Local Advisory Board members may attend. The maximum cost is approximately $1,200 per person for registration ($395/person); lodging ($159/night/room), mileage and parking fees. Actual cost per person will vary depending on - 1 - Packet Page-1459- 9/9/2014 16.B.1. group travel, number of days attended and times of departure and return from either Naples or Immokalee. LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to form and legality, and requires majority vote for approval. Unlike, for example, the Planning Commission, the Immokalee Enterprise Zone Development Agency and the TDC Ordinances, there is no specific provision in the CRA Advisory Board Bylaws which would authorize travel expenses for CRA Board members. As a housekeeping item, it is recommended that the CRA Bylaws be amended to specifically provide for such reimbursement. The amendment would substantially track the language of the Immokalee Enterprise Zone Development Agency Ordinance, which provides in relevant part"Members of the Agency shall serve without compensation, but may be entitled to seek reimbursement for expenses reasonably incurred in the performance of their duties upon prior approval of the Board of County Commissioners." -JAK PUBLIC PURPOSE: To expand the Advisory Board member and CRA staffs' professional development. To attend the annual conference of the Florida Redevelopment Association for training and education about CRAs,their power and function; redevelopment programs available to CRAs toward the elimination of slum and blight in the Immokalee community redevelopment area. Through attendance at conference lectures and tours, attendees will become aware of successful programs and projects in other Florida CRAs. FISCAL IMPACT: Sufficient budget exists within the FY 2014 and proposed FY 2015 Immokalee CRA Fund 186 (Travel Professional Development)to fund the requested conference attendance. Registration fees ($395/person)will be paid in advance from the FY 14 budget and lodging ($159/night/person),travel and per diem will be paid from proposed FY 15 budget. The total fiscal impact of this request will not exceed $4,800.00 for four individuals at a rate of $1,200.00 each. Although this real life case study was a large project, the CRA was a relatively small one. We will be looking at an economic development incentive program, using a simplified fiscal impact model. New developments not only generate additional tax revenue and service fees, but also require local governments to build new infrastructure and provide additional services. Fiscal impact analysis tries to predict the net financial effect. We will supply plenty of useable take home information.
