12/9/2014 16.E.8. EXECUTIVE SUMMARY Recommendation to change the name of the service provider on the Certificate of Public Convenience and Necessity and Permit issued to North Naples Fire Control and Rescue District to North Collier Fire Control and Rescue District due to merger of the North Naples Fire Control and Rescue District and Big Corkscrew Island Fire Control and Rescue District. OBJECTIVE: To change the name on North Naples Fire Control and Rescue District's Certificate of Public Convenience and Necessity (COPCN) to North Collier Fire Control and Rescue District for presentation to the State of Florida, Department of Health so that it may obtain a state license to operate non-transport services beginning January 1, 2015. CONSIDERATIONS: At the October 28, 2014 Board Meeting, Item 16E2, the Board approved the annual renewal of the COPCN and Permit issued to North Naples Fire Control and Rescue District. On November 4, 2014 a merger of the North Naples Fire Control & Rescue District and Big Corkscrew Island Fire Control and Rescue District was approved by referendum. Effective January 1, 2015, the two fire districts will merge into a fire district to be known as the North Collier Fire Control and Rescue District. The Boards of the two fire districts will also merge resulting in a Board comprised of fire commissioners from both Districts. In order for North Collier Fire Control and Rescue District to operate on January 1, 2015, it must obtain a license from the State of Florida, Department of Health. To qualify for a State license North Collier Fire Control and Rescue District must have a COCPN. Accordingly, this item is to change the service provider name on the COPCN and Permit. North Collier Fire and Rescue District will provide Non-Transport Advance Life Support services only within the North Naples Service Delivery Area, and with the same vehicles as originally authorized by the COPCN and Permit. LEGAL CONSIDERATIONS: Technically, this item may be considered an assignment or renewal requiring a hearing in accordance with Section 50-63 of the County's Code of Laws and Ordinances. Given that the fire commissioners presently on the North Naples Fire Control and Rescue District will continue to be on the Board of the North Collier Fire Control,this item may be considered a simple name change with no other changes to the documents. Accordingly, this item is approved for form and legality and requires a majority vote for Board approval. -JAB FISCAL IMPACT: There is no fiscal impact associated with this item. GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this item. RECOMMENDATION: That the Board changes the name of North Naples Fire Control and Rescue District to North Collier Fire Control and Rescue District on the Certificate of Public Convenience and Necessity and Permit and authorizes the Chairman to sign the documents. On January 1, 2015, the two fire districts will merge into the North Collier County Fire Control and Rescue District. The North Naples Fire Control & Rescue District respectfully requests that the name of its Certificate of Public Concern and Necessity be changed to the North Collier County Fire Control and Rescue District as of January 1, 2015. The North Collier County Fire Control and Rescue District will only provide Non-Transport Advance Life Support services within the North Naples Service Delivery Area. This service delivery area corresponds to the existing boundaries associated with the North Naples Fire Control & Rescue District's Certificate of Public Concern and Necessity. No other changes are being requested. In order to avoid any disruption to the delivery of Non-Transport Advance Life Support services to the citizens within the North Naples Service Delivery Area, please include this request to revise the name to the North Collier County Fire Control and Rescue District on the Collier County Board of County Commissioners December 9, 2014 meeting agenda.
