Project Manager's Report- Harry Sells A. Hurricane Irma-A general discussion was held concerning the results of Hurricane Irma. A washout was created on Rock Road just south of Mingo. This was the result of water running east to west across Rock Road. In addition, water washed north to south across Mingo just East of Rock road and East to West on Catawba just south of Keri Island. Grading and gravel will be added to the short portion of Rock Road south of Mingo and on Catawba between Keri Island and Shady Lane. A general discussion was held discussing the possibility of adding drainage pipes at the three locations to reduce future damage to the roads caused by excess water. Staff indicated they would consider the feasibility of that. Questions were asked about debris pick-up and when it would happen. There has been no final determination on whether the County will be picking up debris on the MSTU' private roads. B. Budget Report Jan 5, 2017 Budget Report 2018 and 12-year payback proposal. The current budget and the projected budgets were presented and discussed in detail and all questions from the audience were addressed. Generally,there is enough money to pay back the current loan balance of$208,000 by 2025 and to allow $12,000 to $14,000 per year to place gravel on the four miles of gravel roads. The annual budget is configured to allow an excess of$20,000 to carry forward each year and reserved for emergencies. The paved portion of Rock Road is now 2 years old and has a projected life of 15 years. The MSTU is responsible for maintenance of the pavement until the loan is paid off at which time the County will assume this responsibility. No maintenance is expected on it prior to 2025 when the loan will be paid off. 1 C. Advisory Committee Status. The Rock Road Advisory Committee was dissolved by the BCC on March 28, 2017. There had been two vacancies for some time and it was felt that this lack of interest has resulted in the completion of the major project of paving Rock Road and the lack of discretionary funds that would require support and planning by an Advisory Committee. The consensus of all was that this would not be an issue if staff remained available. D. Planned Maintenance - Current and Future Harry Sells presented a map showing each road section with a number associated with that section and a historical record of maintenance of each section. Gravel and grading was done in August over most of the roads. The plan is to do major grading about once a year and keep the roads in good condition. The MSTU has accepted the additional responsibility of maintaining Catawba south of Keri Island, and Shady Lane west of Catawba. It is expected that this will add $1,500 to the annual maintenance which is well within the budget. Harry stated that he intended to substitute ground asphalt for 57 Stone as a test to determine if that material would provide for improved surface and reduction of dust. The MSTU does not have enough money to hire a roller to compact the asphalt but the consensus was that it was worth a try to test. The cost for the ground asphalt is the same as#57 stone. E. Future Road Ownership All the roads within the MSTU except for the northern paved mile of Rock Road are private roads. Everything from Mingo north are owned by a defunct Florida Corporation. South of Mingo, the roads are all on platted easements with the property line ending in the center of the right of way. Private ownership of roads creates problems. The most current is that after emergencies like hurricanes, FEMA strongly resists doing anything concerning private property. This means that if FEMA help is obtained private roads will be last on the list. Other issues may arise that affect the continued support of the maintenance of the roadways without addressing the ownership. A possible solution is for the County to assume ownership of the roads in the defuncted corporation's name, much like it did for the paved portion of Rock Road. The southern portion that are on easements would be possible but more difficult. The residents in attendance seemed to agree that the best way to proceed would be to claim ownership of the northern roads from the defunct corporation. III. Public Comment The floor had been open throughout the meeting for comments and no additional comments were made. IV.
