9/9/2014 10.B. EXECUTIVE SUMMARY Recommendation to approve the submission of a Florida Highway Beautification Council grant application to the Florida Department of Transportation (FDOT) for a median improvement project involving a portion of State Road 951 (Collier Blvd.), from Fiddler's Creek to Mainsail Drive,in the amount of$100,000 for construction installation and$25,000 for design and inspection costs. OBJECTIVE: To receive approval to submit a Florida Highway Beautification Council grant application to the FDOT for landscape and irrigation median improvements for State Road 951 (Collier Boulevard), and all associated funding for design,installation,and maintenance. CONSIDERATIONS:,The Florida Highway Beautification Council is a seven member Council within the FDOT that approves the selection of each landscape project. The Council includes two private citizens,a landscape architect, and representatives of the Florida Federation of Garden Clubs,the Florida Nurserymen Growers and Landscape Association,the Department of Agriculture and Consumer Services and the Department of Transportation. In 2007,Fiddler's Creek Community applied for the Florida Highway Beautification Council (FHBC) grants program for landscape and irrigation improvements on State Road 951 (Mainsail to Championship Drive); unfortunately FDOT withdrew funding for the program that same year. FDOT recently re- instated funding for the FHBC grant program with a maximum award of$100,000 per project. If approved, the grant will provide median landscape and irrigation construction improvement on State Road 951 (0.6 mile project length)between Fiddler's Creek to the unimproved median(.5 miles)north of Mainsail Drive, at an installation cost of $100,000. The grant application and resolution are attached hereto and must be fully executed and submitted by October 1, 2014. The Beautification Council will review and make grant selections in January 2015. The project must be completed by June 30, 2016. There is no conflict with existing road projects currently under construction. The US 41 East and SR/CR 951 intersection project will be completed in the fall of 2015. The total estimated cost of this proposed project is $125,000. The $100,000 construction cost would be covered by the grant award, which would be reimbursed to the County upon project completion. The County would contribute a cost-share amount to the project in the amount of$25,000 for the expense of design and construction inspection services. Since this is a reimbursable grant, funding is available in Fund 111,Landscape Maintenance. FISCAL IMPACT: The maximum grant request awarded is $100,000. The total project cost is $125,000. The Road Maintenance/Landscape Department will be requesting $100,000. If awarded the • grant,the County would be reimbursed in the amount of$100,000.Funds for design and inspection in the amount of$25,000 would be utilized through Fund 111 Landscape Maintenance. Annual maintenance is $25,800 and would be budgeted beginning FY16 from Fund 111,Landscape Maintenance. GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated with this Executive Summary. Within Rule Chapter 14-40, Florida Administrative Code,are sections dealing with the grant application process,grant award process,and funding,construction,and maintenance of beautification projects. These documents and other helpful information can be reviewed on Florida's Highway Beautification Programs website, http://www.dot.state.fl.us/proiectmanagementoffice/highwaybeautification/ When a decision is made to apply for a Florida Highway Beautification Council Grant,please immediately notify the District Highway Beautification Council Grant Coordinator(Grant Coordinator). A directory of Grant Coordinators is posted on the program website. The Grant Coordinator will provide guidance,and help ensure that no other Department projects are in conflict with the grant project. Grant applications for landscape projects in conflict with other Department projects will not be accepted. Please complete all items in this application. This form includes a three tab Excel spreadsheet that can be found on the Florida Department of Transportation website. Attached sketches,photographs,conceptual plans,maps,narratives,and spreadsheets must be bound,and be no larger than 11 x 17 inches. Any pages larger than 81/2 x 11 inches must be folded. Maximum number of pages for the application is 15;excluding plans,resolutions,and letters of support. To be eligible for a grant,ten(10)paper copies and a digital copy of the completed application form and other project information included in supporting documents must be received by the Grant Coordinator by the end of business on October 1. Late or incomplete applications,or any addendums or changes will not be accepted. Please retain a file with at least one copy with original signatures of all submitted documents. RESOLUTION NO.2014- A RESOLUTION BY THE BOARD OF COUNTY COMMISSIONERS, COLLIER COUNTY,FLORIDA,APPROVING THE SUBMISSION OF AN APPLICATION FOR A HIGHWAY BEAUTIFICATION GRANT AND, IF AWARDED, TO CONSIDER ACCEPTING THE AWARD AND ENTERING INTO A HIGHWAY BEAUTIFICATION COUNCIL GRANT, LANDSCAPE CONSTRUCTION, AND MAINTENANCE MEMORANDUM OF AGREEMENT WITH THE FLORIDA DEPARTMENT OF TRANSPORTATION (FDOT), FOR A PORTION OF SR 951 FROM FIDDLER'S CREEK TO MAINSAIL DRIVE. Whereas, the Board of County Commissioners of Collier County, Florida (the "Board"), seeks to beautify and improve various rights of way by landscaping within Unincorporated Collier County; and Whereas,many roadside areas and median strips within FDOT rights of way must be maintained and attractively landscaped;and Whereas, the Board wishes to authorize Collier County to apply for a Highway Beautification Council Grant (the "Grant") from the FDOT in the maximum amount of the $100,000.00, to construct a project located on a portion of SR 951 from Fiddler's Creek to Mainsail Drive(the"Project");and Whereas,the anticipated Project budget is $125,000, which includes a$25,000.00 cost share budgeted by the County's Growth Management Road Maintenance Department for design and construction services;and Whereas, if the Grant applied for is awarded to the County, the Board will thereafter consider accepting the award and entering into a Highway Beautification Grant, Landscape Construction, and Maintenance Memorandum of Agreement between with the FDOT;and Whereas, if the Grant is awarded, the $100,000.00 grant amount will be reimbursed to the County upon completion of the Project and the future maintenance of the relevant landscaped median strips shall be the responsibility of the County to maintain. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners Collier County,Florida,that: Section 1. The Board hereby authorizes Collier County to apply for a Highway Beautification Council Grant from the Florida Department of Transportation, and if awarded, to consider accepting the grant and entering into a Highway Beautification Grant, Landscape Construction and Maintenance Memorandum of Agreement with the FDOT. In the event the Grant in the amount of$100,000.00 is awarded, the County will provide cost-share funding required to complete the project in the additional amount of$25,000 for design and construction services, for a total Project cost of$125,000.00; of which the $100,000.00 Grant award will reimbursed to the County upon completion of the Project. Section 3. In the event the Grant is awarded, future maintenance of the relevant improved median strips shall be the responsibility of the County to maintain through the Collier County Beautification program. Section 4. The Clerk for Collier County, Florida is hereby directed to send copies of this Resolution to the Department of Transportation and all other persons as may be directed by the Board.
