EXECUTIVE SUMMARY
Recommendation to approve a budget amendment in the amount of $320,000 transferring funds
from Mandatory Trash Collection Fund Reserves, and from within the operating budget, to the
District I and District II FY14 Operating Expense Budget to pay for collection and disposal costs
for residential curbside solid waste at the Collier County Landfill.
OBJECTIVE: Provide adequate funding for FY14 to provide curbside solid waste collection and
disposal of the solid waste at the Collier County Landfill.
CONSIDERATIONS: During budget preparation, staff calculates an estimate of the tonnage of
residential garbage and yard waste that will be brought to the Collier County Landfill for the
purpose of calculating the annual mandatory trash collection assessment for each residential unit
on the tax roll. During FY14, the reoccupation of previously foreclosed residences and the
addition of new properties are exceeding estimates in the Naples Service Area (District I) and the
Immokalee Service Area (District II). The number of properties to be added to the Mandatory
Collection program was estimated at 85 on average monthly, while the actual number is 175 on
average monthly.
Residential curbside customers in District I and District II have generated approximately 5,200
tons of trash and yard waste in excess of year -to -date budget with 1,225 new properties added
through the first seven months of FY14. Based on current trends, the forecasted tonnage of
residential curbside trash and yard waste is expected to exceed budget by 9 percent. This will
result in an operating expense shortfall of approximately $320,000 from the approved FY14
Budget.
FISCAL IMPACT: Funding from user fees is available in the Mandatory Trash Collection Fund
(473).
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires
majority vote for Board approval. —SRT
GROWTH MANAGEMENT IMPACT: There is no impact on the Growth Management Plan
associated with this action.
RECOMMENDATION: That the Board of County Commissioners approve a budget amendment
in the amount of $320,000 transferring funds from Mandatory Trash Collection Fund Reserves,
and from within the operating budget, to the District I and District I1 FY14 Operating Expense
Budget to pay for collection and disposal costs for residential curbside solid waste at the Collier
County Landfill.
