Jessica,
Mr. Cowan has been a steady and impactful member of the AHAC. We can review the attendance recorftfor you and
give you specifics, but he has missed very few meetings and if he has needed to miss a meeting he has provided advance
notice. Mr. Cowan has also attended the vast majority of all subcommittee meetings that have been held since my
arrival in late 2011.
In addition, he has volunteered for additional service sitting on our entitlement grant review committee for the last two
years. This is a very time consuming endeavor and Mr. Cowan has participated fully, provided good insight, asked good
questions, and in general participated fully in the recommendation process. i
From a staff perspective, we would welcome Mr. Cowan as a continued member of the AHAC.
If you are in need of additional information, kindly let us know.
Thank you.

Mr. Hruby spoke with me on the way out of the meeting Elly refers to below and indicated he plans to resign from the
committee once a current project AHAC is working on is completed — within the next 3 or so months.
My recommendation is that we hold Mr. Fernandez's application and present it after Mr. Hruby tenders his resignation.
Therefore, kindly proceed with the BCC review of the appointment of Michael Bohaychyk to the committee for the time
being (and the reappointment of Mr. Cowan as a City of Naples representative).
Thanks, all.

Based on your e -mail below, it is my understanding that the applicant, Mr. Fernandez, is an employee of
(or subordinate to) the Committee Chair, Mr. Hruby. Based on this employment relationship, from an
appearance standpoint, it could be argued that this relationship (1) creates an apparent conflict, and (2) in effect
gives Mr. Hruby two votes.
My recommendation is that Mr. Fernandez be asked to withdraw this particular application. He is of
course more than welcome to join any one of our many other advisory committees.

Good morning Wanda,
i
At the AHAC meeting yesterday afternoon, the committee recommended that Hector Fernandez become a member of
the committee. He will serve under the "one citizen... represents areas of labor actively engaged in home building". the
Chair, Steve Hruby, identified that he had a conflict of interest since Mr. Fernandez is a Junior Associate in his firm;
Architects Unlimited. Is there a form or a process that Mr. Hruby would need to follow in order to serve along with Mr!
rnanclW
In addition, Kristi Bartlett sent us another request from Michael Bohaychyk as a member as well. The committee also
recommended he become a member. He will serve under the "one citizen... represents employers ".
If you have any questions or need more information, please let me know. Thanks and have a great day, Elly'
