EXECUTIVE SUMMARY
Recommendation to authorize a budget amendment in the amount of $285,100 transferring funds
between cost centers and line items within the Collier County Water -Sewer District Fund (408) to
cover costs for unanticipated bank fees, IT support, fleet maintenance, and contractual services for
the Collier County Water -Sewer District's Financial Operations Department.
OBJECTIVE: Provide adequate funding for actual / projected FY14 bank fees, IT support, fleet
maintenance, and contractual services for the Collier County Water -Sewer District's Financial
Operations Department.
CONSIDERATIONS: Utility Billing and Customer Service (UBCS) bills all customer accounts
monthly for potable water, sewer, and irrigation quality water services. Bank fees are incurred
for all types of payments including lockbox (checks sent via the postal service), credit cards,
bank drafts and over - the - counter cash and checks. Bank fees will exceed the amount budgeted
for FY14 due to a larger than anticipated increase in credit card payments and a larger than
anticipated increase to the customer base.
Additional Information Technology support hours are needed to support critical software
systems. UBCS must operate and maintain inHance, the billing system software that generates
customer bills, records payments, maintains customer account balances, and transmits the
information electronically to the county's SAP financial system. The inHance billing software is
12 years old and is being updated by Harris Computer Systems to facilitate increased automation
and decrease manual processes. In addition, UBCS operates and maintains the special
assessments software system, which is an internally created system to allow merging of capital
and service rolls with the Tax Collector's tax roll. This system is more than 14 years old and
needed to be stabilized to ensure the service rolls would merge with the tax bills.
UBCS provides education and compliance services for the Public Utilities Division and is
currently operating with an aging fleet of vehicles. Recently, two of the six vehicles needed
extensive maintenance resulting in a funding deficit.
UBCS provides customer service for Collier County Water Sewer District and Solid Waste
Collections customers. The Customer Service team utilizes a software system that allows the
team to see calls entering the call service, the length of holding time, and abandoned calls, which
allows the team to optimize call management. Funding is needed to take advantage of savings
available on a three -year maintenance contract versus purchasing each year individually.
FISCAL IMPACT: Funding is available to transfer $285,100 within the Collier County Water -
Sewer District Operating Fund (408).
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires
majority vote for Board approval. —SRT

GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with
this budget amendment.
RECOMMENDATION: That the Board of County Commissioners, Ex- officio the Governing Board
of the Collier County Water -Sewer District, approve a budget amendment in the amount of $285,100
transferring funds between cost centers and line items within the Collier County Water -Sewer District
Fund (408) to cover costs for unanticipated bank fees, IT support, fleet maintenance and contractual
services for the Collier County Water -Sewer District's Financial Operations Department.
