EXECUTIVE SUMMARY
Recommendation to adopt an amendment to Ordinance No. 2017-53, which re-established the
County Government Productivity Committee, to eliminate the requirement for staggered terms.
OBJECTIVE: To eliminate the requirement for staggered terms of office for the County Government
Productivity Committee.
CONSIDERATIONS: On December 12, 2017, the Board of County Commissioners adopted Ordinance
No. 2017-53, re-establishing the County Government Productivity Committee. Section Three of
Ordinance No. 2017-53 requires the initial terms of office of the Committee members to be staggered,
which comports with the Board’s general advisory board ordinance, Ordinance No. 01-55, which requires
terms of office of all advisory boards be staggered.
At its February 27, 2018 regular meeting (Item 12 -B) the Board appointed the initial members to the
Committee, and after due consideration, requested Ordinance No. 2017-53 be amended to eliminate the
requirement for staggered initial of office for this Committee. The proposed amendment reads as follows:
SECTION ONE: Amendment to Section Three of Ordinance No. 2017-53.
Section Three is hereby amended as follows:
SECTION THREE: Terms of Office.
The initial terms of office of the Committee members and each appointment or re-appointment
thereafter shall be as follows: for two (2) years.
A. Three (3) of the District members shall serve for one (1) year.
B. Two (2) of the District members shall serve for two (2) years.
C. The at-large members shall serve for two (2) years.
Thereafter, each appointment or re-appointment shall be for a term of two (2) years. A member
of the Committee may be re-appointed by the Board of County Commissioners for one (1) successive
term; however, other qualified applicants may be considered for any vacancy. Appointments to fill any
vacancies on the Committee shall be for the remainder of the unexpired term of office.
SECTION TWO: Exception to Section Seven of Ordinance No. 01-55, as amended.
This amendment is intended to be an exception to Section Seven of Ordinance No. 01-55, as
amended, which requires staggered terms of office for County Boards.
FISCAL IMPACT: The cost of advertising the proposed amendment was $354.02.
GROWTH MANAGEMENT IMPACT: None.
LEGAL CONSIDERATIONS: The proposed ordinance was drafted by the County Attorney, is
approved as to form and legality, and requires a simple majority vote for approval. -JAK
