EXECUTIVE SUMMARY
Recommendation to approve and authorize the Chairman to sign the revised "Certification for
Implementation of Regulatory Reform Activities Required by SHIP" and SHIP Certification for
Fiscal Year 2011/2012,2012/2013, and 2013/2014 to ensure compliance with program requirements.
OBJECTIVE: To comply with State Housing Initiatives Partnership (SHIP) Program annual
certification submission requirement.
CONSIDERATIONS: On September 9, 2014, the Board approved the SHIP annual report and
certification forms Item 16.D.12 . Following submission of the certification forms, staff was informed by
Florida Housing Finance Corporation that the forms were changed. Accordingly, Board approval of the
updated forms is required.
Section 420.9075(10), Florida Statutes requires participants in the SHIP program to submit an annual
report signed by the county's chief elected official, or his or her designee,to certify that the local housing
incentive strategies and the local housing incentive plan have been implemented or are in the process of
being implemented
The SHIP fiscal year runs from July 1 to June 30. Local governments have three years to expend program
funds. By September 15 after the end of the third year or when all funds for fiscal year allocation are
spent (whichever occurs first), the County must submit a "closeout" report outlining its affordable
housing program and accomplishments to the Florida Housing Finance Corporation .
The annual reports were submitted on September 12, 2014 and the certification forms on September 15,
2014 to the Corporation via the Internet. It is the policy of the Corporation that once the annual report and
certification forms are executed and submitted to the Florida Housing Finance Corporation, Collier
County is in compliance with the reporting requirements of the SHIP program. The submission of these
revised forms in no way impacts the County's compliance with SHIP program requirement per the
Corporation.
FISCAL IMPACT: The proposed action has no new fiscal impact. The funding source for this grant is
Florida Housing Finance Corporation. Funds are budgeted in the SHIP Grant Fund 791, Projects 33198,
33222 and 33258. Execution of the certifications will ensure that Collier County continues to be eligible
to participate in and receive future funding from the SHIP Program.
GROWTH MANAGEMENT IMPACT: Execution of this certification and continued participation in
the SHIP Program will allow Collier County to enhance the development of affordable workforce housing
in accordance with the Housing Element of the Growth Management Plan of Collier County.
LEGAL CONSIDERATIONS: The certifications are form documents provided and required by Florida
Housing Finance Corporation. This item is approved for form and legality and requires a majority vote
for Board action.—JAB
STAFF RECOMMENDATION: That the Board of County Commissioners approves and authorizes
the Chairman to sign the "Certification for Implementation of Regulatory Reform Activities" and SHIP
Certification for Fiscal Year 2011/2012, 2012/2013. and 2013/2014 to ensure compliance with program
