EXECUTIVE SUMMARY
Recommendation to accept a proposal from CB&I Coastal Planning & Engineering
(CB&I/CP&E) dated November 18, 2014 for Wiggins Pass Interim Dredge Analysis &
Design, Permitting and Bid Assistance; authorize a work order under Contract No. 13-
6164-CZ for a not to exceed amount of$62,992.75; authorize necessary budget amendment
and make a finding that this item promotes tourism (Project No. 195-80288).
OBJECTIVE: To accept a proposal from CB&I/CP&E for Wiggins Pass Interim Dredge
Analysis & Design.
CONSIDERATIONS: In spring 2013, Wiggins Pass underwent maintenance dredging that
removed 107,370 cubic yards of material from the pass. CB&IICP&E will provide the
engineering services as required to obtain a Notice-to-Proceed from FDEP and provide bid
assistance to conduct maintenance of Wiggins Pass. This interim dredging event, which has
been programmed as a two year "cleanup" dredge is limited in scope and will only address hot
spot accretional areas within the channel. This interim dredge has been planned and permitted
and falls between major maintenance dredging anticipated every four years.
This proposal contains the tasks necessary to bring the project through bidding, as well as a
contingent task. The dredge design, construction plans and specifications, notice-to-proceed
development and bidding assistance total $35,031.50 and are required to engineer the project.
The contingency task is a new pre-construction survey and if required, will cost $27,961.25.
Annual pass monitoring was last conducted in August 2014. Staff anticipates using the August
2014 monitoring report as the basis for the dredge design. However, if initial investigation
indicates that significant shoaling has occurred in the hot spot areas then a new preconstruction
survey will be conducted.
FISCAL IMPACT: Funding for the proposed work order is not presently included in the
budget. However, sufficient funding is available in Tourist Development Tax Fund (195)
reserves. A budget amendment will be necessary to move funds, in the amount of$62,992.75,
from reserves into Project No. 80288. Funding for this project will not be requested for
reimbursement from any grantor agency.
GROWTH MANAGEMENT IMPACT: There is no impact to the growth management plan
related to this action.
ADVISORY COMMITTEE RECOMMENDATIONS: At the November 24, 2014 Tourist
Development Council (TDC) meeting, this item was unanimously approved by a 5 to 0 vote.
This item will be presented to the Coastal Advisory Committee (CAC) at the December 11, 2014
CAC meeting.
LEGAL CONSIDERATIONS: This item has been approved as to form and legality and
requires majority vote for approval.—CMG

This letter is in response to Collier County's request for a proposal for CB&I Coastal Planning &
Engineering, Inc. (CB&I) to perform staff engineering tasks under the above referenced contract, to
support the County during preparations for maintenance of Wiggins Pass. CB&I will conduct a dredge
analysis to determine maintenance and disposal areas, produce construction plans and technical
specifications, perform a pre-construction survey, coordinate with FDEP for a Notice to Proceed and
provide bidding assistance to the County. A detailed scope of work is attached in Exhibit A.
A fee proposal is included as Exhibit B, and the rate schedule is provided as Exhibit C. The cost with
time and materials is not to exceed $62,992.75.

Wiggins Pass: Dredge Design, Construction Plans & Specifications, FDEP NTP and
Bidding Assistance

