EXECUTIVE SUMMARY
Recommendation to approve an extension of four years for completion of Site Development Plan
(SDP) improvements associated with Journey's End (SDP AR-6048)pursuant to Section 10.02.03 H
of the Collier County Land Development Code.
OBJECTIVE: To have the Board of County Commissioners (Board) approve a four year
extension for the completion of Site Development Plan (SDP) improvements associated with
Journey's End.
CONSIDERATIONS: On May 18, 2006, the Engineering Services department approved the
Site Development Plan (SDP) for Journey's End. On April 29, 2008, Engineering Services
approved a Site Development Plan Amendment(SDPA)for Journey's End. Collier County Land
Development Code Section 10.02.03 H.2 requires that construction must commence within 36
months of approval of a SDP or SDPA. The SDPA permit expired on April 29, 2011. The
owner has requested an extension for commencement of construction which would be retroactive
and extend to April 29, 2015. The Code also allows for 2, two year extensions which the
developer had not previously requested. Since this request has been made after the expiration
date,the Board must approve the request. The project technically expired on April 29,2011.
FISCAL IMPACT: The County will realize revenues as follows:

Revenue generated by this project: Total: $300.00 Extension Fees
Review and Inspection fees of$64,268.91 were paid in 2004.
LEGAL CONSIDERATIONS:, This item has been approved as to form and legality, and
requires a majority vote for Board approval.-SAS
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated
with this Executive Summary.
RECOMMENDATIONS:
1. That the Board accepts the applicant's extension request together with the appropriate fees.
2. Approve a four year extension until April 29,2015 for Journey's End(SDP AR-6048)so that
the developer may be in compliance with the time limit requirements of the Land
Development Code.
3. The extension approval is subject to the terms and conditions contained in the original
approval letter.

Engineering Services Department has reviewed the Final Site Development Plan for the
referenced project and has no objection to the construction of waster, sewer, paving and drainage
aspects of the project subject to the following stipulations:

COUNTY CODES INCLUDING PARKING FACILITIES, UTILITIES, TRANSPORTATION
AND THE LIKE.
b) A preliminary inspection and approval of the infrastructure for multi-family residential must
be done by Engineer Inspections prior to any Certificate of Occupancy being granted.
c) Permits from cther agencies, halving jurisdiction over this project shall be obtained prior to
start of construction. ,
d) Please call Mr. Don Nobles at 403-2391 to schedule a prey-construction meeting a minimum
of 48 hours prior to start of construction.
e) This Final Site Development Plan is approved due to the issuance of a Certificate of Public
Facility Adequacy#06-0148 with respect to Collier County Ordinance 93-82.

g) The review and approval of these improvement plans does not authorize the construction of
required improvements, which are inconsistent with easement of record,.
h) Upon completion of the infrastructure improvements associated with a site development
plan, end prior to the issuance of a certificate of occupancy, the engineer shall provide a
completion certificate as to the improvements, together with all applicable items referenced
inn Section 3.2.6.5.3 of this codes including electronic disk. Upon a satisfactory inspection of
the improvements, a certificate cif occupancy may then be issued,
i) SIGNAGE RESTRICTIONS: Please be advised that any permanent sign (wall, ground,
monument, directory, etc.) requires a separate building permit and must meet the provisions
of the Collier County Land Development Code, Section 5.06, and.lor the applicable
