EXECUTIVE SUMMARY
Recommendation to approve periodic auctions, acceptance of bids and/or donations to 501C3
organizations throughout Fiscal Year 2015 for the disposal of Collier County surplus vehicles and
equipment and authorize transfer paperwork; and accept, ratify, and record a report of those asset items
once the disposal has been finalized.
OBJECTIVE: To lawfully dispose of County property that is obsolete, uneconomical or
inefficient and serves no useful business purpose to County operating departments.
CONSIDERATION: Historically, Collier County has conducted its annual fleet and equipment
auction in March / April. While this auction has been very successful, there are a number of
vehicles and/or pieces of equipment that become obsolete or unusable throughout the fiscal year,
and it has become impracticable and costly to store the vehicles and equipment prior to the
auction.
For example, the Public Transit & Neighborhood Enhancement (PTNE) Department (formally Alternative
Transportation Modes Department) has two fixed route buses that, in accordance with the Federal
Transit Administration (FTA) guidelines, have reached their useful life. The buses were purchased in
2004 with federal funds and because they exceed their useful life, were replaced in June of 2014. Staff
have consulted with and notified FTA of the intent to sell the surplus buses as there is no other need at
the County for the buses or parts.
The buses would typically be sold with other vehicles during the County auction in March 2015 but the
Collier Area Transit (CAT) facility on Radio Road will be going through major construction with site
work beginning in September, limiting the yard space available for storage. Because of the space
limitations it is necessary to dispose of the buses as soon as possible rather than waiting for the County
auction.
Staff is requesting that for surplus disposals that are less than $50,000, the Board authorize the County
Manager to conduct the surplus disposal(s) [as outlined in Florida Statute section 274.06] through
periodic auctions, acceptance of formal bids advertised on the County's Online Bid System and/or
authorized donations to 501C3 organizations throughout Fiscal Year 2015; and, accept, ratify, and
record a report of those items once the disposal has been finalized. For anticipated sales
greater than $50,000, the Purchasing Department, or individual operating departments, will
obtain approval from the Board prior to the disposal event.
FISCAL IMPACT: Upon completion of the disposal, the Purchasing staff will return to the BCC with an
accounting of the disposed assets, and budget amendments recognizing revenue.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority vote
for Board approval.—SRT
GROWTH MANAGEMENT IMPACT: There is no growth management impact as a result of this
executive summary.
RECOMMENDATION: That the Board of County Commissioners authorizes the County Manager to
conduct periodic auctions, accept bids, and/or make donations to 501C3 organizations throughout Fiscal
Year 2015 for the disposal of Collier County surplus vehicles and equipment and authorize transfer
paperwork; and accept, ratify and record the report(s) of those transactions once the disposal has been
finalized.
