EXECUTIVE SUMMARY
Recommendation to approve the attached Collier County Airport Authority Standard Form Lease
Agreement with Brightest Antares, LLC (dba Silsby Aviation) for office space at the Marco Island
Executive Airport.
OBJECTIVE: To generate revenue by leasing vacant space and provide commercial aeronautical
services to the public at the Marco Island Executive Airport (MKY).
CONSIDERATIONS: The vacant office space is approximately seventy (70) square feet, and is located
within the general aviation terminal building. Airport staff solicited letters of intent from parties
interested in leasing office space at MKY for the purposes of conducting commercial aeronautical
services. The advertisement was posted at MKY, on the Authority’s website, and email notices were sent
to existing tenants and aviation service providers that previously expressed interest in leasing the space at
MKY.
On January 31, 2018, the closing date for the advertisement, one proposal had been received from
Brightest Antares, LLC (dba Silsby Aviation). Staff has reviewed this proposal, and recommends entering
into an agreement with Brightest Antares, LLC for available office space at MKY in support of their
commercial flight instruction activities.
In addition to the initial monthly lease rate of $113.43, plus applicable taxes, the tenant will pay the
Authority an annual Commercial Operating Fee of $200.00, plus applicable taxes, both in accordance
with the currently approved rates and charges. The term of the lease is five (5) years with a provision that
either party may terminate for any reason with sixty (60) days prior written notice.
As construction of the new terminal facility at MKY is expected to be completed during the term of this
lease agreement, the lessee will be granted the first right of refusal to lease comparable office space
within the new building. If such option is exercised, an amendment will be brought forth at a future date
to reflect any applicable change in lease terms.
FISCAL IMPACT: Monthly rent in the amount of $113.43, plus an annual Commercial Operating Fee
of $200.00, will be deposited into the Airport Authority Operating Fund (495), Marco Island Executive
Airport Cost Center upon collection.
GROWTH MANAGEMENT IMPACT: There is no impact to the Growth Management Plan related to
this action.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority vote
for Board approval. --JAB
RECOMMENDATION: To authorize the Chairman to sign the attached Collier County Airport
Authority Standard Form Lease Agreement with Brightest Antares, LLC (dba Silsby Aviation) for office
space at the Marco Island Executive Airport.

any other rights or remedies which otherwise may be available to an
indemnified party or person described in this paragraph. This section does not
pertain to any incident arising from the sole negligence of Collier County.

General Liability where required
8. The Certificate Holder shall be named as Collier County Board of County Commissioners, OR, Board of
County Commissioners in Collier County, OR Collier County Government, OR Collier County. The Certificates of
Insurance must state the name of the Lease and location of the leased property.

NOTICE IS HEREBY GIVEN THAT THE COLLIER COUNTY A IRPORT AUTHORITY

LEAS ING VACANT OFFICE SPACE LOCATED AT THE MARCO ISLAND
EXECUTIVE AIRPORT (MKY) FOR COMMERCIAL AVIATION SERVICE PROVIDERS
Use of the propert y shall be for the sole purpose of providing commercial aeronautical services
(ie: air carrier/charter operations, air taxi, pilot training, aircraft rental, sightseeing, aerial
photography, flying clubs, etc) to the general public. The office space is approximately 70
square feet, and is located within the general aviation terminal building. The Authorit y desires
to award a lease term not-to-exceed five years, to include a 60-day earl y- termination
provision. The minimum annual rent for the first year term shall be at a rate of
$19.4451 per square foot, remitted monthly. The rent shall increase annually on January 1st,
based on the Consumer Price Index (CPI) throughout the life of the lease agreement.
The proposer shall meet the requirements set for in the Authority’s published “Minimum
Standards for Commercial Aeronautical Activity and Service Providers at the Collier County
Airports” (Minimum Standards) in order to be deemed responsive. The proposal shall contain, at
a minimum, the requirements outlined in Section 3 – “Applications and Qualification” to
demonstrate sufficient intent. The awarded proposer shall enter into a Lease Agreement with
the Authority within sixty (60) da ys from the last publication of this notice in order to address
additional terms and conditions deemed necessary b y the Authorit y.