Scope of Work
Contract Number 13-6164
Introduction
In spring 2013, Wiggins Pass underwent maintenance dredging that removed 107,370 cubic
yards of material from the pass; as planned, it will require interim dredging on approximately a
two-year schedule. CB&I Coastal Planning & Engineering Inc. (CB&I) will provide the
engineering services described below as required to obtain a notice to proceed from FDEP and
review bids to conduct maintenance of Wiggins Pass.
This proposal contains the tasks necessary to bring the project through bidding, as well as a
contingent task. This proposal does not include pre-, during-, or post-construction services, such
as pre-construction meeting attendance, construction observations, project certification or post-
construction surveys.
1. Dredge Design
This interim dredging event, which was anticipated and is already permitted, is intended to be
limited in scope to address hot spot accretional areas within the channel. The August 2014
monitoring survey will be used as the pre-construction design condition for analysis of dredge
and disposal areas. CB&I engineers will review the August 2014 conditions against the permitted
dredge template to identify infilling that has occurred since the 2013 dredging event and
determine areas requiring interim maintenance. These maintenance dredge areas will be
numbered and prioritize through consultation with the Coastal Zone Management Department to
meet County objectives. Disposal areas for each dredge area will be identified and delineated
within the permitted disposal areas. The objectives of the interim dredge design will be to
improve navigation at the major checkpoints. This will not be a comprehensive maintenance
dredging event.
Volume calculations will be completed to determine the quantity of sand to be dredged in each
maintenance dredge area. An interim design and a complete set of design documents will be
provided to the County for review. Upon approval from the County, CB&I will incorporate this
design into the construction documents.
2. Construction Pans & Specifications
CB&I will prepare construction documents including construction plans and specifications
necessary for bidding the project. The construction plans will include plan views and cross-
sections sufficient for the construction of the channel dredging project. The plans will provide
survey control information which will allow the contractor to clear out accretional areas within
the channel. The spoil site will be delineated within the disposal locations permitted by FDEP
and USACE permit conditions. The plans and specifications will incorporate instructions for
mechanical excavation. The plans will be based on the August 2014 survey and documents from

previous plans and specifications. The disposal areas will be positioned to minimize channel
shoaling.
Specifications developed for the project will include: Technical Specifications with
Environmental Protection Summary. We will integrate the QA/QC plan, turbidity standards, and
permit conditions into the work. The Engineer will provide plans and specifications in Acrobat
and Word format. The quantities will be based on the August 2014 survey.
3. Notice to Proceed
CB&I will work to expedite the receipt of a Notice to Proceed from the agencies. In support of
acquiring a Notice to Proceed, CB&I will coordinate with FDEP and submit the following
information:
1. Two (2) copies of the plans and specifications.
2. Turbidity monitoring qualifications. The names and qualifications of individuals
performing water quality functions along with 24-hour contact information shall be
submitted for approval.
A copy of the plans and specifications will also be provided to the USACE in Fort Meyers, FL.
4. Bidding Assistance
CB&I will assist the County in their lead of the bidding process. CB&I will attend the Pre-Bid
Meeting, and will prepare a basic addendum if needed. Once the bids have been opened, CB&I
will assist the County in reviewing the bids and provide a recommendation to the County based
on a review of the submitted bids.
5. Pre-Construction Survey (contingent upon County directive)
Due to the highly variable nature of Wiggins Pass, it is recommended that the dredge plan and
quantities be updated at the time of construction. This contingent task is for CB&I to conduct a
pre-construction survey of the channel. CB&I surveyors will conduct topographic and
bathymetric surveys of 12 beach profiles and 51 channel cross sections as depicted in the
monitoring plan dated June 2012. All work activities and deliverables shall be conducted in
accordance with the March 2014 BBCS Monitoring Standards for Beach Erosion Control
Projects, Sections 01000, 01100 and 01200. This survey may serve as the permit required annual
monitoring survey.
This data will be used to confirm dredge and spoil locations as well as update the dredge
quantities.
This task will be a NTP item by the County.

Summary
This work will be performed on a time and materials (T&M) basis with a cost not to exceed
$62,992.75 as outlined in the attached fee spreadsheet. The work will be completed within 150
days of receipt of the Notice to Proceed.

for evaluation purposes,provided that if a contract is awarded to CB&I Environmental&Infrastructure, Inc. as a
result of or in connection with the submission of this proposal, the requester shall have the right to use or disclose
the data to the extent provided in the contract. This restriction does not limit the requestor's right to use or disclose
any technical data obtained from another source without restriction.
